Box 1179 Southold, New York 11971-0959 a� Fax(631) 765-1823 l COUTelephone (631) 765-1889 NTI,�c� OFFICE OF THE SUPERVISOR TOWN OF SOUTHOLD Members of the Town Board: I respectfully submit to you the Supervisor's Tentative Budget for 2018. The budget is fiscally sound and is built on a foundation provided by Southold's strong fiscal outlook. I have worked hard with each department head to ensure that the only funds allocated are for expenditures that are necessary and essential to continue our record of service to the residents of Southold Town. There are no needless expenditures. Southold Town's economic health does have some challenges. Among those challenges, are, medical costs through NYSHIP have risen$435,200 from $6,324,000 in 2017 to $6,759,200 for 2018. In addition,this budget establishes a reserve fund of$100,000 for any expenses that may occur if it is necessary to re-locate any town offices. Among some of the other features of the budget are: 1. Increases the total appropriation from $44,069,483 for fiscal 2017 to $45,673,924 for fiscal 2018. This will result in an overall tax increase of 1.64%. 2. Provides $1,300,000 in funding to continue the multi-year road restoration and resurfacing program. 3. Has an allocation of$295,000 for completion of Southold's Master Plan and $50,000 for a traffic engineering study of the intersection of Main Street and Sound Avenue in Greenport. Both costs will be substantially reimbursed by grants. 4. Establishes the position of Full-Time Electrical Inspector with all costs to be covered by fees. 5. Calls for the hiring of 2 new police officers to maintain a sufficient staffing level for Southold's Police Department. 6. Establishes a part-time Administrative Liaison for Fishers Island. 7. Establishes capital budgets for: • $250,000 Fishers Island sidewalk installation/repair • $250,000 Southold Town sidewalk installation/repair • $250,000 continued storm watermitigation Y 2 I look forward to working with the board over the next few weeks as it creates a budget ready for adoption. I would like to thank all of the department heads and managers for their help and commitment to establishing a budget that is prudent and sound.
