MINUTES
I.Call to Order
The meeting was called to order at 5:00PM.
II.Roll Call
Frank Purita, Joann Maynard, Ian VanBourgondien, Nancy Torchio, Anne
Murray, Louisa Hargrave, Kristina Gabrielson, Nancy Foote
Also attending: Supervisor Scott Russell, Councilman Bill Ruland, Chris
Baiz, Kelly Zegers (Times Review), Randy Wade
III.Approval of Minutes September 11, 2017
IV.Discussion Items:
Group discussed sustainability of agriculture in the winery industry. Items to
take into account traffic, noise, and public disturbance. Louisa would like the
code to not be too restrictive. Frank said that towns and counties have
different rules. How to move forward and be flexible? A different model may
need to be explored.
Industry and the north fork are changing. Number of second homebuyers is
growing. Some committee members do not want to see the north fork become
party central.
Discussion continued with 80/20 ratio crop being grapes. Ian thought grapes
could be restrictive. Nancy suggested 80% grapes/20% fermentable crops.
Ann made a motion to vote on the following definition:
Farm Winery 10 acres planted with a minimum of 80% grapes and up to 20%
fermentable fruit plus 2 acres for building; owner owned and
contiguous.

passed.

Nancy believes the twelve acres should not be broken up into pieces. Uses can
be outlined ie: special exceptions
Louisa thought a long-term lease (twenty years) should be allowed. The group
previously agreed to owner owned. With a twenty year lease the lessor is
basically buying the property. A long-term lease will be discussed
further. Nancy would like to propose to add county, state or town road can
split the property.
Louisa proposed a motion to take consideration to the overall
quite detailed instead of putting the definition together in bits and
pieces. Have one vote for one comprehensive plan, develop a new definition
with new conditions.
Committee reviewed handouts created by Louisa.
Discussion continued with Legacy Wineries. Wineries are not supposed to sell
wine not produced in New York. Wedding caterers can serve other wine at
private events. Many serve local wine with the exception of the champagne
toast, or take home the required cases of wine and serve other wines.
Commercial Wineries are permitted in Southold in commercial zones and LB
zones. In industrial zones, supposed to promote what you manufacture. In LI
& LIO retail can be 10% but no more than 3000 square feet. Frank motioned
to approve the following:
Winery, brewery, distillery & cindery: LI, LIO, industrial zone
10% retail area and tasting room not to exceed 2000 square feet.
Ian seconded the motion. Vote passed unanimously.
Discussion of smaller wineries. Smaller wineries enhance region and produce
very good wines. Allow the winery to have people come and taste. Does not
encourage bulk tourism. Concept is to produce quality agricultural product
and sell at retail. Winery can restrict the tasting room. Frank does not want to
see a small winery with tasting room in a planned residential
subdivision. Louisa reminded him that people want to sit in the vineyard for
the vibe. How to restrict then? Not within 1500 foot of residences and only
allow visitors by appointment only. Ann agreed that it needs to be
restricted. How can farming be promoted with these restrictions? Needs
conditions that the ZBA can impose. Committee would like to set guidelines

for micro winery and then set conditions. Promote preserved land, take micro
wineries in conjunction with preserved land.
V.The next meeting was set for Mon., October 2, 2017 at 5:00PM.
