Called to Order: 10:00 AM by Chairman Neb Brashich.
Members Present
Councilman William Ruland, Town Engineer Jamie Richter, Police Chief Martin Flatley, Planning
Director Heather Lanza and Planning Intern Alyssa Lepera, Highway Superintendent Vincent
Orlando, Frank Field, Nick Mazzaferro, Jim Baker, Greenport Trustee Mary Bess Phillips and

Approval of June 19, 2017 Meeting Minutes
A motion to approve the minutes was made, seconded and carried.
Old Business
North Fork Promotion Council - North Fork Trolley Shuttle Proposal for Southold Town —
Duncan Kennedy, Chairman - NFPC
Mr. Kennedy updated the Commission on the previously reported pilot project trolley shuttle.
The service will operate on weekends from Labor Day weekend to November 2017 between
12:00 PM and 8:00 PM on a half-hourly schedule between Mattituck and Southold.
The service would primarily target day trippers. The fare will be $10 for an all-day pass on a
"hop on — hop off" basis and attendants will be aboard the shuttles. It is hoped that parking may
be arranged at the old Capital One Bank parking lot in Mattituck.
It is anticipated that the service would operate at 30 minute intervals, using one bus and one
trolley as a similar trolley service currently operating on the South Fork in Hampton Bays.
Southold — Greenport service is also envisioned. An "app" showing trolley locations is under
development.
The pilot program is estimated to cost about$20,000 and about$5,000 has been raised so far.
Additional funds will be required for marketing and local business interests are being solicited
for support. The shuttle will coordinate with LIRR schedules.
Mr. Duncan completed his presentation at 10:24 AM and was invited to attend the
Commission's August 2107 meeting for an update.
EETC and LIRR Update
On July 7, 2017 the LIRR met with representatives of East End towns and villages in Riverhead
to discuss finalizing the proposed East End schedule improvements. Changes to North Fork
weekday service will begin this fall, with weekend changes beginning in May 2018. Ms. Phillips
advised that the Village of Greenport was expected to endorse the changes.

Heather Lanza adjusted the previous draft to include discussion of beach and hamlet parking
and transportation hubs. Ms. Lepera of the Planning Department also prepared maps of current
parking spaces on a hamlet by hamlet basis, with copies to be furnished to Members.
Councilman Ruland reported that the Town Board will deal with New Suffolk situation, which
presents the most pressing short-term issue.
Among the suggestions discussed concerning New Suffolk was the need for more traffic control
officers for greater enforcement of parking regulations, as well as the consideration of year-
round parking stickers for Town residents. Jim Baker will approach local businesses concerning
truck traffic in the NS business district.
Ms. Phillips advised that the parking situation in Greenport had improved as the result of an
increase in the issuance of parking tickets. She also cautioned against "tow away" enforcement
for liability and other reasons.
Public Requests
Request for a Traffic Signal — Boisseau Avenue and SR25 - Southold
Councilman Ruland will discuss with Mullen Motors the need for a survey of local merchants in
support of that request. While a NYSDOT traffic study may be required, Chief Flatley advised
that SPD will conduct a review of motor vehicle accidents at that intersection. He also observed
that the current speed limit of 30 MPH on SR25 is the lowest possible.
Supervisor, Town Board & Town Trustees Requests
Boat Ramp at Hashamomuck Creek Update - Southold
Neb's letter to NYSDOT of July 7, 2017 summarized the Town's traffic safety concerns about
NYSDEC's proposal for a boat ramp at that location. The letter also enclosed an aerial map
with preliminary requests for modification of the current traffic flow situation at the intersection of
the western end of Old Main Road with SR25. Neb will copy NYS and SC legislators.
No Parking on Southside of Main Bayview Road - Southold
Chief Flatley and Neb will investigate the issue raised by concerned local residents concerning
parking issues resulting from customers patronizing the Gulf gas station on the north side of that
roadway.
Main Street Traffic Signage Requests - Greenport
Chief Flatley will review the signage and Jamie Richter will contact NYSDOT concerning the
matter. In the meantime, it was suggested that Village speed limit signage be placed at entry
points. After review of the issue, Chief Flatley and Ms. Phillips will write a memo to Neb for
further action.
Request for Full Traffic Light or Traffic Circle— Intersection of CR48 and Main Street -
Greenport
A concerned local resident has requested action on the above issue. As there are jurisdictional
issues between NYSDOT and SCDPW at that location, Jamie Richter suggested that a
NYSDOT traffic study should be conducted, after the study to be conducted concerning the
Love Lane and SR25 intersection in Mattituck.

In response to a follow-up request from his Legislative Aide, Tom Fox's email of July 14, 2017 to
NYS Assemblyman Palumbo's office suggested a meeting after Labor Day to discuss the issue.
Ms. Phillips remarked that parking issues in both Greenport and Sag Harbor were among the
reasons for the failure of the earlier Hampton Jitney water taxi service between those ports.
Greenport Update
Ms. Phillips discussed the issue of a round-about for the intersection of CR48 and SR25 and
suggested that the intersection has become a traffic safety issue. It was suggested that the
Town and the Village collaborate on a traffic study. The Village is also continuing to work on
traffic and parking issues.

Parallel Parking on 1St Street— New Suffolk
It is understood that the implementation of parallel parking requires the painting of a yellow line
in the middle of the roadway, as well as a white at the edge of the roadway. The placement
parallel parking signage would also be required.

I believe this was a request of the Transportation Commission for MVA stats at Rt. 25 and Boisseau Avenue,
Southold? I went back three years and found the following:
o That there were 21 MVA reports taken at the intersection of Rt. 25 and Hobart/Boisseau
o Out of the 21 MVA reports, 14 were parking-related because of the businesses at this intersection (Founders Tavern,
Wayside Market, Grateful Deli, Southold Beverage).
o Out of the remaining 7 MVAs, three were rear end accidents involving someone stopped for a turn.
o Out of the remaining 4 MVAs, one was a vehicle making a U-turn in front of a motorist, two were vehicles that
sideswiped a parked car, and the last was a MVA deer.
At first glance, it appears that a traffic light at this intersection might not be warranted based on traffic MVA data. It
may make it easier to get out of Boisseau Avenue onto Rt. 25, but I also think it would significantly slow down the
traffic on Rt. 25 in Southold Village during the busy summer months.

Parking needs/wants for New Suffolk
Expand the parking by permit areas to at least two blocks from the water on the
South and East sides of the "square"
Convert the end of Main St. East of First St. to a parking area. Diagonal parking on
one side for residents only.
Clear out the town right of way at East end of King St. for possible parking or turn
around area.
More thorough enforcement of regulations/laws already on the books. Check
CJV'�,P overflow trailer parking at ball field for resident permits.
Keep rules in effect for beach and trailer parking twelve months to dissuade out
of area users such as scallopers, clarnmers, hunters etc. from using and abusing
the area and ramp. Off season we are overloaded with non-resident users.
Per Southampton Town, limit the number of parking permits issued.
Eliminate non-resident pernits. Renters/landlords should provide permits for
occupants of their properties.
When the beach lot is full, close it.
Enforce the 10;00 PM closing time for the beach parking lot.
To make it easier for enforcement, move the parking permit location to the
vehicles left rear windows to make it easier to see.

Other local street problems that should be looked at.
Commercial deliveries should access and egress their delivery locations via Main
St. If a turnaround is needed, the end of King St. should be sufficient.

No commercial traffic on King and Orchard Streets due to school and restricted

room on these streets.
Better control of the launching ramp. Residents only. Seasonal fees for local
commercial haulers. Rethink length and weight limits to prevent additional
damage to the ramp. Adopt matching boat'and trailer permit stickers for ramp.
Mark or sign the school zone with updated signage on New Suffolk Road and King
Street with reduced speeds.
Add pavement markings on the street at stop signs.

To the members of the Southold Town Traffic Commission. June 7, 2017
In response to many requests and complaints from community residents the
board of the NSCA is requesting help in dealing with our deteriorating traffic and
parking situation. With the summer season coming fast we are looking for
assistance and guidance from your group to help remedy some our more serious
issues. The commercial traffic that supplies businesses no longer just use box
trucks and vans, they are now employing tractor trailers. They access the village
on every street in the "grid" and have no regard as to speed, lane marking, stop
signs or residents property. We would like to see restrictions such as the use of
Main Street as the "commercial corridor" and commercial traffic prohibited on
King and Orchards Streets. Eliminate parking at intersections that force traffic into
oncoming lanes. Limit street parking by expanding parking by permit areas.
We would also like to see more aggressive enforcement of beach parking and
trailer parking regulations. The number of individuals that ignore the posted signs
and laws grow every year.

The Commission discussed your June 21St memorandum forwarding Kathryn
Casey Quigley's request for a traffic light or circle at subject intersection at our
monthly meeting on July 17, 2017.
As you know, we do not respond to indivual requests, absent a signed petition
from the area neighborhood. Suffice it to say, however, that this location has
come up before the Commission on numerous occasions in the past with no
effective resolution in sight. In fact, the County conducted a feasibility study up to
the end of their jurisdiction at the circle some fifteen years ago. This effort was
abandoned due to the staggering cost and no funding availability. In addition, the
NYSDOT did not see the need to effect any changes.
We would like to suggest the following that:
• Town and Village sit down together to discuss the current situation
and prepare a joint document outlining the parameters of the
problem;
• NYSDOT and SCDPW be invited next to participate and help
formulate a plan of action,
• Given that Village has no funds available, request that $50,000 be
earmarked for a traffic study in the Town Engineering Budget (akin
to what was done for the Love Lane project); and,
• Subsequently, Town and Village jointly prepare a grant request for
federal funding - a round-about as best option or at least a full-
blown traffic light as alternative.

Dear Commissioner:
Attached is a petition from local residents requesting your consideration of a STOP sign
at the southeast corner of Main Bayview Rd. and Cedar Beach Rd.
At this location at the end of Main Bayview Rd. drivers must make a 90° turn left or right.
There is currently a CURVE sign 200 ft. before the end of Main Bayview Rd, and the
double yellow line continues to the left with the speed limit at 35 MPH. This portion of
the road is heavily travelled during the day with cars going to the Cornell Extension site
on Cedar Beach.
Turning right off Main Bayview Rd is a complete blind spot into a single lane road with
no visibility. Bike riders, dog walkers, pedestrians, baby strollers and oncoming cars are
all at risk when cars make the right off Main Bayview Rd, at speeds barely below the
35MPH limit.
The petitioners agree that a STOP sign will help avoid a tragedy in the community.
We appreciate your attention to this matter. Please let us know if there are next steps
we need to take to support our petition.

West Lake Association, Inc. is a homeowners association that consists of twenty (20) homes at
West Lake in Southold, which is bounded by Little Peconic Bay Lane, West Lake Drive, Midway
Road and Cedar Point Drive West.
This letter is being written in support of the petition of our neighbors at Cedar Beach Park
Association, requesting your consideration of a STOP sign at the southeast corner of Main
Bayview Rd. and Cedar Beach Rd.
We agree with the petitioners that a STOP sign in this location is necessary, in order to avoid a
tragedy occurring at this heavily travelled intersection.

Subject: Peconic Water Taxi
Yesterday, I met with NYS Assemblyman Palumbo and his legislative aides from 1:30 PM to 2:00 PM.
I presented the original unedited 2003 Water Taxi proposal, accompanied by a nautical chart of the Peconic Estuary.
The reaction was very enthusiastic, when the current East End situation was compared to the 2003 situation per the
draft. I remarked that when I mentioned the idea during one of the recent LIRR meetings, the Southampton Town
Supervisor thought it was "a good idea"! I also remarked that the original SEEDS study excluded water transit, largely
due to East Hampton's aversion to any kind of ferry service because of potential connection to the New London casino
ferries. SEEDS may need to be revisited for guidance on any future study.
As there is no workable extensive east/west bay system on the South Fork, I suggested that the northern end of the
Shinnecock Canal in Hampton Bays would be a logical pick-up and discharge point. That avoids any delays associated
with lock closures. Obviously, parking in HB is already a big issue, as we know from the LIRR meetings. We discussed
possible sites at the canal for parking.
I also suggested that a new visitors reception center at Exit 71 of the LIE (a la the new NYS site in Hallockville) would
provide an excellent point for day trippers to leave their cars and avail themselves of new shuttle services to all transit
modes to nearby NF and SF connections, including water taxi service from Riverhead. As we know,the "last mile" is
always a big part of any of the proposed East End solutions and the heavy involvement of local governmental and
commercial interests will be required.
Mr. Palumbo thought that a feasibility study should be considered and advised that he had NYS transportation grant
money available through Sept 1, 2017 (unfortunately,too late for now). He asked if I had an idea as to the cost of a
study(he thought maybe$25,000) and I suggested that Southold Planning Department(among others) may have a
better idea of that cost. He also asked about other areas with seasonal water taxi services and I said that I'd check
that situation. However, I also made the point at the outset that the proposal was a "long shot",as fares only cover
part of the cost of passenger rail and ferry services. He appreciated that point.
He also suggested that the proposal be placed on the agenda for the next EES&MA meeting (October?) for another
presentation and discussion. We agreed that was the next logical step in the process.

Thanks for your e-mail -
We have been discussing this situation for a number of years-with no easy solution. One possibility is to work jointly
to submit a grant request to the NYSDOT, given the projected cost. Please check with Mary Bess Philips who sits on the
Commission.
I am attaching a memorandum sent to Supervisor Russell regarding some remedies which were forwarded for action to
the Village via Mary Bess.

Dear Senator LaValle:
Attached please find a copy of a letter addressed to New York State Department
of Transportation (DOT) Commissioner Joseph Brown requesting his assistance
in a review for additional funding support regarding the New York State
Department of Environmental Conservation (DEC) project at the Hashamomuck
Marine Waterways Access Site Boat Ramp.
Our concern is the already congested location at the westerly end of Old Main
Road. This road currently intersects with State Route 25 at an angle and is
located right in front of a busy restaurant. Currently, our request to modify the
intersection to make this site safe for vehicular traffic has been determined to be
outside the scope of work and/or unfunded by the DEC grants for this project,
We would greatly appreciate your office making inquiries into this development to
see if additional funding can be provided to improve the site to vehicular traffic
before a series of accidents occur.

SUBJECT: Greenport Main Street Traffic Signage & peed Limit Request
The Commission discussed this Greenport situation as requested in your June
6th memorandum at our monthly meetings on June 19 and July 17, 2017.
With respect to the signage, Commissioner Mary Bess Phillips agreed that the
Village will submit a formal request for the signage to the NYSDOT at the
following locations;
• Southbound Route 25 @ Washington Avenue
• Eastbound Route 25 at the Catholic School
• Northbound on 3rd Street at the Ferry
With respect to the speed limit, Chief Flatley requested that the village officials
install better speed limit signage for speed zones on Main Street. He has also
had long e-mail exchanges with Mary Marland over the past two months to keep
her informed.

SUBJECT: No Parking on Southside of Main Bayview (Pine Neck to Main
Road)
The Commission discussed this Southold location as requested in your June 1St
memorandum at our monthly meetings on June 19 and July 17, 2017.
Over the past two months, several Commissioners have driven by the area in
question to view this parking problem. No problems were encountered.
Equally, Chief Flatley informed us that he personally has not witnessed any
parking opposite the gas station on Main Bayview Road. He also talked to the
officers Working that sector and reported that neither had they.
