HomeMy WebLinkAboutLP-07/11/2017 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, July 11, 2017 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough, Chairman Anne Murray Doris McGreevy John Simicich Eric Keil Will Lee Lillian Ball Members Absent: none Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Robert Ghosio, Town Board Liaison Commencement:  The meeting began at 7:08 p.m. with seven LPC members present. Committee Minutes and Adoption:  Acceptance of LPC meeting minutes from June 27, 2017 MOTION made by Anne Murray, seconded by Will Lee, to adopt the 6/27/2017 LPC meeting minutes. Motion carried: 5/0/2 (LPC members Eric Keil and Doris McGreevy abstained as they were not present for the 6/27/2017 LPC meeting) Land Preservation Applications and Inquiries:  SCTM #1000-45.-6-9.1, 9.2 & 9.3 (MEADOWS AT GREENPORT and MEADOWOOD MANAGEMENT CO) Open Space application: Review application Landowner has submitted an LPC application for a proposed sale to the Town of three residential building lots for open space preservation purposes on SCTM #1000-45.-6-9.1, 9.2 & 9.3 located on Ninth Street in Greenport. Land Preservation Coordinator Melissa Spiro gave background information on approved 1997 subdivision from which these three subject building lots were derived from and other pertinent background information. LPC discussed landowner’s proposed asking price and whether or not to see if landowner is interested in selling at a bargain sale price considerably below market value since the property is located in the Pipe’s Neck area within which there has been significant preservation efforts. As per a recent meeting with Town Board during which Town Board asked for all inquiries/new applications to be presented to Town Board, LPC reserved making a recommendation until such time that Town Board refers to LPC to pursue. Melissa will present application during an executive session of the Town Board at its next work session on July 18, 2017. Inquiries for Uses or Structures on Preserved Property None Stewardship and Management: None General Land Preservation Items:  DRAFT GUIDELINES FOR TOWN FARMLAND PRESERVATION PROGRAM Bob Ghosio and Melissa Spiro: Update re: 7/5/2017 presentation to Town Board o Discuss next steps o Land Preservation Coordinator Melissa Spiro and Land Preservation Committee Liaison Bob Ghosio gave report and update on Melissa’s presentation during the Town Board work session on July 5, 2017 regarding documents entitled: Land Preservation Department and Land Preservation Committee Procedure for: Farmland o Development Right Acquisitions: Inquiries to Acquisition Closing Process (dated 4/14/2017) Recommended Guidelines for Town Farmland Preservation Program: Application Priority o Categories and Ranking, Application Funding Guidelines and Committee Recommendation Procedure (dated 6/29/2017) and four color coded pages of ranking example. Town Board did not act on documents; however, the Town Board asked that all inquiries and applications be presented to the Town Board during executive session. Melissa will make immediate changes to procedure by presenting all formal LPC inquiries or applications to the Town Board during executive session of the Town Board meetings. Other items needing further discussion and clarification will be reviewed further and discussed with Town Board at a future date.
