ADDENDUM FOR KIMOGENOR POINT COMPANY 50 JACKSON STREET NEW SUFFOLK,NY SCTM#1000-116-6-24.1 Wetlands Statement of Effect: The Kimogenor Point Clubhouse,which was built in 1909, provides a common recreational area for the entire Kimogenor Point community and sits in the same location on the same island today as it was constructed more than 100 years ago(see Figure 2,photo of clubhouse taken in 1933). However,as sea level has gradually risen over the past century,the shoreline of the island has gradually eroded and receded closer to the building;the vegetated tidal marsh has advanced to the perimeter of the building; tidal flooding periodically extends beneath the footprint of the building; and the wooden piling foundation that supports the structure has gradually aged and is in need of repair. The current application therefore proposes a two-phased approach to preserve and protect this locally historic landmark by 1)making necessary structural repairs; and 2)protecting the building against flood and erosion damage. Specifically, as depicted and described by the enclosed engineering plans entitled"Structural Repair Plan for Kimogenor Point Company,"prepared by Jeffrey T.Butler,P.C.,dated January 1, 2016, and last revised September 25,2017,the project proposes structural repairs such as the installation of new foundation pilings,replacement of porch decking,replacement and/or sistering of existing foundation framework components(e.g., girders), and installation of new materials to stabilize and secure the building(e.g., hurricane straps). Secondly,the project proposes the installation of a mid-sill bulkhead around three sides of the building to provide permanent protection from flood and erosion damage. Also included in the proposed scope of work is the in-place replacement of the existing timber footbridge that connects the clubhouse to the mainland; and the construction of new access platforms and steps off the porch in place of existing steps. To protect and restore the quality and function of the surrounding tidal wetland ecosystem,the project includes mitigation measures designed to protect and preserve to the maximum extent practicable the existing tidal marsh vegetation during construction using temporary heavy equipment mats;to replace any marsh vegetation that is damaged or lost during construction by way of restorative marsh plantings; and to enhance/create an approximately 64 sf area of high marsh landward of the proposed extended bulkhead return where that area of upland is gradually eroding and subsiding. Additionally,the 34" cap needed to cover the bulkhead corrugation and the gap between the bulkhead and porch will be constructed of untreated material. And to further reduce and limit the introduction of treated materials over the wetlands and surface waters,the existing wood footbridge to the clubhouse will be reconstructed using untreated, light-penetrable, open-grate decking. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP Section III - Policies Pages 8 through 16 for evaluation criteria ® Yes ❑ No ❑ Not Applicable The proposed bulkhead is consistent with the fundamental objective of Policy 4,which is to minimize loss from flooding and erosion,in this case the potential loss of the historic,109-year old clubhouse structure that stands on an island characterized by tidal wetlands and cannot practicably be relocated The project design is further consistent with the policy goal of using a hard structural erosion protection method only where the hazard cannot be avoided(the clubhouse cannot be relocated);it is not possible to enhance any natural protective feature or use a vegetative approach to protect the clubhouse from flooding and erosion,leaving a hard structure as the only design consideration that can practicably and effectively do so;the proposed mrd-sill bulkhead has been lirmted to the minimal scale necessary and is based on sound engineering practices;vegetative marsh restoration and enhancement are incorporated into the project design,and there will be no adverse impact to adjacent property or coastal processes and no significant direct or indirect costs incurred by the public as a result of the project Attach additional sheets if necessary Policy 5.
