c.The work covered by this application may not be commenced before issuance of Building Permit.
d.Upon approval of this application,the Building Inspector will issue a Building Permit to the applicant.Such a permit
shall be kept on the premises available for inspection throughout the work.
e.No building shall be occupied or used in whole or in part for any purpose what so ever until the Building Inspector
issues a Certificate of Occupancy.
f.Every building permit shall expire if the work authorized has not commenced within 12 months after the date of
issuance or has not been completed within IS months from such date.If no zoning amendments or other regulations affecting the
property have been enacted in the interim,the Building Inspector may authorize,in writing,the extension of the permit for an
addition six months.Thereafter,a new permit shall be required.

This application must be filled in by typewriter or ink and submitted to the Building Department with the following:
A. For new building or new use:
I_ Final survey of property with accurate location of all buildings, property lines,streets,and unusual natural or
topographic features.
2_ Final Approval from Health Dept. of water supply and sewerage-disposal (S-9 form).
3. Approval of electrical installation from Board of Fire Underwriters.
4. Sworn statement from plumber certifying that the solder used in system contains less than 2/10 of 1% lead.

The oard'16 Town Trustees took the following action during its regular meejh,g heldon
Wednesday, December 14, 2016 regarding the above matter:
WHEREAS, Jeffrey Patanjo on behalf of RACHEL CASHWELL applied to:the Southold
Town Trustees for an Amendment to Wetland Permit#8899 under the provisions of
Chapter 275 of the Southold Town Code, the Wetland Ordinance of the Town of
Southold, application dated November 17, 2016, and,
WHEREAS, said application was referred,to the Southold Town Conservation Advisory
Council and to the Local Waterfront Revitalization Program Coordinator for their findings
and recommendations, and,
WHEREAS, the LWRP Coordinator recommended that the proposed application be
found Inconsistent with the LWRP, and,
WHEREAS, the Board of Trustees has furthered Policies 1 and 4 of the Local
Waterfront Revitalization Program to the greatest extent possible through the imposition
of the following Best Management Practice requirements: the installation of drywells for
the pool to be installed along side of dwelling;
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said
" application on December 14, 2016, at which time all interested persons were given an
opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the
premises in question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,

WHEREAS, the structure complies with the standards set forth in Chapter 275 of the
Southold Town Code,
WHEREAS, the Board has determined that the project as proposed will not affect the
health, safety and general welfare of the people of the town,
NOW THEREFORE BE IT,
RESOLVED, that for the mitigating factors and based upon the Best Management
Practice requirement imposed above, the Board of Trustees deems the action to be
Consistent with the Local Waterfront Revitalization Program pursuant to Chapter 268-5
of the Southold Town Code, and,
BE IT FURTHER
RESOLVED, that the Board of Trustees APPROVE the Amendment to Wetland Permit
#8899 to relocate the proposed dwelling further seaward with an attached 868sq.ft.
seaward side deck in lieu of a 912sq.ft. deck; for a proposed 18'x40' pool to be installed
50' landward of the bulkhead in lieu of 73.3'; and to install an outdoor shower against
the dwelling; with the condition that the Town Engineers be fully involved in the pool
construction; that drywells for the pool be installed along the side of the dwelling; and to
establish and perpetually maintain a 10' wide non-turf buffer along the landward edge of
the bulkhead; and as depicted on the survey prepared by Peconic Surveyors, P.C., last
dated January 11, 2017, and stamped approved on January 13, 2017.
Inspections are required at a fee of$50.00 per inspection. (See attached schedule.)

2016, and,
WHEREAS, said application was referred to the Southold Town Conservation Advisory
Council and to the Local Waterfront Revitalization Program Coordinator for their findings
and recommendations, and,
WHEREAS, the LWRP Coordinator issued a recommendation that the application be
found Consistent with the Local Waterfront Revitalization Program policy standards,
and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said
application on October 19, 2016, at which time all interested persons were given an

WHEREAS, the structure complies with the standards set forth in Chapter 275 of the
Southold Town Code,
WHEREAS, the Board has determined that the project as proposed will not affect the

NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees have found the application to be Consistent
with the Local Waterfront Revitalization Program, and,
RESOLVED, that the Board of Trustees approve the application of RACHEL
CASHWELL to demolish the existing two-story dwelling with associated deck and
abandon existing sanitary system; construct a two-story dwelling (4,160sq.ft. total floor
area)with a 165sq.ft. front porch, a 912sq.ft. attached seaward deck; install a new
sanitary system landward of dwelling; install gutters to leaders to drywells on the
dwelling to contain roof runoff, install storm drains for the driveway, and all in
accordance to Chapter 236 of the Town Code-Stormwater Management; install a
20'x40' in-ground swimming pool on the seaward side of dwelling; and install silt fencing
with staked hay bales around the construction site prior to and during construction; with
the condition to install a drywell for the pool; and to establish and perpetually maintain a
10' wide non-turf buffer landward of the bulkhead; and as depicted on the survey of
Peconic Surveyors, P.C., last dated November 7, 2016, and stamped approved on
November 18, 2016.
Permit to construct and complete project will expire two years from the date the permit
is signed. Fees must be paid, if applicable, and permit issued within six months of the
date of this notification.
Inspections are required at a fee of$50.00 per inspection. (See attached schedule.)

The referenced property, landward of the bulkhead more than 100feet inlength, aushown onthe survey
by John T. Metzger, last revised September 8, 2016, and constructed prior to August 20, 1977, as
evidenced on the DEC Tidal Wetland Map#718-546 and historic aerial photographs, is beyond Article 25
(Tidal Wetland)jurisdiction. Therefore, inaccordance with the current Tidal Wetlands Land Use
Regulations (6NYCRR Part 661), no permit is required under the Tidal Wetlands Act.We are returning
the application fee check(#2014) herewith.
Please be advised, however, that no construction, sedimentation, or disturbance of any kind may take
place seaward of the tidal wetland jurisdictional boundary, as indicated above, without a permit. It is your
responsibility to ensure that all necessary precautions are taken to prevent any sedimentation or other
alteration or disturbance to the ground surface or vegetation within Tidal Wetlands jurisdiction which may
result from your project. Such precautions may include maintaining adequate work area between the tidal
