A meeting of the Southold Town Conservation Advisory Council was held Wed., July 12,
2017 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:38PM by Chairman Peter Young.
PLEDGE OF ALLEGIANCE
CHAIRMAN'S ANNOUNCEMENTS
Chairman Peter Young distributed his recommended changes to Ch. 275 for review. The
changes are related to the CAC's responsibility in the wetland permit application approval
process and new focus on critical areas.
Moved by John Stein, seconded by Greg Williams, it was
RESOLVED to SUPPORT the suggested changes to Ch. 275 and present to the Town
Board for consideration.

REPORTS
Keith McCamy and Greg Williams attended the regular meeting of the Board of Trustees
on June 21St and reported the meeting was business as usual.
APPROVAL OF MINUTES
Moved by Greg Williams, seconded by Keith McCamy, to Approve the Minutes of June 14,
2017.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of ALEXANDER SPIRIDAKIS AND OTHERS
C/O MATTHEW CAPPABIANCA to construct 4'X 35' bluff stairway, 8'X 10' deck, 4'X 4'
platform and 3'X 8' bulkhead stairs.

RESOLVED to SUPPORT the application of MARIJO ADIMEY & VERONICA LUGRIS to
repair/replace sea grass on potion of bluff washed out by rain. Install three (3) drywells on
property and bring in 6 cy. of fill to level out the steep slope and install matting before re-
vegetating the area.

The CAC Supports the application with the Condition gutters, leaders and drywells are
installed to contain stormwater run-off and depicted on an updated survey.

RESOLVED to SUPPORT the application of ELLEN HERMAN to construct a 3'X 10'
walkway with thru-flow decking, pressure treated frame and (4) 4"X 4" pressure treated

pilings, attached to 4'X 16' fixed dock with thru-flow decking, pressure treated frame and
six (6) 4'X 4" pilings of locust material.

RESOLVED to SUPPORT the application of HARBOR LIGHTS ASSOCIATON C/O
KENNETH PETERSON to replace existing timber bulkheading prior to dredging canal
entrance.

RESOLVED to SUPPORT the application of BARBRA KOHN to construct 164' of vinyl
bulkhead in place of 12" higher than existing timber bulkhead (including +/-31' of
bulkhead/retaining walls forming step-down platform and stairs to be replaced in-place
and 12" higher); construct +/-47' of vinyl bulkhead on landward side of existing timber
bulkhead to be removed; construct 16' westerly return; remove and replace existing steps,
decking and walkways adjacent to bulkhead (in-place, except 6'X 55' section of easterly
walkway to be reoriented to align with easterly property line); backfill area landward of
new bulkheading (including 7'X 14'X 15" concrete step-down to be eliminated) with
approx. 20 cy. of clean sand fill to be trucked in from an upland source; and raise existing
shed (in-place) approx. 27" onto newly established grade.

Moved by James Abbott, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of NICHOLAS PALLANTE & BARBARA
PALLANTE to excavate approx. 400 cy. from proposed dredge disposal area and use
120 cy. to construct surrounding berm. Dispose of remainder offsite. Excavated area
approx. 63'X 68'. Construct earthen berm approx. 2' in height,with 1 on 3 sides
surrounding excavated area. Provide silt fence surround with staked bales around berm.
Construct steel drop weir within excavated area with outfall pipe to return clarified water to
pond. Area to be dredged with long arm excavator and deposited in excavated area.

Dredging area to be contained by floating booms and silt screening. Dredged spoil
disposal area to be restored to condition that existed prior to excavation and spoils
deposition. Excess excavated material not used in restoration to be disposed of offsite;
and remove five (5) trees.

RESOLVED to SUPPORT the application of JAMES DEERKOSKI for a two-story, single-
family dwelling with covered front entry porch; multi-level wood framed deck with an
octagonal screened-in section; masonry retaining walls separating the higher grade below
the deck from the surrounding yard; and stone step and short bluestone walkway along
the retaining wall.

RESOLVED to SUPPORT the application of WILLIAM GRELLA & GARY OSBORNE for
the as-built Belgium block parking and walkway, managed lawn areas and gardens,
crushed shell parking, metal planter box, metal waterfall, concrete stairs, paver patio on
sand, gravel on sand, fire pit and open shower with Belgium block on sand base and
concrete table bases, as built; and proposed new staircase.

CONCH OUT, LLC to stabilize a partially eroded and undermined embankment/rock slope
by installing approx. 76' of armor layer riprap revetment by installing a continuous line of
silt fencing that shall be maintained throughout construction; removing and storing existing
stone and rock; removing existing stairway; excavating to a depth of 3'-4', installing filter
fabric and provide a layer riprap revetment utilizing min. 2' dia. rocks; fill voids as
necessary; relocate stairs and install a 2' wide buffer zone with loam and plant with woody
shrub and coastal seed mix. Proposed revetment shall tie into adjacent neighbor to the
north.

The CAC did not make an inspection, therefore no recommendation was made.
Peter Meeker and John Stein will attend the next regular meeting of the Board of Trustees
scheduled for Wed., July 19, 2017 at 5:30PM.
The next meeting of the Conservation Advisory Council will be held on Wed., August 9,
2017 at 5:30PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:OOPM.
