Historic Preservation Commission Minutes

Attendees:
James Grathwohl, Edward Webb, Donald Feiler, James Garretson, Gary Parker,

Call to Order:
The meeting was called to order by Chairman Garretson.
Approval of Minutes:
The minutes of October 17, 2017 were approved unanimously on
a motion by Commissioner Webb and a second by Commissioner Parker after the
following change was made:
“The meeting was adjourned unanimously on a motion by Commissioner
Grathwohl and a second by Commissioner Surchin,” was changed to “The
meeting was adjourned unanimously on a motion by Commissioner Grathwohl
and a second by Commissioner Harper.”
Public Hearing
Robert Brenner for Robert and Catherine Harper, 2600 New Suffolk Avenue,
Mattituck

Commissioners Harper and Surchin recused themselves and left the room for the

duration of the public hearing, discussion and vote.
Mr. Brenner outlined the plans to alter an existing mudroom to include the
o
installation of a stained glass window in place of an existing triple-track storm
window.

Pre-Submission Conference
John Nicoletti, 53245 Main Road, Southold
(SCTM# 1000-61.-1-8.1). Proposed
commercial sign for an interior design studio in a historic home..
Mr. Nicoletti presented a drawing of the proposed sign to the commission. He
o
also mentioned that he needed to install gutters on the front of the building.
Chairman Garretson suggested that he include the gutter system in his application
o
and his public hearing for the sign.
Damon Rallis advised that he would set Mr. Nicoletti up for a public hearing at
o
the December regular meeting.
Old Business
Awards Nomination
Commissioners continued the discussion about the awards program.
o
Commissioner Harper nominated the Antoniadis property located at 8485 Main
o
Road, in East Marion for an award under preservation and conservation.
Commissioner Feiler nominated the “Glenwood Lodge” building located at 13105
o
Main Road in Mattituck for an adapt reuse award. Chairman Garretson asked
Commissioner Feiler to determine the date of the construction/conversion before
making a final decision.
Pre-Submission Conferences (continued)
Jeff Shayne, 20 Vincent Street, Orient
(SCTM# 1000-26.-1-6). Proposed additions and
alterations to an existing single family dwelling.
Mr. Shane presented the commission with drawings which called for the
o
conversion of a modern screened porch to an open entry porch and reconfigure
the location of the front door of the home.
A number of commissioners raised concerns about both the design and the
o
relocation of the front door, saying that the design was not in keeping with the
surrounding area.
Chairman Garretson suggested that Mr. Shayne work with commissioners to
o
come up with a more appropriate design. Commissioners Harper and Garretson
agreed to work with Mr. Shayne moving forward.
Damon Rallis agreed to schedule Mr. Shayne for a follow-up pre-submission
o
conference at the December meeting.
Peter Marren, Architect, for the First Universalist Church of Southold, 51970 Main Road,

Mr. Marren continued the discussion from the previous meeting.

Awards Nomination (continued)
Chairman Garretson proposed giving an award to the Cutchogue Library for
o
adaptive reuse if the Glenwood Lodge is nominated. In previous discussions the
commission had decided that the Cutchogue Library was not eligible for an award
because the construction had occurred so long ago.
Commissioner Garretson explained that, to date, there were four award recipients
o
on the table. IN addition to the two discussed earlier in the meeting, there was
also the Ash house, at 250 Skippers Lane and the Ventura house at 1780 Village
Lane, both in Orient.
