Historic Preservation Commission Minutes
3:00 PM, September 19, 2017

Call to Order:
The meeting was called to order by Chairman Garretson.
Approval of Minutes:
The minutes of August 15, 2017 were approved unanimously,
with two changes (“a list” was added after the work “circulated” on page 2 and the word
“Materials” was removed from any references to the “Building Checklist”) on a motion
by Commissioner Grathwohl and a second by Commissioner Feiler.
Old Business
Update Moses-Case House
Holly Sanford, of the Peconic Land Trust, gave an update on the
o
relocation/preservation of the Moses Case House currently located at 46770
County Route 48 in Southold.
There is now a question of whether or not the building will be moved to “Cleo’s
o
Corner” or to the Southold Historical Society property.
The Peconic Land Trust, she explained, is still waiting on proposals and options.
o
Bertault Barn Status Update
Application Coordinator, Damon Rallis, explained that the building inspector had
o
visited the property earlier in the day and determined that the construction was
occurring as per the approved plans.
Document Updates
After some clarifications from the commission, Rallis said that he would begin
o
updating all commission documents as requested.
Public Hearing
Chris Powers (Meryl Kramer Architect) for Sebastian Heath and Sarah Burnes, 435
Skipper’s Lane
(SCTM# 1000-24.-2-3). Proposed additions and alterations to an
existing single family dwelling on a landmarked property.
The applicant presented commissioners with an outline of the project, including
o
changes made since an earlier pre-submission conference.
Commissioners asked that exterior trim on the new windows match the existing.
o
Resolution #9.19.17.1 – Passed: Unanimous
Resolution #9.19.17.1, additions and alterations to an existing single family dwelling at
435 Skipper’s Lane (SCTM# 1000-24.-2-3). (A full copy of the resolution is on file in the

Pre-Submission Conference
Mark Kafaga for AW LLC, 640 Skipper’s Lane
(SCTM# 1000-24.-1-10). Proposed
additions and alterations to an existing single family dwelling on a landmarked property.
Commissioners made a number of suggestions based on the preliminary drawings
o
that were brought before them. However, they asked the applicant to come back
for another conference when he had a set of true architectural drawings.
New Business
Mark Kafaga
asked the commission to discuss a possible roof change at his own house,
585 Orchard Street, Orient.
Mr. Kafaga explained that the house currently has three distinct roof materials
o
(tin, asbestos, and asphalt). He would like to propose making the entire roof a
cedar roof.
Commissioners explained that, based on the town code, this would constitute an
o
administrative permit. Based on Mr. Kafaga’s testimony, the commission voted
unanimously, on a motion by Commissioner Grathwohl and a second by
Commissioner Webb, to direct the building department to issue an administrative
permit for the work.
Meeting Adjourned
The meeting was adjourned unanimously on a motion by Commissioner Parker and a
second by Commissioner Surchin.
