Historic Preservation Commission Minutes
3:00 PM, July 18, 2017
Town Hall Annex Executive Board Room

Call to Order:
The meeting was called to order by Chairman Garretson.
Approval of Minutes:
The minutes of June 13, 2017 were approved unanimously on a
motion by Commissioner Parker and a second by Commissioner Grathwohl.
Chairman’s Comments
Chairman Garretson gave an update on the Orient Historic District, specifically as it was
discussed in the earlier work session involving Supervisor Scott Russell. He said that the
discussion went well and the next steps would involve going to the town attorney. He
said that it would be the commission’s job to do public outreach to those affected the
corrections to the Orient Historic District map.
Old Business
Updated Brochure Status
Commissioners discussed the status of the updated HPC brochures. Commissioner
o
Surchin said that she had a draft word document for commissioners to review and
that she would email it out to the group. Commissioner Webb expressed urgency
in completing the project.
Awards Status
Chairman Garretson reiterated that any commissioner who wishes to nominate a
o
property for an HPC award should bring a description of the property, along with
photos, and a written explanation of why it is deserving of an award. He said that
at each HPC meeting a new nomination should be discussed. However, he
reiterated that it was up to the commissioner nominating the structure to bring a
photo, a description and findings.
Updated Application Cover Letter Status
Commissioner Grathwohl said that he was still working on revisions to the
o
application cover letter.
Commissioner Webb asked why other documents were outdated and have not
o
been updated. In response, Chairman Garretson appointed Commissioners Webb
and Surchin to review all documentation handed out to the public and make
recommendations for updating them.
Bertault Barn Update
Damon Rallis explained that the building inspector had visited the Bertault site on
o
a number of occasions since the last meeting. The building inspector had noted
that a significant portion of the barn was not being reconstructed as per the plans.
As a result, the inspector informed the property owner, contractor, and architect
that the barn would either have to conform to the plans or an amendment would
have to be submitted and forwarded to the HPC.
The property owner later advised the building inspector that the contractor would
o
conform to the approved plans. Building inspector John Jarski said he would do a
follow up inspection in the coming weeks.
Public Hearing
John Bassett for Matthew Aselton/Sara Lamm, 1045 Orchard Street, Orient
(SCTM# 1000-25-2-20.22). Proposed additions and alterations to an existing single
family dwelling and conversion of an accessory building to a pool house on a landmarked
property.
Mr. Bassett submitted the final drawings for the project, which were reviewed by
o
the commissioners, and he gave a brief explanation of the various changes made
throughout the numerous pre-submission conferences regarding the project.
Resolution #7.18.17.1 – Passed: Unanimous
Resolution #7.18.17.1, additions and alterations to an existing single family dwelling and
an existing accessory building at 1050 Orchard Street, Orient (SCTM# 1000-25.-2-
20.22). (A full copy of the resolution is on file in the Southold Town Building

The meeting was adjourned unanimously on a motion by Commissioner Grathwohl and a
second by Commissioner Surchin.
