Lauren Standish,Secretary P.O.Box 1179 !► `F Southold,NY 11971 Conservation Advisory Council Town of Southold MINUTES Wed., December 6, 2017 4:30 PM Conference Room A meeting of the Southold Town Conservation Advisory Council was held Wed., December 6, 2017 in the Town Hall Conference Room. Present were: Peter Young, Chairman Peter Meeker, Member John Stein, Member Keith McCamy, Member Greg Williams, Member James Abbott, Member Lauren Standish, Secretary Absent: Caroline Burghardt, Member James Dinizio, Town Board Liaison CALL TO ORDER The meeting was called to order at 4:35PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS Peter Young attended the 2017 NYS Conference on the Environment held in Kingston, New York and shared copies of a report that he recently submitted to Supervisor Russell. Two meaningful topics were, Coastal and Inland Flooding, and Natural Resources Inventories. Peter suggested the CAC look at the town's inventory and develop a natural resource inventory. He will meet with the CAC members in the surrounding townships to gather additional information. He anticipates the project would take approximately one- year. Peter Meeker mentioned that John Sepenoski already brought the idea to the CAC 4 � 2 in the past, which involved mapping, and all agreed that it would be big project to undertake. John Stein asked about the status of past projects, such as phragmite reduction and CEHA bluff staking project. It was also mentioned that the monarch butterfly project was outstanding as well. Mark Terry will attend the monthly meeting in January as the guest-speaker and discuss the LWRP. REPORTS Peter Meeker attended the Board of Trustees meeting held on November 15th and reported the meeting was business as usual. The application for a dock on the bay was denied, and the projects on Hill Road in Southold were required to install 10' non-turf buffers, gutters, leaders and drywells. OLD BUSINESS As a follow-up to a previous discussion regarding the requirement of a Coastal Contractor License, the Town Board unanimously approved the amendment to Ch. 275, which shall take effect January 1, 2018 after filing with the Secretary of State as provided by law. NEW BUSINESS Greg Williams submitted his resignation from the CAC and the council members wished him well as a newly elected member of the Board of Trustees. APPROVAL OF MINUTES Moved by Greg Williams, seconded by John Stein, to Approve the Minutes of November 8, 2017. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of DIMITRIOS ANTONIADIS & IRENE ANTONIADIS to construct a 4.5' X 28.5' deck addition on the west side of the existing dwelling. Located: 3300 North Sea Drive, Orient. SCTM#15-1-4 Inspected by: Keith McCamy, John Stein, Peter Meeker Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by John Stein, it was 3 RESOLVED to SUPPORT the application of GARDINERS BAY ESTATES HOMEOWNERS, INC. to remove remains of Coir-Log debris. Construct 100' of new rock and stone retainer in-place. Located: Fox Island, Spring Pond, East Marion. Located: 63875 Route 48, Greenport. SCTM#40-1-21 Inspected by: Keith McCamy, John Stein, Peter Meeker Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of ROBERT RENGIFO AND SARA COLINS for the existing dwelling including attached wood deck to be demolished; existing sanitary system to be abandoned and removed in accordance with NYS law; proposed new dwelling including attached decks; new pervious staircase with thru-flow decking; pergola on roof; new sanitary system and drywells; new permeable driveway; install new subsurface water and electric service; and for the existing bulkhead. Located: 2175 Bayshore Rd., Greenport. SCTM#53-4-14 Inspected by: Keith McCamy, John Stein, Peter Meeker Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of RITA REIS WIECZOREK & ROBERT WIECZOREK to construct +/-14' X 26' in-ground swimming pool, raised 18" above grade with approx. 80 If. of Redi-Rock" retaining wall and approx. 25 cy. fill to be obtained from on-site excavation of swimming pool; install pool equipment, pool enclosure fencing, and pool drywell; replace approx. 285 If. of existing impervious driveway with pervious driveway surface; and maintain naturally vegetated buffer areas within 10' of tidal and freshwater wetland boundaries on the property. SCTM#53-5-8 Inspected by: Keith McCamy, John Stein, Peter Meeker 4 The CAC Supports the application with the Condition the drywells are upgraded to contain the roof run-off. Vote of Council: Ayes: All Motion Carried SOUTHOLD SUNSETS, LLC to demolish existing dwelling, decks, and crawl space block foundation; construct pilings system to elevate finished floor to 16' elevation with proposed house area of 957.77 sf.; and proposed porch/side deck area of 262 sf. with access staircases. The proposed floor elevation puts the structure in conformance with FEMA. Located: 4200 Kenny's Road, Southold. SCTM#54-4-3 Inspected by: Keith McCamy, John Stein, Peter Meeker The CAC made an inspection, however, makes no further recommendation from the previous reviews. There continues to be a concern with the preservation of the primary dune. Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to NOT SUPPORT the application of KATHRYN A. CAMPBELL to rehabilitate and upgrade an existing driveway located within an existing easement by installing a retaining wall and drainage system, placing fill and resurfacing the drive with clean gravel. Located: 500 Hippodrome Drive, Southold. SCTM#66-2-12&13 Inspected by: Keith McCamy, John Stein, Peter Meeker The CAC does Not Support the application due the concern with the lack of a detailed plan. The CAC requests a specific plan of the driveway installation, including grading, tree removal and types of materials. NAY-Greg Williams Moved by Peter Young, seconded by Greg Williams, to TABLE the application of SERENITY IN PARADISE, LLC for a 5.9'X 12' new first floor addition, replace first floor deck, construct new 5'X 12' first floor deck, new second floor addition over existing dwelling, new two-story addition, and second story addition over garage. Located: 4800 Paradise Point Road, Southold. SCTM#90-3-13 Inspected by: Peter Meeker, John Stein The CAC Supports the application, however, there is a concern with the alignment of the proposed footprint and the impacts on the rear setback. ABRAMS to stabilize the existing bluff by creating less grade pitch on slope to allow for better erosion control. Installation of staked Coir Logs as per plan. Vegetate with Cape American Beach Grass. All work to be done by hand. Located: 7325 Nassau Point Rd., Cutchogue. SCTM#118-4-1 Inspected by: Peter Young, James Abbott The CAC does Not Support the application and requests a plan with more detail including the actual final grade. Install staked Coir Logs and fill by hand as per the plan. Remove non-native plants and replace with native plants. Located: 275 West Road, Cutchogue. CCA piles on landward end of existing pier, installation of 4'X 4' stairs for beach access 6 and one additional 6'X 20' long floating dock to be fastened to existing floating dock and piles. SCTM#115-11-20 Inspected by: Peter Young, James Abbott The CAC Supports the application with the Condition of a roof run-off plan for the sunroom addition. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Greg Williams, it was RESOLVED to SUPPORT the application of RICHARD PETROWSKI for the installation of 92.4' of vinyl bulkhead with deadmen system. The new bulkhead will be installed in the same location as the existing timber bulkhead (to be removed). A non-turf buffer of 15' behind the bulkhead will be provided and any other restoration shall be top soil and seed. Now work will be performed on the seaward side of the bulkhead. SCTM#122-3-14 Inspected by: Peter Young, James Abbott The CAC Supports the application to install a vinyl bulkhead as applied for, however, questions the compliance of the additional floating dock. 7 Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Greg Williams, it was RESOLVED to SUPPORT the application of P.M.V FAMILY, LLC to demolish the existing dwelling and appurtenances; construct a new two-story, single-family dwelling on a piling foundation with attached covered deck and steps; install public water service and a drainage system of leaders, gutters and drywells; maintain a 10' wide natural vegetated buffer seaward of the Coastal Erosion Hazard Area boundary; and install a new sanitary system (raised with concrete retaining walls and approx. 150 cy .. of clean fill) and pervious gravel driveway more than 100' from the Trustee-determined landward limit of dune area. Located: 450 Sound Beach Drive, Mattituck. SCTM#99-1-38.2 Inspected by: James Abbott Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Greg Williams, to TABLE the application of JOHN & JESSICA LUPOVICI to reconstruct 92 If. of existing bulkhead 18" higher than existing, with C-Loc vinyl sheathing, in place and new 18' return with thru-flo safety cap; incidental dredging to recapture sand lost during reconstruction of bulkhead; construct 140 If. of rock revetment along eroded scarp; remove damaged timber deck (west side) relocate existing floats and ramps; cut existing bulkhead to low sill and plant area with inter-tidal marsh. SCTM#99-4-18 Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Greg Williams, to TABLE the application of JOHN & JESSICA LUPOVICI for the existing one —story cottage with attached 10'X 20' wood deck to be repaired, roof, siding and new enlarged windows/French doors and painting; 22.3'X 32'6' existing northerly 1 Y2 story cottage with 8'X 22.3' storage and concrete patio/walkways and 8.4'X 32' one-story frame cottage, proposed repairs and maintenance, and new roof, as needed, to existing cottage; and 7.2'X 7.2' frame shed. SCTM#99-4-18 Vote of Council: Ayes: All Motion Carried 8 John Stein will attend the next regular meeting of the Board of Trustees scheduled for Wed., December 13, 2017 at 5:30PM. The next meeting of the Conservation Advisory Council will be held on Wed., January 10, 2018 at 4:30PM in the Town Hall Conference Room.
