Present were: John Stein, Acting-Chairperson Peter Meeker, Member Keith McCamy, Member Greg Williams, Member James Abbott, Member Lauren Standish, Secretary Absent: Peter Young, Chairman Caroline Burghardt, Member James Dinizio, Town Board Liaison CALL TO ORDER The meeting was called to order at 4:35PM by Acting-Chairperson John Stein. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS REPORTS John Stein attended the Board of Trustees meeting on May 17th and reported the meeting was business as usual. NEW BUSINESS 2 Consider possible amendments to Chapter 275-Wetlands Code and be prepared to discuss at the next monthly meeting. Peter Meeker drafted a memo to the CAC and the Town Board outlining his three (3) suggestions for amendments to the code and the mission statement. APPROVAL OF MINUTES Moved by John Stein, seconded by Keith McCamy, to Approve the Minutes of May 10, 2017. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of ARETI LaVALLE to remove existing one- family dwelling; construct smaller dwelling relocated new premises away from bluff-110'. Current residence exceeds square feet over 3,300. Install new sanitary system and new well. Located: 555 Soundview Rd., Orient. SCTM#15-3-7 Inspected by: John Stein, Peter Meeker, Keith McCamy The CAC Supports the application with the Condition the new location of the sanitary system is depicted on the site plan, and all subject to the ZBA decision. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of DENISE SPATNY to construct a single- family dwelling, approx. 1,612 sf.; new barn/garage, and driveway. Located: 4045 Narrow River Road, Orient. SCTM#27-2-2.4 Inspected by: John Stein, Peter Meeker, Keith McCamy The CAC Supports the application, however, has a concern with the test hole data reference of brown clay, water silt and high water table. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Greg Williams, it was RESOLVED to SUPPORT the application of 675 HILL ROAD LLC to construct a dock consisting of an entry ramp measuring 4'X 6' secured by two posts; steps measuring 4'X r ` 3 7' secured by four posts; elevated catwalk measuring 4'X 15' supported by four posts; hinged ramp measuring 3'X 15' long measuring 6'X 20' secured by four pilings. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Greg Williams, it was RESOLVED to SUPPORT the application of RACHEL & JOHN CASHWELL to install a 4'X 6' platform, 30"X 16' aluminum ramp and 6'X 20' floating dock. Located: 515 Harbor Lights Dr., Southold. SCTM#71-2-3 Inspected by: John Stein, Peter Meeker, Keith McCamy The CAC Supports the application with the Condition no treated lumber is used, in accordance with Ch. 275-11. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of FREDERICK BLANCHARD to construct a 350' X 4' fixed catwalk of CCA treated timber super structure with thru-flow decking; install a 6'X 20' floating dock with (2) 8" CCA timber piles; and install a 3'X 20" aluminum ramp to float. Located: 5503 Main Bayview Rd., Southold. SCTM#78-7-5.6 Inspected by: John Stein, Peter Meeker, Keith McCamy The CAC Supports the application with the Condition no treated lumber is used, in accordance with Ch. 271-11. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Greg Williams, it was RESOLVED to SUPPORT the application of RICHARD J. MAY to reconstruct the existing timber jetty along the southern shoreline of subject property. Existing jetty is comprised of timber sheathing, and measures 76' in overall length. Proposed/reconstructed jetty will be comprised of vinyl sheathing sandwiched between timber wales and timber pilings, and will be reduced to 68' in overall length. The new jetty is not to exceed 2.5' above grade. Located: 1340 Cedar Beach Road East, Southold. SCTM#92-1-5 c 4 Inspected by: John Stein, Peter Meeker, Keith McCamy The CAC Supports the application with provisions for lateral access across the shoreline. The CAC questions the need for raising the height of the jetty and recommends the new height be no higher than 1 Y2 ', which will allow for pedestrian access. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by James Abbott, it was RESOLVED to SUPPORT the application of JOHN & BERNETTA FANNERON for general repairs to the existing bulkhead and existing beach stairs with like materials and replenish splash pad area. Located: 1900 Mill Lane, Peconic. SCTM#67-7-13 Inspected by: Greg Williams, James Abbott The CAC Supports the application, however, the scope of the "general repairs" is vague and there are questions concerning the actual location of the splash pad. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by James Abbott, it was RESOLVED to SUPPORT the application of THOMAS MACARI for the removal of the existing 6'X 22' fixed dock and associated piles, construct new 4'X 18' fixed dock with thru-flow decking, 30"X 14' aluminum ramp and 6'X 20' floating dock. Located: 1320 Little Peconic Bay Rd., Cutchogue. SCTM#111-14-19 Inspected by: Greg Williams, James Abbott The CAC Supports the application with a 10' non-turf, vegetated buffer and no treated lumber is used on the docking facility. The CAC questions if the applicant has plans for water and electric. Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by John Stein, it was RESOLVED to SUPPORT the application of LAUREN W. McCALL to construct a 30'X 38' two-story residence with a 10'X 30' attached deck with 4'X 14' stairs, septic system and water line, 16'X 32' pool with surrounding 40'X 97' at grade patio totaling 1973 sf., pool equipment, 142 If. of pool enclosure fence, and gravel driveway. Approx. 300 cy. to be deposited for septic system. Legalize existing 24'X 34' frame garage with adjacent at grade concrete slab measuring 34'X 8' totaling approx. 306 sf. 5 Located: 10643 New Suffolk Ave., Cutchogue. SCTM#116-1-6 Inspected by: Greg Williams, James Abbott Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Greg Williams, it was RESOLVED to SUPPORT the application of PATRICIA GILCHRIST MANCINO to reconstruct (in-place) existing 8'X 53' roofed-over porch, 5'X 6.5' wood landing, and 4.5'X 10.5' wood steps; and install drainage system of drywells. Located: 15 Fourth Street, New Suffolk. SCTM#117-10-15 Inspected by: Greg Williams, James Abbott, John Stein The CAC Supports the application with the following Conditions: • Due to capping on bulkhead, the required 10' non-turf buffer is only 8' and therefore should be increased by 2' to comply with permit; • ,Addition of steps for lateral pedestrian access; and • A definitive location of drywells depicted on an updated survey. SCTM#115-12-13 Inspected by: Greg Williams, James Abbott Vote of Council: Ayes: All Motion Carried Moved by Greg Williams, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of PAUL PAWLOWSKI to construct a dock 607 sf. with a 4'X 30' lower dock. Acc�ess to the dock with be from an existing stairway. Located: 100 Park Ave., Mattituck. SCTM#123-7-3 Inspected by: Greg Williams, James Abbott The CAC Supports the application, however, the height of the dock and provisions for lateral access were not depicted on the plans. East/west lateral access should be indicated near Point "A". K 6 Vote of Council: Ayes: All Motion Carried BETTY EDWARDS JOHNSON to remove an existing deck, install approx. 110' of rock revetment along eroded bank, remove remains of crib dock and remains of damaged timber dock and construct a 4'X 70' fixed dock, 4'X 20' ramp and a 8'X 12' float with 18" legs at each corner and to install a 2' buffer strip and plant with shrub vegetation and coastal seed mix. Located: 1990 Peninsula Rd., Fishers Island. SCTM#10-3-11 The CAC did not make an inspection, therefore no recommendation was made.
