Present were: Peter Young, Chairman Peter Meeker, Member John Stein, Member Keith McCamy, Member Caroline Burghardt, Member James Abbott, Member Lauren Standish, Secretary Absent: Greg Williams, Member James Dinizio, Town Board Liaison CALL TO ORDER The meeting was called to order at 5:10PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS Peter Young will be attending a Conference on the Environment in Kingston, New York on November 17&18th. Peter has a conflict and unable to attend the December meeting. REPORTS James Abbott attended the Board of Trustees on October 18th and provided a brief summary of their decisions. c: r 2 OLD BUSINESS Peter Meeker suggested the CAC submit an end-of year report. Peter Young will draft a report with input from the committee members. Peter Meeker— Climate Smart Communities Pledge. Discussion to be continued. Peter Meeker— Monarch Butterfly Project. Need approval from County to plant milkweed on their property on County Rd. 48. Peter Young asked Peter Meeker to follow-up with the County and inquire about a potential location. John Stein — Status of bench markers for coastal survey. To be determined upon adoption of final 2018 budget. APPROVAL OF MINUTES Moved by Peter Meeker, seconded by Caroline Burghardt, to Approve the Minutes of October 11, 2017. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of JOHN J. KATONA to construct a new two- story dwelling, three-car garage and sanitary system. Dwelling and garage to be constructed on the pre-existing footprint and enlarged by extending the footprint back towards the road. Install a line of hay bales to contain the construction waste and a 20' non-turf buffer will be established to isolate the new buildings from the wetlands. Located: 160 Inlet Lane, Greenport. SCTM#43-5-5 Inspected by: John Stein, Peter Meeker, Keith McCamy Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by John Stein, it was RESOLVED to SUPPORT the application of SEAN & LESLIE OLSEN to remove and replace (in-place) approx. 85 If. of existing timber bulkhead with vinyl bulkhead; incidentally dredge 5' wide area adjacent to bulkhead to a max. depth of-4'MLW and use approximately 10 cy. sand/silt spoil as backfill; reconstruct (in-place) existing 4.5'X 7' seaward platform attached to bulkhead and reattach existing 2.5'X 9' ramp and 5'X 16' floating dock to remain; construct an 8'X 20' on-grate, open-grade deck landward of bulkhead; and establish a 5' wide non-turf buffer along newly constructed bulkhead. Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by John Stein, it was RESOLVED to SUPPORT the application of ELIZABETH VAN BOURGONDIEN to remove and replace (in-place) approx. 91 If. of existing timber bulkhead with vinyl bulkhead; incidentally dredge 5' wide area adjacent to bulkhead to a max. depth of- 4'MLW and use approximately 10 cy. sand/silt spoil as backfill; and establish a 5' wide non-turf buffer along newly constructed bulkhead. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of 8100 INDIAN NECK LLC to temporarily raise and construct new foundation walls beneath 16'X 16', 19'X 23', and 25'X 26' portions of existing one-story single-family dwelling to remain; construct 208 sf. "L" shaped one-story addition and 45 sf. overhang within footprint of existing 330 sf. portion of dwelling and 294 sf. northerly deck to be demolished; repair and/or replace (in-place) as needed southerly 8'X 26' attached deck; construct new basement access stairs; install drainage system of leaders, gutters and drywells; establish a 15' wide landscaped buffer adjacent to top of bank; and install new sanitary system more than 100' from top of bank. Located: 8100 Indian Neck Lane, Peconic. SCTM#86-7-9 Inspected by: John Stein, Peter Meeker, Keith McCamy The CAC Supports the application, however, the project description and site plan are inconsistent with regard to the size and height of the proposed garage. Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by James Abbott, it was RESOLVED to SUPPORT the application of KIMONGENOR POINT COMPANY to repair existing clubhouse foundation ie. new foundation pilings, replace porch decking, replace and/or sister existing foundation framework components e.g. girders, and install new V 4 materials to stabilize and secure the building; construct approx. 133 If. of mid-sill vinyl bulkhead around three sides of existing clubhouse and install 34" untreated cap to cover bulkhead and gap between bulkhead and existing porch; install 4' extension of existing bulkhead return to connect to proposed mid-sill bulkhead; backfill extended return with approx. 4 cy. clean sandy fill and plant with Spartina patens to establish approx. 64 sf. area of high marsh; replace two sets of existing steps with two sets of 4'X 7' wood platforms and 2'X 7' steps; remove and replace (inkind/inplace) 4'X 5' section of existing dock catwalk to allow for installation of mid-sill bulkhead; place approx. 46 cy. of clean sandy fill beneath clubhouse to raise grade to EL 3.6; and remove and replace (in-place) 5'X 86' timber footbridge using open-grate decking. Located: 50 Jackson Street, New Suffolk. SCTM#116-6-24.1 Inspected by: Peter Young, Caroline Burghardt, James Abbott The CAC Supports the application, however, requests more definition to the restoration plan for the disturbed areas. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to NOT SUPPORT the application of ANN T. KROM to install 36'X 4' of vinyl bulkhead sheathing; backfill with approx. 80 cy. of clean sand; install Cape American Beachgrass; and fix two areas in existing concrete bulkhead with cement. Located: 1280/1296 Peconic Bay Blvd., Peconic. SCTM#145-2-12 Inspected by: John Stein, Caroline Burghardt The CAC does Not Support the application and questions the feasibility of the plan. The plan appears to be inadequate for proper protection of the shoreline. Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by James Abbott, it was RESOLVED to SUPPORT the application of PAD FAMILY LLC to construct a single- family, two-story dwelling on concrete foundation with flo-through vents and attached decks. Located: 530 Sound Beach Dr., Mattituck. SCTM#99-1-12.1 Inspected by: Caroline Burghardt, James Abbott The CAC Supports the application with the Condition there is no disturbance seaward of the CEHA with the exception of a hand-cleared 4' wide path to access the water. Vote of Council: Ayes: All Motion Carried r' 5 KATHRYN M. PARSONS to construct a 633 sf. detached garage on a concrete slab at grade; install roof leaders to a proposed 100 sf X 1.5' deep rain garden. Proposed garage located approx. 181' landward of tidal wetlands line and 89.2' landward of freshwater wetlands line. Remove an existing porch and step (approx. 413 sf.) and construct new covered porch and step on piers. Remove approx. 835 sf. of grass and loam; install compressed gravel base and gravel driveway and grade to a proposed 300 sf. X 1.5' deep rain garden for drainage. Legalize existing 222 sf. shed constructed on piers by previous owner. Install construction entrance and concrete wash out pit; install a continuous line of staked silt fencing which shall be maintained throughout construction. Located: 1946 Brickyard Rd., Fishers Island. SCTM#10-5-2.2 The CAC did not make an inspection, therefore no recommendation was made. RECOMMENDATIONS-APPLICATIONS TO AMEND WETLAND PERMIT & COASTAL EROSION PERMIT APPLCIATIONS Moved by Caroline Burghardt, seconded by James Abbott, it was RESOLVED to SUPPORT the application of MARK KING to Amend Wetland Permit #6878 &Wetland Permit #993 for the removal of the existing one-story building at dock; remove of existing 24.4'X 20.3' two-story accessory building and replace with 24.4'X 20.3' one-story accessory building located 12' landward of existing; and install a 2'X 10' drywell. Located: 200 East Mill Rd., Mattituck. SCTM#106-4-5 Inspected by: Caroline Burghardt Vote of Council: Ayes: All Motion Carried Peter Meeker will attend the next regular meeting of the Board of Trustees scheduled for Wed., November 15, 2017 at 5:30PM. The next meeting of the Conservation Advisory Council will be held on Wed., December 6, 2017 at 4:30PM in the Town Hall Conference Room.
