November 13, 2017 Meeting
Called to Order: 10:00 AM by Chairman Neb Brashich.
Members Present
Councilman William Ruland, Town Engineer Michael Collins, Planning Director Heather Lanza,
Jim Baker, Jim Kalin, Greenport Trustee Mary Bess Phillips, Nick Mazzaferro, Highway
Superintendent Vincent Orlando, Frank Field and Tom Fox.
Approval of October 23, 2017 Meeting Minutes
A motion to approve the minutes was made, was seconded and was carried.
East End Transportation Council - Update
There was no EETC meeting in November, 2017.
Status Report—Town wide Parking Inventory
Neb and Jamie Richter completed the survey of available parking spaces in the Town, including
VGPT. Available Town-wide parking spaces totaled 1775, with 1185 public spaces and 590
"other" spaces. VGPT's available spaces totaled 995, with 495 public spaces and 500 "other'
spaces.
Options for dealing with specific and town-wide parking issues were discussed and a consensus
was reached that, while it might be useful that an independent traffic consultant be engaged,
outreach to chambers of commerce, civic associations and other local interests should be
encouraged to provide for informed local input and suggestions. In the meantime, stricter
enforcement of existing parking codes should be encouraged.
Councilman Ruland will recap the major parking and traffic issues associated with Love Lane in
Mattituck for the Commission's consideration. In that regard, it is anticipated that the
Commission will meet with the Town Board in January 2018 for a fuller discussion of possible
solutions to location-specific and town-wide parking issues, with a view toward seeking the
Board's decisions on associated safety and legal issues.
Public Requests
Request for Two Speed Limit Signs - Mary's Road & Pike Street- Mattituck
Neb's letter of October 23, 2017, advised the concerned local resident that two speed limit signs
would be placed on those roadways in accordance with NYSDOT speed limit regulations.
Request for a Stop Sion at the Southeast Corner of Main Bay View Road and Cedar Beach

Net 's letter of October 23, 2017, advised the two concerned civic associations-that the
Commission was unable to support their request for additional stop signs at that location.
Specifically, and based on observation by several Commissioners, the current signage was
found to be adequate and it was suggested that local residents should be more mindful of
observing the existing stop sign there.

Supervisor, Town Board &Town Trustees Requests
Weight Limit on Peconic Bay Boulevard Review Request
No information has been received from the Town of Riverhead concerning its experience with
enforcement of weight limits on the roadway. Chief Flatley will request that information.
Observation has shown that traffic on summer weekends is a big issue, notwithstanding the
weight limit issue. Moreover, weight limits on streets intersecting with PBB is an issue for
consideration. Accordingly, the Commission has no recommendations at this time.
Weekend Farm Traffic–Tim McManus Recommendation
Neb's memo of October 23, 2017 to the Supervisor advised that the Commission found Mr.
McManus' suggestions to be unworkable. Specifically, the complexities of multiple destinations,
the number of intersections, the negative impact on local homeowners and businesses, as well
enforcement issues on Sound Avenue did-not lend themselves to an adequate solution to the
problem. Moreover, it is doubtful that NYSDOT and SCDPW would every agree with the
proposal.
Planning Board Requests
Town Comprehensive Plan
The Transportation and Infrastructure Chapter of the Plan will include the final conclusions of
the Commission's Parking Options Review.
Current Transportation Issues - Updates
Southold /Greenport Bus Shelters—No Installation Contract–Next Spring
Neb reported that SCDPW has advised that there will be no contract from that agency for
installation of the shelters until the spring of 2018.
Peconic Water Taxi Proposal
Tom Fox will follow up with Hampton Jitney's management and potential local operators
concerning the proposal. However, the proposal should be presented to EETC for its input, with
a view toward securing NYS funding for a feasibility study.
Old Business
North Fork Trolley Shuttle Proposal for Southold Town –North Fork Promotion Council
Denis Noncarrow will update the Commission in December concerning the results of the trial
periods. However, it is understood that the shuttle trolleys were operating at full passenger
capacity.
Cutchogue Diner Parking - Cutchogue
Neb's email of November 8, 2017 updated the Diner's owner concerning the potential impact of
the Heritage (Harvest Pointe) project on parking by indicating that the Town did not require any
----- changes-to-parking-on SR25. He-further-advised-that, while the project-is-now under -
construction, NYSDOT may review the situation in the future.
Greenport, Southold, Riverhead Traffic Meeting
Councilman Ruland will pursue scheduling a potential meeting among the three municipalities.
SCT–S92 Sch6dule Changes
Jim Kalin passed out a "flyer" about the new"app" reporting bus ETA's.

The next meeting is scheduled for Monday, December 11, 2017 at 10:00 AM in the conference
room at Town Hall.

SUBJECT: Weekend Farm Traffic
Further to the above subject, we requested a review of this past summer's
cooperation between the Riverhead/Southold police to mitigate traffic problems.
Here is the information we received:
• On the last several weekends of the season from around Columbus Day
on, Southold PD stationed either a Traffic Control Officer or a Patrol
Officer in front of the Harbes farm stand in Mattituck for traffic from 1000-
1800hrs.
• This was coordinated with Riverhead PD which had officers stationed in
front of the Harbes Orchard site in Jamesport
• The Harbes paid each municipality for the officers' salaries at these posts
• In checking the Southold detail, it was very evident that the officer would
merely be there to cross pedestrians and occasionally let vehicles in and
out of the parking areas
• For eastbound traffic early in the day, there is really no relief as the
majority of the traffic is exiting into the Jamesport site and the traffic
moves well by the time it reaches the Mattituck site
• During the late afternoon hours when the traffic reverses and the majority
of vehicles are westbound, the traffic from the Jamesport site backs up
traffic east of the Mattituck site
• So the traffic detail in Mattituck did not have much impact on the Sound
-_-- --Avenue gridlock as the Jamesport site is the cause_ �--of^this--delay (some- -
1300 can be held up).
• The only positive note from the Mattituck traffic post was that we were
able to assist families in crossing Sound Avenue
We understand that the Town Board is considering proposing a town law that
would give the Chief of Police the ability to declare an event a traffic hazard and
therefore assign officers to mitigate traffic issues. Should such an event be
declared, sponsor/owner of event will be responsible to pay for police presence.

SUBJECT: Weight Limit on Peconic Bay Boulevard
Further to our Octoper 23, 2017 memorandum on the subject, we found the
following from the Riverhead Town Police Chief:
• He could only provide tickets written for the entire town for
overweight vehicles
• Riverhead did enact a local law placing a weight limit on vehicles
using their roadway such as trucks, buses and limos during the
busy Fall season
• They have not specifically targeted it for enforcement yet
• It was more of a feel good effort for the residents
• It would be difficult to enforce with traffic volume on that already
over-crowded road (NB - this could "probably change since the new
Supervisor lives on/near the boulevard)
After a review by Town police, it appears that our portion of the boulevard has
not been affected (heavy traffic turns north toward Route 25 at the
Riverhead/Southold town line) except for residential business traffic as indicated
in our previous memorandum.
