Historic Preservation Commission Minutes
3:00 PM, October 17,2017
Town Hall Annex Executive Board Room
Attendees: James Grathwohl, Edward Webb,Donald Feiler, James Garretson, Gary Parker,
Robert Harper
• Call to Order: The meeting was called to order by Chairman Garretson.
• Approval of Minutes: The minutes of September 19, 2017 were approved unanimously
on a motion by Commissioner Webb and a second by Commissioner Grathwohl.
Chairman's Comments
• Based on discussions during the 2pm work session,the chairman offered the following
resolutions:
• Resolution#10.17.17.1 —Passed: Unanimous
o Resolution#10.17.17.1 reaffirms that any properties or structures that are listed as
"contributing buildings or sites" in a state or national register historic district or national
landmark district, after November 16,2004 must apply to this commission,as outlined in
Chapter 170-5 A, before they can be designated as"historic"by the Town of Southold.
The complete resolution is on file with the Southold Town Building Deparment.
• Resolution #10.17.17.2—Passed: Unanimous
o Resolution#10.17.17.2 states that the Sycamore tree on the former Methodist
Church property at 1325 Village Lane in Orient (SCTM #25.-2-23.2) contributes
significantly to the Orient Historic District and the adjacent park, known as
Hallelujah Park and, as such, should be protected. The complete resolution is on file
with the Southold Town Building Deparment.
Old Business
• Brochure Update Status
o The discussion was tabled in the absence of Commissioner Surchin.
• Awards Nomination
o Chairman Garretson announced that he was still taking award nominations and
urged commissioners to submit nominations, along with a description of the
property,to his attention. Once all nominations are made, they will be voted on by
the group and forward to the Supervisor's office for formal recognition.
New Business
• Plum Island Lighthouse Preservation
o Commissioners recounted their presentation to the Southold Town Board during a
recent work session, in which they expressed the need for the Plum Island
Lighthouse and Fort Terry to be protected and preserved.
o Commissioners discussed various options including contacting Congressman
Zeldin to discuss the matter,because the lighthouse is owned by the Federal
Government.
o Commissioner Webb said that the condition of the lighthouse constitutes
demolition by neglect and that, within 10 years it will be gone. He described the
lighthouse as being on"life support."
o Commissioners agreed to enlist the help of Scott Russell to get permission for the
commission to survey the condition of the lighthouse.
Pre-Submission Conferences
• Peter Marren,Architect,for the First Universalist Church of Southold,51970 Main Road,
Southold (SCTM# 1000-63.-6-6.1). Construction of a new church complex.
o Mr. Marren gave a presentation of the various iterations of the new church
complex design to date. Although nothing had been finalized,they had general
final concept but there had been no agreement on exactly where to place the
steeple. Mr. Marren asked to be placed on the November agenda to further discuss
the project.
• Robert Harper,2600 New Suffolk Avenue(SCTM# 1000-115.-9-3). Proposed alterations to an
existing single family dwelling on a landmarked property.
o Mr. Harper gave a brief overview of proposed repair work and a window
replacement on the back of his home in a mudroom area. Commissioners agreed
to schedule a public hearing regarding the project at its November meeting.
New Business
• 53245 Main Road sign permit application.
o Damon Rallis informed commissioners of a sign permit application that would likely be
coming in front of the commission in the coming months.Damon wanted to make the
group aware because it would be the first time that the commission would have to rule on
the appropriateness of a sign.
o Commissioners asked that scale of the sign, as related to the building,be shown with the
application,as well as photos depicting other signs within Southold's Historic District.
o Chairman Garretson suggested that commissioners also look at signs around town.
o Damon agreed to set up a pre-submission conference for November.
