Present were: Peter Young, Chairman Peter Meeker, Member John Stein, Member Keith McCamy, Member James Abbott, Member Lauren Standish, Secretary Absent: Greg Williams, Member Caroline Burghardt, Member James Dinizio, Town Board Liaison CALL TO ORDER The meeting was called to order at 5:40PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS REPORTS Peter Meeker and Greg Williams attended the Board of Trustees meeting on Wed., July 19, 2017.Peter Meeker reported that the Trustees denied several applications for moorings/stakes for small craft. An application for a dock on the bay was Tabled and an application to dredge was Tabled due to the lack of an approved spoil disposal area. 2 OLD BUSINESS Peter Meeker requested an update on the LWRP assistance. Peter Young agreed to meet with Mark Terry in the near future. NEW BUSINESS 2017 Budget Review for Town Board consideration. APPROVAL OF MINUTES Moved by John Stein, seconded by Keith McCamy, to Approve the Minutes of July 12, 2017. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of DEMETRIOS & MARIA PAPAGIANNAKIS to remove existing upper landing of decking; remove and replace side retaining walls along upper staircase and landing; remove stringers and treads for four(4) staircases as necessary. Remove and replace decking and railings for three (3) landings; repair and replace frame and necessary. Remove decking and railings to lower deck as necessary; repair or replace frame as necessary and add extra tread to upper and lower staircases. Located: 2100 Sound Ave., Greenport. SCTM#33-1-17 Inspected by: Peter Meeker, Keith McCamy, John Stein The CAC Supports the application with the Condition the last seven (7) steps at the base of the staircase are hinged/retractable and questions the legality of the shed/beach cabana. Vote of Council: Ayes: All Motion Carried, Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of WILLOW POINT ASSOCIATION to construct additional 6'X 18' wooden floating dock, 3'X 12' ramp and 4'X 4' wood platform to add to existing (6) floating docks. Remove 75 sf. of brush on shoreline, dredge 26.5 cy. and deposit in spoil area on site. Located: 325 Willow Point Rd., Southold. SCTM#56-5-28 Inspected by: Peter Meeker, Keith McCamy, John Stein Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was i 3 RESOLVED to NOT SUPPORT the application of SOUND SIDE COTTAGE, LLC to remove existing side deck along north easterly side of existing dwelling; construct a one- story addition to existing dwelling on pilings in location of removed deck; construct entry porch/deck for addition; remove part of existing wood walk leading to existing deck (not to be replaced). Remove existing wood walk from outdoor shower/laundry shed to above wood walk. Existing landing and staircase seaward of bulkhead to remain. Existing wood deck at bulkhead to be reduced in size to 198 sf. "L" shaped walkway to remain. Remove existing walkway northwest of the "L" shaped walkway (not to be replaced). Existing wood deck with planter attached to seaward side of existing dwelling to remain. Relocated existing shed to remain. Located: 1840 Leeton Drive, Southold. SCTM#58-2-11 Inspected by: Peter Meeker, Keith McCamy, John Stein The CAC does Not Support the application given the history of preserving the dune. The proposed action is an intrusion into the dune grasses, which is a highly sensitive area. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of JOSEPH & LAURA MAZZA for the demolition of existing one-story, two bedroom wing, and construction of new two-story, four bedroom wing, in same footprint, with additional square footage added landward of existing; and addition of new sanitary system to accommodate additional bedrooms. Remainder of existing residence, pool, terrace and porches to remain. Located: 280 Basin Rd., Southold. SCTM#81-1-19 Inspected by: Peter Meeker, Keith McCamy, John Stein Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by James Abbott, it was RESOLVED to SUPPORT the application of LAUGHING WATERS PROPERTY OWNERS ASSOC. to re-grade the beach area by removing approx. 150 cy. of dredge spoil and replacing it with approx. 100 cy. of clean dredge spoil. Remove approx. 120 cy. of dredge spoil from the berm around the perimeter of the parking area, and improve parking area with select fill so that it is not too sandy for vehicle traffic. Located: 2360 Minnehaha Blvd. Southold. SCTM#87-3-60 Inspected by: Peter Meeker, Keith McCamy, John Stein Vote of Council: Ayes: All Motion Carried 4 Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of NICHOLAS & GEORGIA NOTIAS to construct a 4'X 40' ramp up onto a 4'X 150' level dock; construct two 4'X 40' lower platforms at offshore end of dock; install four mooring pilings; install water piping an electric conduit to offshore end of dock; and construct a 4'X 20' ramp over dune. Located: 450 Paradise Point Rd., Southold. SCTM#93-1-3 Inspected by: Peter Meeker, Keith McCamy, John Stein The CAC Supports the application with the Condition provisions are made for lateral access along the shoreline. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by James Abbott, it was RESOLVED to SUPPORT the application of JAMES & LINDA GEMMILL to remove existing wood deck and covered porch from south/waterside of existing single-family dwelling, one-story dwelling located partially within Ch. 275 jurisdiction, remove brick walks on west side of house, and construct 1,005 sf one-story addition, 704 sf. of covered porches over masonry patios with steps, and new cellar entrance; install drainage system consisting of leaders, gutters and drywells; remove existing 16'X 20' wood deck from top of bank and construct 10'X 16' on-grade masonry patio landward of top of bank; replace existing embankment stairway and landings with new stairway and 8'X 12' shed behind bulkhead to remain; remove 1 VX 16' section of existing deck behind bulkhead; replace and relocate existing 4'X 6' steps to beach; and establish a 10' wide non-turf buffer landward of top of bank. SCTM#98-5-18 Inspected by: Peter Young, James Abbott The CAC Supports the application and recommends the review of the removal of trees on the embankment and retractable stairs at the base of the staircase. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by James Abbott, it was RESOLVED to SUPPORT the application of PREVITE INVESTMENT TRUST to construct a fixed timber dock with water and electricity, consisting of a 4'X 8' landward ramp leading to a 4'X 124' elevated catwalk with open-grate decking; a 3'X 14' hinged ramp; and a 6'X 20' float secured by two (2) 8" dia. pilings. Located: 1570 Broadwaters Road, Cutchogue. SCTM#10479-7 Inspected by: Peter Young, James Abbott i 5 The CAC Supports the application and recommends the lighting on the docking facility is dark skies compliant. Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Peter Young, it was RESOLVED to SUPPORT the application of 5345 VANSTON ROAD, LLC (c/o David Bofill) to construct a dock assembly off the eastern shoreline of subject property and Wunneweta Rd. consisting of an elevated catwalk/ramp 4'X 41', secured by twelve (12) posts; hinged ramp 3'X 15'; and floating dock 6'X 20', secured by four(4) pilings. All hardware to be hot-dipped galvanized. Located: 5345 Vanston Rd., Cutchogue. Regrading to continue from adjacent southerly parcel, over property line, and taper onto subject parcel. Located: 5345 Vanston Rd., Cutchogue. SCTM#118-2-16.1 Inspected by: Peter Young, James Abbott The CAC Supports the application with the Condition of a 10' non-turf buffer landward of the retaining wall. Vote of Council: Ayes: All Motion Carried 6 Moved by Peter Young, seconded by James Abbott, it was RESOLVED to SUPPORT the application of MICHAEL & MARY HEAGERTY for renovations to existing residence including opening existing covered porch, re-siding, re- roofing, new windows and interior renovations, removal of existing wooden walkways totaling 2,346 sf., removal of portion of existing deck at edge of slope totaling 95 sf., removal of portion of existing deck at beach, removal of shower in existing cabana, re- siding and re-roofing existing cabana, repair of existing wood stairs down slope to beach, removal of existing gazebo, construct new wood entry stairs, re-align gravel driveway, new sanitary system, new stone terrace at grade, new stepping stone paths, and new drywells to collect storm water run-off. Located: 10550 Nassau Point Rd., Cutchogue. SCTM#119-1-16 Inspected by: Peter Young, James Abbott The CAC Supports the application with the submission of an accurate site plan and the retractable stairs at the base of the staircase. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by James Abbott, it was RESOLVED to SUPPORT the application of THOMAS PALMER IRREV. TRUST for a NY Rising Project. Existing single-family dwelling to be raised for FEMA compliance. Also removal of decking and patio, front entry platform 8'X 5' with steps to grade, rear entry platform 10'X 7', mechanical room 30 sf. and AC platform. Located: 2200 (2050) Deep Hole Drive, Mattituck. SCTM#123-4-5.1 Inspected by: Peter Young, James Abbott The CAC Supports the application with the Condition of a 10' non-turf buffer. Vote of Council: Ayes: All Motion Carried JEREMIAH BOGERT to install 90' of woven wire silt fencing; remove exiting wood walk and steps; remove and stockpile existing rocks south of steps for re-use in revetment construction. Lay Mirafi geotextile filter fabric and cover with a layer of 3" crushed stone. Construct an armor layer riprap revetment at the toe of the slope measuring 70' long and 12' wide comprised of 3-5 ton armor stone. North end of new revetment to be tied into existing boulder revetment; the south end of new revetment to run into existing slope and not be exposed. Provide steps to beach in new stone revetment. Provide native materials and 4' stone splash pad at top of new revetment. Fill six (6) locations of voids near top of slope of existing revetment with armor layer dimensional rocks for a total of 4-5 cy. of�fill. All void work performed from lawn area at top of slope. Care to be taken during 7 construction to minimize impact to existing vegetation. Area of disturbance is 760 sf. with 115 cy. of rocks used. Located: 8196 Clay Point Rd., Fishers Island. SCTM#3-1-9.1 The CAC did not make an inspection, therefore no recommendation was made. RECOMMENDATIONS-APPLICATIONS TO AMEND WETLAND PERMIT AND COASTAL EROSION PERMITS Moved by James Abbott, seconded by Peter Young, it was RESOLVED to SUPPORT the application of DAVID & COLLEEN BOFILL to Amend Wetland Permit#8900 to replace existing cement landscape retaining wall (10' from existing sanitary system) and below grade with proposed cement landscaping retaining wall 67.5 If. and 36.7 If. starting 14.3' from southerly property line to northerly property line, wall height approx. 36" to 42" from grade, adjusted as needed based on site conditions. Proposed wall located 47.8' from bulkhead (closest point in center) and approx. 88' from wetlands; steps landward of retaining wall for access on yard. Located: 5785 Vanston Rd., Cutchogue. SCTM#118-1-1.4 Inspected by: Peter Young, James Abbott Vote of Council: Ayes: All Motion Carried John Stein will attend the next regular meeting of the Board of Trustees scheduled for Wed., August 16, 2017 at 5:30PM. The next meeting of the Conservation Advisory Council will be held on Wed., September 13, 2017 at 4:30PM at Down's Farm Preserve.
