I want to thank everybody for coming today, especially all the officials that were able to make the trip and the residents, for being such gracious hosts. I want to thank the Fishers Annual Fishers Island Town Board Meeting August 9, 2017 page 2 Island Ferry Commissioners, Captain RJ Burns and his crew for transportation. Plum Island for the use of their dock and parking facilities. I want to thank the Fishers Island School for being a gracious host and Chris Dollar for the audio equipment. I want to thank the Fishers Island residents, you always have been wonderful to us. The Fishers Island highway crew for setting up. Legislator Albert Krupski for donating the corn. Brauns, Ken Homan at Brauns for donating the ice. The Department of Public Works for bringing everything over, set up and cooking. That's Jeff Standish, Nancy Foote, John Jerome, Mike Eckhardt, Tim Abrams, John Barker, David Oddon, Craig Jobes. I want to thank Carol Hydell of the Town Clerk's Office and Regina Blasko of the Police Department for their assistance with checking in guests and helping with the lunch and I want to extend special thanks to Lauren Standish and Michelle Tomasczewski, who coordinate everything and make the trip possible and I want people to understand how difficult the logistics are, coordinating the food, the invitations, the RSVP's, the transportation, every aspect of this trip. It's a huge undertaking and they come through every year and they work very hard and I want to thank them for that. I would like to recognize some of the officials that are here. Representing Suffolk County Executive Steve Bellone's office, Jon Kaiman, I am going to have him come up as soon as we are done announcing and give you a very quick explaination of the undertaking he has on behalf of the County Executive but we have Jon, we have Tom Melito and Peter Guaraldi. Suffolk County Legislature we have Presiding Officer DuWayne Gregory, of course, our Legislator Albert Kruspki, 5th district Legislator Kara Hahn who is here with teh Parks Committee. I believe she serves there as the Commissioner. And the New York State Comptroller's office has set up a table in the back to search for unclaimed funds, representing their office is Joseph Galante and Dolores Capace. The representatives of the Southold Town Board are myself, Councilman William Ruland, Councilman James Dinizio, Councilman Bob Ghosio who could not make it today, Councilwoman Jill Doherty, Justice Louisa Evans, Town Clerk Elizabeth Neville and Town Attorney William Duffy. I would also like to, again, introduce Jon Kaiman, he represents the Suffolk County Executive's Initiative to create a shared services committee. This is a huge task. The goal here is to coordinate all the districts, the taxing districts, and try to effect savings for the taxpayers. Jon? John Kaiman, SC Executive's Initiaitivefor Shared Services JON KAIMAN: Thank you Mr. Supervisor and members of the Town Board. I too am a former Supervisor, so I certainly appreciate the work that you do and to all the folks here, on behalf of Steve Bellone County Executive, the Governor has put forward and initiative where we all in government required to come together and talk to each other, to figure out how we can use our combined power, our knowledge, skills, resources and put them together and figure out a way to save our taxpayers dollars. we have come forward with the plan where we are going to create a virtual, municipal store. it's a web portal that will include all municipalities and thank you for Annual Fishers Island Town Board Meeting August 9, 2017 page 4 your municipality participating in our meetings as well. All ten towns, 33 villages, the county, several districts and school districts as well will have the ability to go on to this portal and simply purchase other items that other towns or villages or municipalities have available at that time. It could be signs from a sign shop, could be IT resources, could be mulch from a windstorm after the trees have come down, whatever the case may be. Many times we are talking about buying trucks, fuel, emergency management services, up and down the line, everything that we do, that other towns and governments do as well. So the goal is to try to save our residents money, to find out ways we might have commonality. Maybe there's an airport in Islip that purchased some equipment that would be duplicated here. There's ways to save money that we haven't even seen yet. So we are going to be working together on behalf of the County, all the municipalities within, with the Governor who has led this movement and invited us all to spend time together to figure out how to do what we do, do it better but do it together. So thank you for the opportunity, I am here all afternoon, if anyone wants to talk to me about it. We have a team here, Tom Melito and other staff but it's an exciting project. We expect in September when we vote on it and October when it's put forward and when we start next year with this new project we are going to achieve great success. We anticpate the numbers are going to be in the tens of millions dollars in savings. We are anticipating $37 million in the next two years, it could be more and we are going to be as aggressive as we can to make it a success. So thank you very much. Before we go to the time where you can all comment. I want to make a special announcement. Senator Ken LaValle had been out earlier today. He saw the condition of the roads. He actually just told me right before we had this meeting that he is going to earmark $100,000 specifically to used just on Fishers Island roads. I will tell you, as we all know that roads are in serious disrepair both on Fishers Island and on the mainland, over the past two years prior to this $100,000, Senator LaValle has secured $430,000 of asphalt money for the improvement of the roads over the past two years alone. Put that in perspective, that exceeded the amount we had budgeted in any one year for years prior to that, so thank you Senator. Tom O'Neil, Island Community Board (ICB) TOM O'NEIL: My name is Tom O'Neil and I am the head of the Island Community Board and I wanted to first, thank everybody for coming out here on behalf of the Community Board and thank you all for taking the trip. You know,just by taking a scan around this room you really see how many people are at it to help make this community what it is today. So thank you all for your efforts on behalf of Fishers Island. I wanted to share with you a letter that I wrote Scott recently on behalf of the Island Community Board around what we have been up to of late. 'Dear Scott, On behalf of the Island Community Board of Fishers Island, I wanted to take a Annual Fishers Island Town Board Meeting August 9, 2017 page 12 moment by thanking you for coming out to the Island on July 10th and actively participating in our most recent ICB meeting. As discussed earlier this spring, I believe the more Southold can present its point of view around Island issues to our community, the more effective and efficient our relationship can be. The ICB has made tremendous progress over the last couple of years to garner community perspective and prioritize our Island needs in order to provide a coherent road map for the town to follow. Having you out here more often helps our community feel it is being heard by Southold and further helps us establish a cohesive punch list of priorities that we as a group can tackle. Thank you for hearing and addressing our needs. Attached please find a copy of the official minutes of our July meeting so you may have a record that can help pave the way for addressing these priorities. I look forward to seeing you on Town Father's Day and continuing our journey in addressing the needs of this unique community. Thanks again from the Island Community Board.' So thank you guys very much. We have been making some good headway, as this letter says, on establishing our priorities. I will save all this for our Board meeting we will have next week but I just want to thank you all for hearing and addressing our needs, I feel like we are making headway, I feel like our punch list is getting established and we are on to some good work on block and tackling these issues. So thanks a lot for being here and we appreciate it. Supervisor Russell SUPERVISOR RUSSELL: I have been talking regularly with the Island Community Board. I was at a meeting about a month ago, I was here and I know that one of the issues that comes up time and time again was the condition of the sidewalks. I made a pledge that day that I will put no less than $250,000 in the budget for 2018 so we can start or undertake a capital improvement plan to start addressing the sidewalks. Christopher Pont, F.I. CHIP DUPONT: Hello Town Board, I am Chip du Pont, longtime resident of Fishers Island and a 35 year member of the FIFD Board of Commissioners, retired. There is an issue that has popped up and it has been around for a few months, it came to my attention, that there is a proposal for a new salt barn and that's being relocated from its current location that's not a barn, it's a pile and to another piece of property on the south side of the Main Road. Section 16 of the amended enabling act of the Fishers Island Ferry District says "The Town Board of the Town of Southold shall not sell or convey any of the real property or interest in the real property located within the boundaries of the Fishers Island Ferry District, Fishers Island, Town of Southold, Suffolk County, acquired, used or intended to be used for any of the purposes of the Fishers Island Ferry District unless 1. Such sale or conveyance has been approved in writing by a majority of the Commissioners of the Fishers Island Ferry District and 2. Such sale or conveyance has been approved by a majority vote of the electors of the Ferry District and the owners of the real property situate within the Ferry District assessed upon the last Town Assessment role. And i could read the rest of it but that's the gist. In my opinion because I was on the Board when this resolution was passed by the New York State Senate, that the town is required to or required to compel the Ferry District to hold a permissive referendum. I don't know whether it would pass, I don't know if it would fail, that's not my interest but it is part of the law of the Ferry District. And I would just, if you would like a copy, I can get you that. Supervisor Russell Annual Fishers Island Town Board Meeting August 9, 2017 page 13 SUPERVISOR RUSSELL: Thank you,- Chip. I will say the two key words of the passage you just read were sale or convey. The Town has no interest in transferring either through sale or through lease. It is going to be a town facility on town owned property. However, I was here probably close to a year ago. We looked at sites that would be proposed by residents here as alternatives. It needs to be a collaborative effort. I understand that some of you don't want the facility there but we need to have a facility somewhere and if you give us another list, we would be happy to come out and evaluate those sites. But you need to understand, to build a salt barn is heavily regulated by several agencies. So the site has to be precise to the needs of the salt barn. But if you would forward me another list, I would be happy to come back out. Chip duPont, F.I. MR. DUPONT: Great, I thank you for that, Scott. But it's not just the sale and conveyance, it is any other usage for any other use than the Ferry District usage and a salt barn is not Ferry District usage. Supervisor Russell SUPERVISOR RUSSELL: Yes, again, I think you are missing the two key words but I am going to defer to Bill Duffy. Town Attorney Bill Duffy TOWN ATTORNEY BILL DUFFY: I am aware of your feelings and your opinion on it, I have reviewed it several times and I just respectfully disagree with your interpretation. It is a sale and conveyance (inaudible) it is not being sold, it not being conveyed and I respectfully disagree with your opinion. Chip duPont, F.I. MR. DUPONT: I understand that. It is being conveyed out of the Ferry District interest and usage to someone else, someone other department. I think it needs to go before a permissive referendum. This amendment to the enabling act was specifically written for everything on the south side of Whistler Avenue, which is our main drag if you will pardon the expression,to keep, to prevent the town from doing, conveying or designating usage of the airport property which it is all a part of. And it was specifically written to prevent that, unless the voters of the district agreed with it. And it is incumbent upon the Town Board and also the Ferry Commissioners by trickle down, that we be given the right to vote on it. And that's what it says and that is what was passed by the New York State Senate. If you want to argue that point, I would start at the New York State Senate not with the non-lawyer, Fishers Island Ferry District former Commissioner. Thank you very much. Supervisor Russell SUPERVISOR RUSSELL: I will comment again and say that I can't imagine that anything was passed at the State level that didn't allow the Town to operate in the public health, safety and welfare of the residents of Fishers Island but again, let's make this a collaborative effort. Bring me another list and we would be happy to evaluate the sites. Soren Dahl, Sea Grass Coord for NYS Annual Fishers Island Town Board Meeting August 9, 2017 page 14 SOREN DAHL: On a completely different note, thank you for having me here again for this meeting. My name is Soren Dahl, the Sea Grass Coordinator for New York State and I just want to let the community know that this Friday I am giving a talk about sea grass conservation and context to what that means to the resources here at the community center, 1:00 PM on Friday and I am going to present some ideas. For example, I think exploring the possibility of doing a watershed management plan here might be a benefit to the community and the sea grass. I am developing an on-line mapping platform that citizens can use to report observations of sea grass. You can put pictures, it will give you GPS coordinates, you can see the map. That's going to be developed soon. Long Island Sound study did aerial photos of Fishers Island in June and that is going to create a new map that you guys will be able to utilize. I am trying to make map products available to municipalities on Long Island for planning purposes and I just hope to be able to work with the community in the future towards preserving sea grass that you have here. Lori Finan LORI FINAN: Hi, this may be in Tom O'Neil's packet, oh, Lori Finan, real estate broker with Shutters and Sales, I am here on behalf of Chris Finan, he was unable to come and sorry he couldn't make it but there was affordable housing for employers that came up at teh last ICB meeting, it may have been in Tom O'Neil's packet but I was just wondering if you could give us an update on what's going on with it? And the working papers involved with it? Thank you. Supervisor Russell SUPERVISOR RUSSELL: Sure. The proposal actually that I had outlined at the meeting was that I am proposing draft code changes to the town code that would allow apartments as a principal use in commercial zones. Currently apartments are only permitted as an accessory use to an established business. There was a time where that made sense, you didn't want the commercial inventory gobbled up by housing, there needs to be a balance for healthy tax base, the reality is that now the demand is more on housing than it is on commercial property. So what I am proposing is that by special exception of the Zoning Board of Appeals, you can come in and look for a, as a principal use, an apartment. Apartment complex is a strong word because it would only allow for up to six apartments based on zoning and the acreage size. I would think in most circumstances, six would be unrealistic. Two, three, possibly based on lot size maybe four and through special exception and you would be granted that use and ideally that would be used for housing for your employees. Now the employees themselves still need to be vetted through the affordable housing program and meet all of the guidelines, income, credit checks, the whole thing. The idea is, or businesses are telling me, we can't find places for our employees to live and the idea is to work with the business community and try to develop options for them. The draft, we actually had worked on the draft some more about a week ago, we are talking about making fundamental changes to the commercial zoning so the drafting does take time to be worked, re-worked, reviewed by attorneys. But I hope we will have something more formal to present to the Town Board within four weeks. MS. FINAN: Thank you very much. Annual Fishers Island Town Board Meeting August 9, 2017 page 15 SUPERVISOR RUSSELL: Thank you. Would anybody else like to address the Town Board? Please. Dickie Reid,ICB DICKIE REID: Good afternoon, I am Dickie Reid, member of the Island Community Board, seasonal representative. Tom O'Neil asked me to come up and talk about a couple of the specific priorities that have been outlined in all those communications from the ICB to the town. There are really five general areas of those priorities as identified by the ICB. They are housing, healthcare, infrastructure, environmental stewardship and administration and communications. We have already talked here today about housing, healthcare and infrastructure. Well, not healthcare so much but on environmental stewardship, we met this morning with the five key entities involved with the environmental stewardship on the Island today and there is consensus among those stakeholders which include the Ferry District, the Land Trust, Town of Southold,. Land Preservation Committee and the Fishers Island Conservancy, there is consensus among those stakeholders that we would like to permanently protect existing Ferry District open space land holdings via easements or other methods. Those holdings would include the parade grounds, barracks area, demonstration garden, portions of Elizabeth Field as possible and the race area. so we are in the process right now of drafting that potential structure that we would like to present through the ICB to the town for your consideration. But that it is important to note that there is a consensus here on the Island, so where there is a will, there is a way. The second thing I wanted to mention is, as contained in the minutes that Tom included with the letter to you, Scott, on administrative leadership, we are working right now on the definition of a part time administrator that can work here, in concert with all the good work that Louisa does for the Island, to help support, corral all these issues together to help continue to have a seamless flow of communication on those key issues on the Island and provide a repository of all those materials for the Island community. So we are looking forward to working with the Town Board of all of that. Thank you. Supervisor Russell SUPERVISOR RUSSELL: Thank you. Just one thing I forgot to mention, was at the meeting, I did propose that I will in the budget for 2018, create a position for part-time liaison. Sort of a catch-all position to interface with all the different levels of government and Fishers Island is very difficult to coordinate, you have review Boards, you have Department of Health, you have all these different things and a liaison would hopefully be able to act as that intermediary for a lot of people trying to unravel that sometimes difficult process. MR. REID: Thank you again for that commitment. It is contained in the minutes and this is really a great thing for the Island.
