ANDREW MC GOWAN SCTM%ll6-6-18, 19, 20 Dear Mr. Haje, The following action was taken by the Board of Town Trustees during its regular meeting held on March 24, 1994 regarding the above matter: WHEREAS, DR. ANDREW MC GOWAN applied to the Southold Town Trustees for a permit under the provisions of the Wetland Ordinance of the Town of Southold, application dated, Feb. 4, 1993, and, WHEREAS, said application was referred to the Southold Town Conservation Advisory Council for their findings and 'recommendations, and, WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on March 24, 1994 at which time all interested persons were given an opportunity to be heard, and, WHEREAS, the Board members have personally viewed and are familiar with the premises in question and the surrounding area, and, WHEREAS, the Board has considered all the testimony and doc~&mentation submitted concerning this application, and, WHEREAS, the Board has determined that the project as proposed will not affect the health, safety and general welfare of the people of the town, NOW THEREFORE BE IT, RESOLVED, that the Board of Trustees approves the application of Dr, Andrew Mc Gowan to remove and replace inkind/inplace 4 timber jettys whose lengths are west to east, 50+ 1.f., 85+ 1.f., 100+ 1.f., and 50+ 1.f., The shortest jetty which is on ~he west side of the east hetty is to be pre-filled with 20 c.y. of Clean sand. New structures will be low profile. Outer' ends will be at elevation of AHW except for pilings. Remove and replace (inkind/inplace) 25+ l~f. of timber b~lkhead and backfill with 7 c.y. of clean sand to be trucked in and a new straight bulkhead to replace existing curved bulkhead. American Beach grass planted at 1, centers are to be planted behind this bulkhead. Permit will expire two years.from the date it is'signed. Fees must be paid, if applicable, and permit issued within six months of the date of this notification. Two inspections are required and the Trustees are to be notified upon completion of said project. New York 11971 SOUTHOLD TOWN CONSERVATION ADVISORY COI~CIL JAiX: 2 3 At the meeting of the Southold Town Conservation Advisory Council held Monday, January 22. 1996. the following recommendation was made: No. 1320 Moved by Robert Keith, seconded by Allan Connell. it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Application of DR. ANDREW McGOWAN 116-6-18, 19 and 20 to construct a 66 l.f. retaining wall extending between landward ends of groins and well landward of AHW. Bury with approximately 10 c.y. clean sand to be trucked in from an upland sburce. Remove existing 26 I.f. retaining wail, The Council recommends disapproval because no need is shown, The CAC suggests the applicant fill with clean sand, recreate the dunes and plant with appropriate beach grass. Also the CAC recommends the applicant apply for a needed walkover structure from house to beach to protect the current growing beach grass and dunes.
