LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held
Tuesday, November 14, 2017 at 7:00 p.m.

Commencement:
The meeting began at 7:05 p.m. with five LPC members present.
Committee Minutes and Adoption:
Acceptance of LPC meeting minutes from October 3, 2017
MOTION
made by Lillian Ball, seconded by Eric Keil, to adopt the 10/3/2017 LPC meeting minutes.
Motion carried: 5/0
Land Preservation Applications and Inquiries:
SCTM #1000-100.-3-12 (KRUPSKI FAMILY, LLC)
PDR Application: Application review
Town Board referred application to LPC to pursue. Town Board wants LPC to pursue potential fee
title purchase of part of the property for water quality improvement purposes and PDR on the
remaining area, including the barn area.
Land Preservation Coordinator Melissa Spiro presented some concept plans for appraisal purposes.
LPC noted that very important to have functional access to barns and irrigation well.
MOTION
made by Eric Keil, seconded by Doris McGreevy, to direct Land Preservation Coordinator
Melissa Spiro to commission an appraisal of the Krupski Family, LLC property (SCTM #1000-100.-3-
12) for the Town’s potential partial fee title/development rights easement purchase as per the
reviewed concept plan.

SCTM #1000-75.-1-6 (ESTATE OF WILLIAM MIDGLEY)
Preservation Application: Application review
Land Preservation Coordinator Melissa Spiro presented new application for potential purchase of the
property. LPC will pursue purchase of property for active recreation purposes if Town Board refers
application to Committee to pursue.
MOTION
made by Eric Keil, seconded by Lillian Ball, to direct Land Preservation Coordinator Melissa
Spiro to commission an appraisal of the Midgley property (SCTM #1000-75.-1-6) for the Town
potential fee title purchase of open space for active recreational purposes, subject to Town Board
referring application to LPC to pursue.

SCTM #1000-109.-1-10.1 (CARNATION PROPERTIES, INC. / McCALL FAMILY HOLDINGS)
PDR Application: Application review
Land Preservation Coordinator Melissa Spiro presented new application for potential PDR on all by
80,000 sq ft around the existing house and barns. LPC will pursue purchase of a development rights
easement as proposed if Town Board refers application to Committee to pursue.

made by Lillian Ball, seconded by Will Lee, to direct Land Preservation Coordinator Melissa
Spiro to commission an appraisal of the Carnation Properties, Inc. (SCTM #1000-109.-1-10.1)
property for the potential Town purchase of a development rights easement in accordance with the
proposed concept plan, subject to Town Board referring application to LPC to pursue.
Motion carried: 4/0/1 (LPC Chairman Sam McCullough abstained due to business relationship with
proposed buyer)
SCTM #1000-79.-7-55 (REESE)
Open Space Application: Application review
Land Preservation Coordinator presented new application. Property is for sale and Town Board
reviewed an inquiry from neighbors regarding potential preservation in September and did not refer to
LPC to pursue. Melissa to send letter to landowner nothing same and also nothing that if landowner
wishes to explore other preservation options with significant bargain sale component, he should
present same.
PROJECT STATUS UPDATE
Land Preservation Coordinator Melissa Spiro provided updates on all current projects and inquiries.

General Land Preservation Items:
LAND PRESERVATION COMMITTEE CHAIR SUCCESSION POLICY
LPC Chairman Sam McCullough asked the Committee to establish a policy for LPC Chair Succession
MOTION
made by Will Lee, seconded by Lillian Ball, that the Land Preservation Committee wishes to
ensure that a recommendation is made for Committee Chair and Deputy Chair each calendar year.
Therefore, the Committee establishes the following Policy for Chair Succession:
1) Prior to the end of November, any Land Preservation Committee member interested in the Chair
position shall make his or her interest known to all Committee members; and
2) Prior to the end of December, the Committee shall formalize a recommendation to the Town
Board regarding Chair and Deputy Chair for the next calendar year.
