Dear Board Members:
On March 3, 1995 I met with the Matfituck Park District Committee regarding Tosco
Corporation's request to remove a barrier that blocks entry to the roadway to the east breakwater
at Mattimck Inlet. This particular.roadway is to the west of, and at the end of, Bailie Beach
Road. I discussed with the Committee the possibility of opening the roadway to four-wheel
drive vehicles for emergency use only.
Tosco is now requesting permission to open the road at any time and when necessary so
that this area could be accessible in the event of any emergency or training exercise when Tosco
will need [to deploy protection boom from the east side of Mattimck Inlet.
Enclosed are copies of pages from Tosco Corporation's Facility Response Plan for the
Riverhead Terminal. Page A-19 shows deploymem of protection boom and page A-23 shows
access to Mattimck Inlet from the east breakwater.
On May 24. 1995 Tosco is having a Spill Drill Training Exercise in conjunction with the
U.S. Coast Guard at Tosco's Riverhead Terminal. We will be required to demonstrate the
various provisions of the Facility Response Plan including that we have made arrangements to
obtain access to the roadway leading to the east side of the breakwater. We would therefore like
to have a document stating that Tosco has permission m remove the sand and dirt barrier which
blocks the roadway at any time for the purpose of deploying spill response equipment.
