Suffolk Environmental Consulting on behalf of NEIL McGOLDRICK requests a Wetland Permit for
an addition to the existing 22.4'x22.4' garage for a proposed ±770.6sq.ft. 3-car garage; reconstruct
existing ±84' long groin to have a width of±20" with a protective mesh overlay over the top most
surfaces; replace the sheathing; replace existing pilings with 10' long and 8" diameter pilings;
replace existing waters with new 6"x6" and 8' in length walers; and for a Ten (10) Year Maintenance
Dredge Permit to dredge various underwater areas within the marina to a navigable depth of±6.0'
at low tide; approximately±5,000 cubic yards of dredge spoil to be transferred to on-shore trucks
and deposited as beach nourishment to the shoreline; soil deposit will be protected with hay bales
and silt fencing to impede run-off into the Great Peconic Bay. Located: 1671 Meadow Beach Lane,
Mattituck. SCTM# 1000-116-4-16.4
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the action is CONSISTENT with the below listed Policy Standards and therefore is CONSISTENT
with LWRP provided:
1. The exact location and limits of dredge spoil placement is clarified.
2. The dates of dredging operations are clarified.
2. Turbidity controls are required.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

A. INSTRUCTIONS
1. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area(which includes all of Southold Town)
3. If any question in Section C on this form is answered"yes" or"no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus,each answer must be explained in detail,listing both supporting and non-
supporting facts.. If an action cannot be certified as consistent with the LWRP policy standards and
conditions, it shall not be undertaken.

As indicated within Policy 1, "Development that does not reinforce the traditional land use pattern of the
Town of Southold would result in a loss of the community and landscape character of Southold.", this
proposal is to restore & protect the storm-damaged bluff via installation of a rock revetment at the bluff
toe installation of bio-logs & jute matting and planting of the bluff face with native plantings as well as
provide safe & practical access to the shoreline via the proposed bluff stairway. Consequently, the
"landscape character" is being maintained by the restoration and protection of its natural shoreline and
the "community character" is being maintained in that the proposed bluff stairway is an access structure
typical of this shoreline neighborhood. Consequently, we believe that this project is compliant with this
Policy.

PROJECT DESCRIPTION
for the
McGOLDRICK Property
Situate: 1671 Meadow Brook Lane; Mattituck; New York
SCTM#: 1000—W—04- 16.4
PROPOSED DREDGING:
Maintenance Dredge various underwater areas within the marina, to a navigable depth of 6.0' +/- (at low
tide). Approximately 5,000 cubic yards ± of dredge spoil is anticipated to result from the proposed
maintenance dredge, which is to be transferred to onshore trucks and deposited as beach nourishment to the
shoreline, all to be issued via a Ten (10) Year Maintenance Dredge Permit. Soil deposit will be protected with
haybales and silt fencing to impede run off of water into the Great Peconic Bay.
PROPOSED GROIN RECONSTRUCTION:
Reconstructing an existing groin located on the southern shore of property measuring 84.0' ± in length
extending into the Great Peconic Bay. The groin shall have a width of 20.0" ±, complete with a protective
mesh overlay over the top most surfaces. The groin shall have the sheathing replaced, as well as the pilings, to
be 10.0' in length and 8.0" in diameter. The reconstruction shall include the replacement of the walers,
6.0"x6.0" and of 8.0" length.
PROPOSED THREE CAR GARAGE:
Proposed Three Car Garage to be built at a distance of 78.0' ± from the wetland boundary. The existing
Garage is 22.4'x22.4' and is located 52.0' ± North of the existing house of residence. The addition will be
attached to the southern face of the existing garage, extending it out an additional 12.0'±. The
foundation shall be a concrete slab, surrounded by a Belgian Block curb and the existing stone driveway.
The garage will be placed 15.0' ± from the northern edge of the property. The square footage of the
existing garage and the proposed addition will be 770.6'± sq. ft.
