Main Rd. &Youngs Ave.) cn Southold, NY 11971 ® apQ Telephone: 631 765-1938 olycou LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: John Bredemeyer, President Town of Southold Board of Trustees From: Mark Terry, Principal Planner LWRP Coordinator Date: May 16, 2016 Re: Local Waterfront Revitalization Program Coastal Consistency Review for DEBORAH MOSS SCTM# 1000-13-2-7.10 Suffolk Environmental Consulting on behalf of DEBORAH MOSS requests a Wetland Permit and a Coastal Erosion Permit to construct bluff stairs consisting of 4'x5' entry steps to a 4'x8' top platform, 4'x11' steps, 4'x4' middle platform, 4'x9.5' steps, 4'x6' middle platform, 4'x11.5' steps, 4'x6' bottom platform, 4'x8.5' steps , and 4'x4' landing; construct a rock revetment along the toe of the bluff measuring ±12' wide by±175' long and comprised of 3-5 ton armor stone and 50-1001b. core stone (Key Way), all atop filter fabric; restore bluff face (±5,500sq.ft.) by cutting back the top of bluff+5' landward of the existing top of bluff; install jute matting where required; install Bio-Logs where required; and actively re-vegetate the bluff face using native plantings (i.e., Cape American beach grass or similar species). Located: 1585 Demarest Road, Orient. SCTM# 1000-13-2-7.10 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. 'Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the LWRP policies and therefore CONSISTENT with the LWRP provided the following: 1. Clarify where the access to the site will be established. 2. It is recommended that the Board assess if impacts could occur to the property to the west from the shoreline armoring. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Town of Southold MAY 102016 LWRP CONSISTENCY ASSESSMENT FORM Southold Town A. INSTRUCTIONS Planning Board 1. All applicants for permits*including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits 1, 1002. and other ministerial permits not located within the Coastal Erosion Hazard Area. Before answering the questions in Section C,the preparer of this form should review the exempt minor action list,policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area(which includes all of Southold Town). 3. Foster a pattern of development in the Town of Southold that enhances community character, preserves open space,makes efficient use of infrastructure,makes beneficial use of a coastal location, and minimizes adverse effects of development. See LWRP Section III—Policies; Page 2 for evaluation criteria. ® Yes ❑ No ❑ Not Applicable As indicated within Policy 1, "Development that does not reinforce the traditional land use pattern of the Town of Southold would result in a loss of the community and landscape character of Southold.", this proposal is to restore & protect the storm-damaged bluff via installation of a rock revetment at the bluff toe, installation of bio-logs & iute matting, and planting of the bluff face with native plantings, as well as provide safe & practical access to the shoreline via the proposed bluff stairway. Consequently, the "landscape character" is being maintained by the restoration and protection of its natural shoreline, and the "community character" is being maintained in that the proposed bluff stairway is an access structure typical of this shoreline neighborhood.
