Present were: Greg Williams, Acting-Chairman Peter Meeker, Member John Stein, Member Keith McCamy, Member James Abbott, Member Lauren Standish, Secretary Absent: Peter Young, Chairman Caroline Burghardt, Member James Dinizio, Town Board Liaison CALL TO ORDER The meeting was called to order at 4:35PM by Acting-Chairman Greg Williams. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS REPORTS Keith McCamy and Greg Williams attended the Board of Trustees meeting on September 20th and reported the meeting was business as usual. OLD BUSINESS 2 NEW BUSINESS Peter Meeker commented on the e-mail he received from Peter Young regarding solar panels. It was his position that the CAC should hold off on this until other pending projects are completed. APPROVAL OF MINUTES Moved by Greg Williams, seconded by James Abbott,,to Approve the Minutes of September 13, 2017. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS JOHN CROKOS for the as-built beach access stairs. The total area of the stairs is 187 sf. that includes two wood deck landings. The upper landing is 10'9" X 4'6" sf., the lower landing is 4'9"X 4'6" sf. The bottom six steps are hinged to fold away when stairs are not in use. All platforms and all but the final six steps have 36" handrails. Located: 2110 Grandview Drive. Orient. SCTM#14-2-3.11 The CAC could not access the property, therefore no recommendation was made. Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of LOUIS & MARYANN PAGNUTTI to construct covered decks with balconies, second-floor addition, two-story addition, proposed garage conversion to living space with second-floor, and proposed portico. Located: 57475 County Rd. 48, Greenport. SCTM#44-2-5 Inspected by: Keith McCamy, Peter Meeker, John Stein The CAC Supports the application, however, the work has already commenced. The CAC recommends the sanitary system is upgraded and relocated further landward. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of FRANK & ANGELINA CARLUCCI for the removal of existing deteriorated bulkhead and replacement with proposed 53 If. of low-sill bulkhead and associated 12 If. low-sill bulkhead return, proposed 51 If. vinyl bulkhead and associated 32 If. return both landward of proposed low-sill bulkhead. Provide a 10' non- turf buffer along landward side of upper bulkhead and allow 60 sf. of wetland area to return to natural upon removal of existing bulkhead. SCTM#57-2-17 Inspected by: Keith McCamy, Peter Meeker, John Stein 3 The CAC Supports the application with the Condition the existing fence located less than 20' from the water, running horizontal and parallel, is brought into compliance. Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by John Stein, it was RESOLVED to SUPPORT the application of JOHN RUMPLER to install a 16'X 32' in- ground swimming pool with a 5' brick walk-at grade around pool. Located: 470 Goose Creek Lane, Southold. SCTM#79-1-5 Inspected by: Keith McCamy, Peter Meeker, John Stein The CAC Supports the application, however, the project was not staked. The CAC recommends an updated final survey depicting the actual location of the pool, pool equipment, and drywells. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of JEFF OAK & CAROL OAK for the demolition of the existing single-family dwelling and new construction of a single-family dwelling with a garage and decking totaling 2,959 sf. SCTM 78-8-2 Inspected by: James Abbott Vote of Council: Ayes: All Motion Carried I Moved by James Abbott, seconded by Greg William , it was RESOLVED to SUPPORT the application of THOM S & GERMAINE CASSIDY to remove and replace (in-place and up to 12" higher) pprox. 90 If. of existing timber with vinyl bulkhead; construct 28' vinyl bulkhead in place of existing 29' timber bulkhead (up to 12" higher aInd up to 5farther landward); construct 2' vinyl bulkhead in place of existing 27' timber bulkhead (up to 12" higher); construct 6' kutherly return and 12' northerly return in place of existing 8' northerly return; incidenally dredge up to 10' seaward of new 31', 32', 28', and 24' sections of bulkhead (950 sf. to al area) to a max. depth of-2.5' MLW and use app'Irox. 70 cy. of sand/silt spoil as backfill; �emove all existing wood walkways/decks and construct new 4'X 36' and 4'X 1' wood walkways; and establish 5' non-turf buffer area landward of all new bulkheading. Applic nt requests a ten-year maintenance permit to dredge channel within an area measuring 0'X 350' extending from the northern entrance to the southern terminus, resulting in 350 c_1 . of dredge spoil. Dredging will utilize a typical closed-bucket dredge, mounted on a crane. The resultant spoil will be placed on lands owned�iby the applicant along the eastern shor line of the channel that have historically been utilized for dredge placement. The laced soil will be contained by placement o I haybales and siltation fencing around is perimeter. Located: Creek proximate (to west) of Lowland Road & Meadow Beach Road, Cutchogue. Waterway contiguous to SCTM#111-10-1.1, 1.2 and 1.3 Inspected by: James Abbott Vote of Council: Ayes: All Motion Carried 5 Moved by James Abbott, seconded by Greg Williams, it was RESOLVED to SUPPORT the application of ANGELIC & JOHN DURANTE, JR. to construct a single-family, two-story dwelling with attached garage and steps, a 365 sf. covered deck, 376 sf. raised masonry stone patio, 90 sf. raised masonry bluestone patio, and an 18'X1 36' swimming pool; install pool equipment, pool drywell, and pool enclosure fencing; install stepping stones and a pervious gravel driveway with cobble stone inlay; install a drainage system of leaders, gutters and drywells; and install a sanitary system located more than 100' from wetlands. Construct onto seaward side of existing bulkhead a 4'X 6' cantilevered timber platform, 3'X 14' hinged ramp, and a 6'X 20' floating dock secured by two (2) 8" dia. pilings and serviced with water and electricity. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of MAUREEN HURLEY & JOHN HURLEY for an 18'X 73.4'1 addition to the existing dwelling with 12'X 15' screen porch and renovations to existing 271.5' X 73.4' house, and the installation of drywells and gutters. Located: 1535 Westview Drive, Mattituck. SCTM#107-7-10 Inspected by IJames Abbott Vote of Council: Ayes: All I 6 Motion Carried James Abbott and Greg Williams will attend the next regular meeting of the Board of Trustees scheduled for Wed., October 18, 2017 at 5:30PM. The next meeting of the Conservation Advisory Council will be held on Wed., November 8, 2017 at 5:OOPM at Down's Farm Preserve.
