PLANNING BOARD _TOWN OF DATE qj) (PI 26/ 1 to ` PREPARED FOR PREPARED BY Ocean1721-D North Medford, NY 11763 100 Motor Hauppauge, #1 June 14,2017 Construction Traffic Management and Logistics Plan This Plan was prepared to identify specific traffic management and logistics related to the proposed Heritage at Cutchogue project located at the intersection of Griffing Street and Schoolhouse Road. With regard to a bi-annual submittal of a Construction Traffic Management and Logistics Plan, subject to approval of the Planning Board, to address and adapt to changing conditions (seasonal populations, increased traffic, safety incidents [if any] and operation schedules of area schools), it is respectfully submitted that,given the existing roadway network, there is only one recommended route for construction-related traffic,which is via Route 25 and Griffing Street. Any changes in surrounding conditions would have no bearing on this recommended route, as there are no preferred alternatives, given the lack of interest of the farmer to the east,with frontage on Depot Lane, in facilitating a direct access to Depot Lane. The developer of the project has indicated that the construction of the Heritage at Cutchogue is expected to occur in four phases over the course of approximately four years,with each phase estimated to be approximately one year in duration. A summary of the site construction activities associated with each phase is as follows: Phase 1—The initial construction phase at the site will result in the completion of 34 residential units and the majority of the site's common infrastructure, as depicted on the prepared Construction Phasing Plan. The residential units constructed under Phase 1 are located,in general, along the south and southeast portions of the site.This construction includes, the clubhouse, the gatehouse, tennis court, the access roadway to the adjacent street system, all of the site's internal roadways and the portions of the walking paths in the Phase 1 area. Phase 2—This phase includes the construction of 24 residential units just to the north of, and to the west of Phase 1, as depicted on the Construction Phasing Plan. These units will utilize the common infrastructure put in place previously under Phase 1. This phase will not involve nearly the extent of construction as will occur under Phase 1,with work limited to the immediate area of the residential units in Phase 2. Phase 3—This phase includes the construction of 32 residential units along the central-west portion of the overall site, as depicted on the Construction Phasing Plan. These units will utilize the common infrastructure put in place previously under Phase 1. Like Phase 2, this phase involves site work only in the immediate proximity of the residential units associated with this phase. Phase 4—This phase includes the construction of 28 residential units in the northern portion of the overall site, as depicted on the Constriction Phasing Plan. These units will utilize the common infrastructure put uz place previously under Phase 1. Like Phase 1 and Phase 2, this phase involves site work only in the immediate proximity of the residential units associated with this phase. Additional specific detail regarding each phase is presented on the Construction Phasing Plan. Construction Activities Limitations and Time Periods The developer has agreed to limit construction activities on the site to six days a week, with all work being performed Monday through Saturday between the hours of 7:00 AM and 6:00 PM. There will be no work on Sundays and work on Saturdays will be limited to interior work only, with no site or exterior work being performed. No construction activities are permitted on Sundays,year-round and the following Holidays: a) New Year's Day b) Memorial Day c) Independence Day(Fourth of July) d) Labor Day e) Thanksgiving Day f) Christmas Day Construction Traffic Considerations Vehicles associated with construction activities on the site will consist of the following: > Dedicated Construction Vehicles—These vehicles are typically brought to the site and remain on site for the duration of the activity for which they are used and do not leave the site on a daily basis. These vehicles include excavators, graders,pavers and other heavy equipment. They are generally brought to the site on trailers and left overnight. > Construction Materials and Delivery Vehicles—These vehicles are involved in the supply of construction materials to the site and typically arrive to the site,unload, and exit the site.They include building supply trucks,concrete trucks, asphalt trucks and other trucks delivering heavy materials such as pipe and precast concrete items. > Trades Vehicles-These include electricians, framers, plumbers and other trades people who will work on the site. These vehicles are generally box trucks, vans and pickup trucks. These vehicles arrive and leave the site on a daily basis and are present on the site depending on the stage of construction. > Construction Worker Vehicles—These are personal vehicles used by construction workers and laborers that travel to and from the site daily. All construction activities at the Heritage at Cutchogue site will be controlled by the developer or their designated representatives. As such, the arrival and departure routes used by the various construction vehicles that will visit the site will be designated by the owner to minimize any disruption on the surrounding roadways and ensure that vehicles use the most appropriate roadways in the immediate vicinity of the site. The Heritage at Cutchogue site will be served by a single entrance located at the north side of the intersection of Schoolhouse Road and Griffing Street,less than one-quarter mile north of the Griffing Street intersection with Main Road,NY RT 25. While Schoolhouse Road provides a direct connection with Depot Road to the east, and ultimately to Sound Avenue, Schoolhouse Road is relatively narrow and is lined with a number of residential properties. Conversely, Griffing Street,between the site and Main Road, does not include any residential properties and has a two- lane approach at its intersection with Main Road. Based on review of the available routes,it is recommended that the use of Schoolhouse Road be avoided in favor of the use of Griffing Street as the more appropriate roadway for approaching and leaving the site for the duration of construction operations. The owner of the Heritage at Cutchogue will require that all entities involved in the construction of the improvements at the site,including construction vehicles, materials and delivery vehicles, tradesman vehicles and construction worker vehicles utilize Griffing Street and avoid Schoolhouse Road as a condition of their engagement. 111 addition,each contractor, subcontractor and supplier will be given a written notice of the area speed limits, the location of public and private school safety zones and a summary of all surrounding residential neighborhoods. It is noted that the emergency access from Bridle Lane shall not be used as a construction entrance/exit or for any purpose except emergencies, and shall be closed with a gate at all times. Construction Staging and Parking During the construction of each phase, all construction vehicles, equipment and materials that will remain on site during overnight periods will be housed within the area Linder construction for that phase. For details, refer to the staging areas identified on the developed Erosion and Sediment Control Plan. There will be no equipment or materials left within the public roadways. All parked vehicles,including construction worker vehicles,will be contained on the project site,with no spill-over to the adjacent town roadways. All arriving deliveries will be brought immediately on-site with no staging of vehicles on public roadways. Protection of Local Roadways and Traffic Control Tlne Contractor will be required to submit a traffic control plan to be approved by the developer's Engineer to ensure that construction does not impact local residents. Any damage to surrounding public rights of way, resulting specifically from construction activities,will be immediately repaired by the Contractor. In accordance with the erosion and sediment control plan, the Contractor will be required to maintain a construction entrance in order to keep vehicles exiting the site clean and to minimize sediment leaving the site. Post-Development Traffic Control Once the development is complete, standard traffic control devices will be implemented throughout the site,i.e. pavement markings,stop signs and stop bars, cross walks, etc. as shown on the project plans. The development speed limit will be posted at 20 mph. Sign locations will be determined by the Owner's Engineer at the close out of construction. On-street parking will be permitted on one side only, in order to prevent a "choke point" in the roadway. "No Parking Anytime" signs will be posted at 200 feet intervals on the sides of the roadway where parking is not permitted.
