HomeMy WebLinkAbout08/20/2017 Southold Transportation Commission Southold Town Hall August 20, 2017 Meeting Called to Order: 10:01 AM by Chairman Neb Brashich. Members Present Councilman William Ruland, Town Engineer Jamie Richter, Police Chief Martin Flatley, Planner Brian Cummings, Frank Field, Nick Mazzaferro, Jim Baker, Jim Kalin, Greenport Trustee Mary Bess Phillips and Tom Fox. Approval of July 17, 2017 Meeting Minutes A motion to approve the minutes was made by Jim Baker, was seconded by Frank Field and was carried. Town-Wide Parking Problems — Draft Parking Options Review Jim Baker sent Heather Lanza comments on the draft outline Transportation and Infrastructure Chapter of the Town Comprehensive Plan. A list of"parking wants and needs" was submitted by the New Suffolk Civic Association. After a comprehensive discussion of that memo and the previously discussed parking and traffic control proposals (resident and seasonal non-resident vehicle parking stickers and road-end parking signage), it was the consensus that the outline draft and the NCSA memo should be submitted to the Code Committee for its comment and guidance at a meeting to be arranged. Jim Baker will approach local businesses concerning truck traffic in the NS business district, with emphasis on truck routing, truck lengths, as well as on truck delivery days. Tom Fox suggested that parking regulation proposals for New Suffolk might be a template for the future discussion of other town-wide parking issues and Councilman Ruland advised that the Town's Mattituck parking lots will be reconfigured and restriped. Ms. Phillips advised that the parking situation in Greenport had improved as the result of an increase in the issuance of parking tickets by traffic control officers and vigorous code enforcement. Public Requests S92 Service Jim Kalin drafted a letter in response to a concerned citizen's comments concerning service improvements on that route. Neb will reply to the resident. Route 48 and Chapel Lane Sign Request, Greenport - Update A concerned local resident had previously requested the installation of"Dangerous Curve" signage in the vicinity of that intersection. Jamie Richter observed that the issue may be considered as part of the reworking and repaving of Route 48, possibly including a "land swap" arrangement between the owners of the Soundview Restaurant and SCDPW to enhance pedestrians crossing the roadway at that location. The request should be forwarded to SCDPW for review and action. 1 Request for a Traffic Signal — Boisseau Avenue and SR25 - Southold Chief Flatley advised that his review of motor vehicle accidents over the past three years at that intersection had revealed a total of 21 MVA's. 14 were parking-related due to business at that intersection, 3 involved rear end accidents of vehicles stopped for a turn, 1 involved a U-turn in front of a motorist, 2 involved sideswipes of parked cars and 1 involved a deer. On that basis, he thought that a traffic light might not be warranted at that intersection and that while egress from Boisseau Avenue on to Route 25 might be made easier, it would significantly slow down traffic on Route 25 in Southold Village during the busy summer months. Councilman Ruland will discuss the matter further with Mullen Motors. Supervisor, Town Board & Town Trustees Requests Boat Ramp at Hashamomuck Creek Update - Southold There has been no response to date to Neb's letter of July 18, 2017 to NYS and SC legislators, which summarized the Town's traffic safety concerns about NYSDEC's proposal for a boat ramp at that location. Main Street Traffic Signage Requests - Greenport Neb's memo of July 24, 2017 to the Supervisor advised that VGPT will submit a formal request for signage at the following locations: Southbound Route 25 at Washington Avenue Eastbound route 25 at the Catholic School Northbound on 3 d Street at the Ferry Subsequently, Chief Flatley reported that SPD had monitored traffic in the area and found that traffic speeds were in the range of 30 MPH and that current signage appeared to be sufficient. No Parking on Southside of Main Bayview Road (Pine Neck Road to Main Road) —Southold Final Neb's memo of July 24, 2017 to the Supervisor advised that neither several Commissioners nor SPD officers had observed any parking problems resulting from customers patronizing the Gulf gas station on the north side of that roadway. Request for Full Traffic Light or Traffic Circle— Intersection of CR48 and Main Street— Greenport - Final Neb's memo of July 24, 2017 to the Supervisor advised that the Commission had previously considered the matter at several meetings, without effective resolution. However, Neb also proposed that: • The Town and Village should discuss the current situation and prepare a joint document outlining the parameters of the problem; • NYSDOT and SCDPW should be invited next to participate in formulating a plan of action; and, • As the Village has no funds available, request that$50,000 be earmarked for a traffic study in the Town Engineering Budget (akin to what was done for the Love Lane project); and, • Subsequently, the Town and Village should jointly prepare a grant request for federal funding —a round-about as best option or at least a full traffic light as an alternative. 2 Ms. Phillips suggested that improvements to Main Street leading to that intersection should be considered as part of the above issue. She also suggested that a joint grant for a traffic study by the Village and the North Ferry should be reallocated from the $283,000 which is currently on hold. In the meantime, the PSEG construction project after the Maritime festival may impact the traffic situation. It was also suggested that the VGP "White Paper"written by Neb and Derryl Baumer should be revisited concerning the North Ferry traffic issue. Neb, Jaime Richter and Ms. Phillips will meet after Labor Day concerning funding for the matters. Planning Board Requests Town Comprehensive Plan Brian Cummings will discuss with Heather Lanza concerning the issue of further input/help from the Commission after its meeting with Code Committee. Current Transportation Issues - Updates Southold / Greenport Bus Shelters—Awaiting SCDPW Response— No Installation Contract Neb discussed the matter with a SCDPW rep concerning status of this issue. The SCDPW rep advised that there was no contract from that agency for installation of the shelters. A situation report is due. Old Business North Fork Promotion Council - North Fork Trolley Shuttle Proposal for Southold Town — Duncan Kennedy, Chairman — NFPC —Awaiting Trial Results Mr. Kennedy is expected to report on the results of the pilot program to run from Labor Day weekend to November 2017 between 12:00 PM and 8:00 PM on a half-hourly schedule between Mattituck and Southold. Parallel Parking on 1St Street— New Suffolk Although the striping of a double of a yellow line in the middle of the roadway has been completed, white line striping at the edge of the roadway is still outstanding. The placement of parallel parking signage would also be required. Peconic Water Taxi Proposal On August 2, 2017, Tom Fox met with NYS Assemblyman Palumbo and his legislative aides to discuss the proposal, which is based on the original 2003 draft proposal. His reaction was very positive and suggested that funds may be available for a feasibility study and the matter should be placed on the agenda for the next EES&MA meeting in October. The original proposal will need further refinement, given the change in East End transportation usage. New Business Request for a Stop Sign at the Southeast Corner of Main Bay View Road and Cedar Beach Road - Southold The Cedar Beach Park Association has submitted a petition from local residents seeking a Stop sign at that intersection due to a "dangerous curve" leading to the public Cedar Beach. The petition is also supported by the West Lake Association, Inc., a nearby homeowners association. Councilman Ruland will inspect that location and advise his findings. I went back three years and found the following: o That there were 21 MVA reports taken at the intersection of Rt. 25 and Hobart/Boisseau o Out of the 21 MVA reports, 14 were parking-related because of the businesses at this intersection (Founders Tavern, Wayside Market, Grateful Deli, Southold Beverage). o Out of the remaining 7 MVAs,three were rear end accidents involving someone stopped for a turn. o Out of the remaining 4 MVAs, one was a vehicle making a U-turn in front of a motorist,two were vehicles that sideswiped a parked car, and the last was a MVA deer. At first glance, it appears that a traffic light at this intersection might not be warranted based on traffic MVA data. It may make it easier to get out of Boisseau Avenue onto Rt. 25, but I also think it would significantly slow down the traffic on Rt. 25 in Southold Village during the busy summer months. A number of events interfered, including my absence from the North Fork as well as the time required to provide you with the latest information available. The Transportation Commission is not a Suffolk County authority but rather a Town of Southold entity. The following is in the format of your questions: • "When is the bus arriving?" Suffolk Transit has now installed an Automated Vehicle Locator (AVL) system on all fixed route transit buses. The system allows Suffolk Transit and its three (3) contract operators to track the buses in real time. Buses running early or late as easily identified. The information obtained will be used to adjust future schedules and running times. This AVL system will be available to customers using an application on their smart phone or other device. e "Why is the bus late?" A study conducted by the Volpe Institute in 2004 of the Suffolk Transit system suggested the splitting of the S92 route into two (2) separate routes. The S92 would run from Orient Point to Riverhead and a new route, the S93 would run from East Hampton to Riverhead. To date, this change remains a suggestion. The history of the S92 starts in 1937 when the Sunrise Coach Lines took over a route from Orient Point to the Quogue railroad station. This route serviced passengers to and from NYC and New England via the ferry a ,l service from Orient Point to New London. In the years that followed the service was changed to serve the South Fork and eventually extended to East Hampton. The route has remained essentially unchanged since then. • "There is a bus on the North Fork?" Marketing a transit system might help attract new riders. The one slogan to remember from the early days of Suffolk Transit is "Every corner is a bus stop!" Sunrise Coach Lines in its early years had two slogans — "It's cheaper by far than taking your car" and "Be wise, ride Sunrise". In the past few months, Suffolk Transit has made some significant upgrades to the transit system. New fare boxes now installed on all buses will accept up to and including $20 bills and issue fare cards with the change for future use. Suffolk Transit recently placed into service thirty (30) new diesel/electric hybrid buses, ten (10) for use exclusively on the S92. These new buses have increased passenger capacity and have replaced, older, smaller buses. With the,new buses in service now, all S92 buses are "low floor" buses for ease of accessibility for all passengers.
