HomeMy WebLinkAbout06/19/2017 Southold Transportation Commission Southold Town Hall June 19, 2017 Meeting Called to Order: 09:58 AM by Chairman Neb Brashich. Members Present Councilman William Ruland, Town Engineer Jamie Richter, Police Chief Martin Flatley, Planning Director Heather Lanza, Frank Field, Jim Kalin, Nick Mazzaferro, Jim Baker, Greenport Rep Mary Bess Phillips and Tom Fox. Also Present Chanan Rozenbaum of Lavender Farm. Approval of April 10, 2017 Meeting Minutes After Jim Kalin noted that Ms. Phillips had attended the April 10th meeting, those minutes were corrected accordingly. A motion to approve the amended minutes was then made, seconded and carried. EETC and LIRR Update The next EETC meeting has been rescheduled for an October 2017 date to be advised. The next meeting with the LIRR concerning East End schedule improvements will be held on July 7, 2017 in Riverhead. Lavender Farm Update — East Marion Mr. Rozenbaum advised that the past weekend marked the start of the 2017 blooming season, with July expected to be the busiest month for visitors. He also advised the Farm had removed one acre of growth area to add on-site parking for about 100 autos. Parking attendants will be available for weekends and buses and limos will continue to be banned. Mr. Rozenbaum departed the meeting after his comments. Chief Flatley reported on his meeting of June 17 with the East Marion Civic Association concerning parking issues at Lavender Farm. He also advised that he will implement a parking plan management with a 3 or 4 man SPD detail to cover next weekend. Moreover, any lessons learned in 2017 would be applied to 2108. Town-Wide Parking Problems —STC Submission to Town Board The submission provided a very detailed list of options covering both the short and long term. An intern has been hired to work these issues with the Planning Department. Several examples of parking meters, parking sign regulations and pay stations have also been provided for consideration. Ms. Phillips advised that Greenport had reviewed Port Jefferson's parking management policy and advised that a copy of Greenport's Parking Workshop of 2009 would be shared with the STC. Mr. Ruland advised that the Mattituck-Laurel Civic Association had scheduled a meeting for June 26 to discuss parking issues. He also observed that local merchants must be involved with the parking management issues and Ms. Phillips advised that Greenport's merchants agree with the Village's enforcement of parking regulations. Public Requests No Parkinq Siqn Request—Sunset Lane & Sound Drive, Greenport -Pending 1 Parkinq Problems, New Suffolk - Pending The New Suffolk Civic Association's memo of June 7 requested help in dealing with the deteriorating traffic and parking situation in that hamlet. Jim Baker suggested that commercial truck traffic be limited to Main Street and 1St Street, with a loop for truck traffic. He also suggested that he would be willing to meet with reps of local businesses (particularly Legends and Cases Place) to discuss those issues. It was also suggested that parallel parking in way of Legends be implemented with the aggressive enforcement of parking regulations. Jim will draft a response to NSCA's memo for consideration. Supervisor, Town Board & Town Trustees Requests Boat Ramp at Hashamomuck Creek Update - Southold Jamie Richter advised that NYSDEC intends to install the boat ramp without local input. It was suggested that the Town Board should request assistance from local NYS legislators. Jamie will prepare a situation report for the Board's consideration concerning implementing one-way traffic on the Old Main Road, if NYSDEC remains non-responsive. Main Street Traffic Signage Requests - Greenport The Supervisor forwarded a request from a concerned local resident seeking "additional signage on the northern part of Main Street in both directions to reinforce the speed limit and larger signage at the entrance to the village, where traffic enters, with the reminder that the driver is entering a pedestrian friendly area." It is understood that the Village had contacted NYSDOT concerning the signage issue. Chief Flatley will review the signage and Jamie Richter will contact NYSDOT concerning the matter. In the meantime, it was suggested that Village speed limit signage be placed at entry points. After review of the issue, Chief Flatley and Ms. Phillips will write a memo to Neb for further action. No Parking on Southside of Main Bayview Road - Southold The Supervisor forwarded two letters from concerned local residents concerning parking issues resulting from customers patronizing the Gulf gas station on the north side of that roadway. Chief Flatley and Neb will investigate the issue and advise the Commission of their findings. Planning Board Requests Town Comprehensive Plan Issuance of the Transportation & Infrastructure Chapter has been further delayed to later in 2017. In the meantime, it was suggested that hamlet charrettes be considered for local discussion of parking issues. The Town's DPW will be requested to provide an existing inventory of parking spaces on streets and parking lots within each hamlet with a view to converting that information into a map-type presentation. The business community should be encouraged to assign a liaison to the Town Board. Current Transportation Issues - Updates Southold / Greenport Bus Shelters A response from SCDPW concerning status of this issue is still outstanding. 2 Greenport Update Ms. Phillips discussed the issue of a round-a bout for the intersection of CR48 and SR25 and suggested that the intersection has become a traffic safety issue. It was suggested that the Town and the Village collaborate on a traffic study. The Village is also continuing to work on traffic and parking issues. Old Business S92 Service Jim Kalin drafted a letter in response to a concerned citizen's comments concerning service improvements on that route. The matter is to be discussed further. New Business North Fork Trolley-Shuttle Proposal for Southold Town The North Fork Trolley Company will commence a trolley-shuttle service between Mattituck and Southold in the fall of 2017. Neb met with the North Fork Promotion Council concerning the new service and associated parking issues in Southold and Mattituck. It was noted that Hampton Jitney is now providing a shuttle service on the South Fork and it was also suggested that the issue of shuttles should be placed on the EETC's agenda. Request for a Traffic Signal — Boisseau Avenue and SR25 - Southold Councilman Ruland advised that Mullen Motors has suggested that a signal be placed at that intersection and that the speed limit be reduced to 25MPH on SR25. Bike Sharing Heather and Ms. Phillips advised that there have been suggestions calling for a bike sharing service on the North Fork. Next Meeting The next meeting is scheduled for July 17, 2017 at 10:00 AM in the conference room at Town Hall. In general, we are a fortunate recipient of the boat ramp project which the DEC is preparing to construct. The site for this new waterways access facility has been well-planned and is a most welcome addition to the Town. However, due to the fact that this project was proposed by a State Agency, we did not have a formal review by all Town Departments. The DEC has been responsive to many of the Town's issues raised informally but one element of the project still remains a concern. The Transportation Commission has reviewed the project for traffic safety issues and the potential increase in traffic has been regarded as a potentially hazardous safety issue for an already congested intersection at Old Main Road and State Route 25. As such, the Commission made inquiries to the DOT Traffic & Safety Department for their comments. Normally, if this project had come from the private sector, this would have been referred to DOT by the Planning Board for their formal review and comment. Recent informal dialogues with the DOT staff suggest that they will be taking an arm's length approach due to the fact that this is a NYS DEC Project. Our concern is the already congested location at the westerly end of Old Main Road. This road currently intersects with State Route 25 at an angle and it is located right in front of a busy restaurant. This restaurant is also located within the boundaries of a very large marina facility and there are other small businesses located on Old Main Road between the restaurant and the new Boat Ramp Facility. We have enclosed an aerial view of the intersection for your reference. This aerial view has also been shown with a very preliminary outline of the requested modification or changes to the intersection that may make the site safe for vehicular traffic. Currently, this request to modify the intersection has been determined to be outside the scope of work and/or un-funded by the DEC grants for this project. We would greatly appreciate your making inquiries into this development to see if additional funding can be provided to relocate and/or re-align this intersection in a manner that will be less congested and one that would better control the inner traffic patterns at this site. FYI, I saw Mr. Palumbo after the LIRR meeting in Riverhead on July 7th and advised him that I would be in contact with you concerning setting up a meeting. For background, in 2003 I wrote a detailed outline proposal for a water taxi service within the Pecornc Estuary for the Commission. No action was taken at that time. However, some of the assumptions made at that time may need to be reexamined in the light of the many transportation and related issues that have arisen on the East End in the meantime. Therefore, the original plan may need revision accordingly. On that basis, I think that a meeting for some time in September after Labor Day would be workable. My understanding of the issue is that this is the purview of NY State, but may require the Town formally bringing this safety concern to the attention of the state. This intersection currently has a blinking yellow light, but this is woefully insufficient to adequately protect the safety of drivers, pedestrians and cyclists. As a year-round resident, this intersection is always a concern. However, in the busy tourism seasons, summer and fall, especially, it is a tremendous hazard. Significant traffic is due to the cross sound ferry, and of course drivers and pedestrians entering and leaving Greenport Village. Ideally, if it were a traffic light it would also contain a left turn lane signal coming from the east: many cars are attempting to turn left onto the Main Rd into the village, as others go around those cars on the right. At the same time, cars coming from the village heading east are trying to manage a left turn onto Rte 48. This left turn is hard enough. But on several occasions, I have witnessed cars waiting to turn into the village even try to waive cars leaving the village to go first, not realizing they are waiving them into oncoming traffic from cars behind them! Even the right turn into the village is hazardous, as drivers encounter cars approaching from the east. Please, this is a tragedy waiting to happen. I hope that the Town and State will be able to address this quickly, to best protect residents and visitors alike. Thank you for your consideration.
