A meeting of the Southold Town Conservation Advisory Council was held Wed.,
September 13, 2017 at Down's Farm Preserve.
Present were: Peter Young, Chairman

CALL TO ORDER
The meeting was called to order at 4:45PM
PLEDGE OF ALLEGIANCE
CHAIRMAN'S ANNOUNCEMENTS
Mark Terry was invited to attend the meeting. He was unavailable but will possibly attend
the meeting in November.
REPORTS
John Stein attended the Board of Trustees meeting held on Wed., August 16th. He
reported that permits were granted to raise bulkheads and the application on behalf of
Sound Side Cottage was approved, despite the CAC's recommendation to Not Support it.

Palmer Irrevocable Trust was approved with a drainage plan, as recommended by the
CAC. A large number of applications were postponed for various reasons.
OLD BUSINESS
Chairman Peter Young will call Marie Beninati about collaborating with Southold Voice on
the shoreline study. John Stein has reached out to several property owners along
Soundview Ave. in Southold and they expressed an interest in participating in the
shoreline study.
NEW BUSINESS
Peter Meeker raised the issue of whether or not CCA treated lumber was permitted on in-
water structures. He noticed that a number of applications for structures in the water are
being proposed with the use of CCA or ACQ.
APPROVAL OF MINUTES
Moved by Greg Williams, seconded by Keith McCamy, to Approve the Minutes of August
9, 2017.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Keith McCamy, it was
RESOLVED to NOT SUPPORT the application of DENIS BOUBOULIS (AS FORDHAM
HOUSE LLC) to extend the right elevation existing retaining wall to meet the rear of the
property, approx. 45' and to remain approx. 3' in height. Material will be natural stone as
used on the existing wall. Extend the left elevation existing retaining wall an additional 35'
towards the bluff. Material will be poured concrete covered with stone veneer. Install rear
retaining wall beginning approx. 1' in front of the non-disturbance area for the width of the
rear yard. Height will be approx. 3' at the right rear yard and continue to the left. Material
will either be poured concrete covered with stone veneer or continue the natural stone
from the right elevation.

The CAC does Not Support the application because the existing topography does not
create a hazard and the setback may not be achievable.

Moved by Peter Meeker, seconded by John Stein, it was
RESOLVED to SUPPORT the application of CHARLES ROSENBAUM & KIMBERLY
LANDMAN to construct a driveway for the existing residence and at landward end of 50'
non-disturbance buffer in stall either a split-rail fence, stone wall, stone boulders or

boulders and native plantings with sufficient penetration or spacing in the wall or boulders
to allow water and small natural habitat to pass under or through the wall penetration.

The CAC Supports the application with the Condition additional drainage pipes are
installed to facilitate the stormwater run-off.

Moved by John Stein, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of BUDD'S POND MARINA, INC. to reconstruct
existing wave wall located within southern section of property; widen the boat launch
runway located within the northwesterly section of the property; and construct a low-sill
bulkhead off a portion of the shoreline within the southwestern section of the property.

Moved by Keith McCamy, seconded by Greg Williams, it was
RESOLVED to NOT SUPPORT the application of BRENDAN & KRISTINA TULLY for the
installation of 88 If. of vinyl retaining wall landward of existing bulkhead and installation of
10'X 20' untreated deck landward of existing bulkhead. All work to be performed from
upland and provide for a 25' non-turf buffer landward of existing bulkhead upon
completion of work.

The CAC does Not Support the application because in accordance with Ch. 275-11,
Construction and Operation Standards, retaining walls are not permitted unless excessive
erosion can be demonstrated. The CAC did not observe excessive erosion on the bluff.

Moved by Greg Williams, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of ALI AZMOUN & WENDY AZMOUN to install
a 16'X 32' in-ground swimming pool with fencing around pool; filter and pump to be
located at the side of the house; 300 sf. patio will be installed between house and pool.

Moved by Greg Williams, seconded by James Abbott, it was
RESOLVED to SUPPORT the application of PATRICK & DIANE SEVERSON for the
demolition of a portion of the existing residence; demolition of existing entry stair;
construction of a new two-story addition and screed porch; new well and sanitary system;
reconfiguration of existing driveway; new gravel and parking area; new retaining walls at
entry; new entry walkway and stair; new decking on grade; addition and reconfiguration of
existing terrace at existing swimming pool; removal of existing terrace; reconfiguration of
existing pool enclosure; removal of existing fencing and install new fencing; removal of
eight (8)trees; and installation of four (4) drywells as per stormwater management
requirements.

The CAC Supports the application and although the addition exceeds the code limit, it is
proposed within the existing footprint.

Moved by Greg Williams, seconded by James Abbott, it was
RESOLVED to SUPPORT the application of JOHN MILTAKIS, TRUSTEE for the removal
of existing deteriorated timber bulkhead and landward concrete retaining wall,
construction of 81 If. of new vinyl bulkhead in same location as existing including bulkhead
with two 10 If. bulkhead returns and a raised height of 18" above existing. Install 23 cy. of
clean sand fill landward of proposed bulkhead and provide a 10' wide non-turf buffer.

The CAC supports the application, however, questions the absence of drywells and the
layout of the leaders directing run-off into the creek. The CAC questions if the catwalk is
going to be raised to match the height of the bulkhead.

RESOLVED to SUPPORT the application of CAROLE RICH & DONALD WILDER for the
pre-existing docking facility, 80' long with 12'X 7.5' platform.

RESOLVED to SUPPORT the application of PETER R. PETROWKSI C/O RICH
PETROWSKI for the installation of 141.6' of vinyl bulkhead with dead man system. New
bulkhead will be installed in the same location as the existing timber bulkhead (to be
removed) and all disturbed areas will be re-vegetated w/top soil and seed. No work will be
performed on the seaward side of the bulkhead.

RESOLVED to SUPPORT the application of JOSEPH GRILLO to replace in-place 2,180
sf. of decking.

conditions on the property are addressed.

Motion Carried
Keith McCamy will attend the next regular meeting of the Board of Trustees scheduled for
Wed., September 20, 2017 at 5:30PM.
The next meeting of the Conservation Advisory Council will be held on Wed., October 11,
2017 at 4:30PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:15PM.
