HomeMy WebLinkAboutLP-06/27/2017 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, June 27, 2017 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough, Chairman John Simicich Anne Murray Lillian Ball Will Lee Members Absent: Doris McGreevy Eric Keil Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Robert Ghosio, Town Board Liaison Karen Wallace (7pm appointment) Chris Baiz, Agricultural Advisory Committee Chairman Commencement:  The meeting began at 7:04 p.m. with five LPC members present. Committee Minutes and Adoption:  Acceptance of LPC meeting minutes from June 13, 2017 MOTION made by Anne Murray, seconded by Lillian Ball, to adopt the 6/13/2017 LPC meeting minutes. Motion carried: 4/0/1 (LPC members John Simicich abstained as he was not present for the June 13, 2017 LPC meeting.) Land Preservation Applications and Inquiries:  SCTM #1000-100.-2-4 (ROBINSON) PDR application: Status Update Chairman Sam McCullough and Land Preservation Coordinator Melissa Spiro gave status update on their meeting with landowner Roger Robinson on June 19, 2017, about potential sale of a development rights easement to the Town. Landowner is reviewing the area he wishes to exclude from the potential sale of development rights and will notify Melissa when he decides. Inquiries for Uses or Structures on Preserved Property  7:00 P.M. APPOINTMENT: Karen Wallace Karen Wallace requested appointment regarding activities on neighboring farm subject to Town development rights easement SCTM #1000-112.-1-8.2 (Pangari property) Karen Wallace, owner of the property adjacent to the Pangari property (SCTM #1000-112.-1-8.2), presented documentation to the LPC members concerning what she regards as non-agricultural use on land on which the Town owns a development rights easement in which activities such as receiving, processing, and re-sale of demolition debris is ongoing and operationally increasing in size over the last year, and since she first lodged a complaint with the Town. EXECUTIVE SESSION. The LPC members entered into LPC members discussed matter further with Chris Baiz, Chairman of the Agricultural Advisory Committee, concerning his meetings with the Town Attorney and their investigation into Karen Wallace’s complaint. END OF EXECUTIVE SESSION MOTION made by Will Lee, seconded by Lillian Ball, that based upon information Karen Wallace presented to the Land Preservation Committee on June 27, 2017, the Land Preservation Committee believes it is highly likely there is an easement violation involving the receiving, processing, and re- sale of demolition debris obtained from an unknown source at the Pangari property located at 1485 Sound Avenue in Mattituck, and further identified as SCTM #1000-112.-1.8.2), and the Land Preservation Committee recommends that the Town Code Enforcement Officer revisit this complaint. Motion carried: 5/0 Motion, in memo form, to be sent to Southold Town Attorney Bill Duffy. Stewardship and Management:  MONITORING Discuss LPC monitoring of farmland easements (tentative agenda item, time permitting) Land Preservation Coordinator Melissa Spiro presented, and LPC reviewed guidelines Melissa prepared for Land Preservation Committee/Department Monitoring (drafted 6/27/2017) for instructional use on how to complete monitoring inspection reports, including recognizing acceptable agricultural uses, identifying crops/livestock for farmland inventory purposes, identifying possible easement violations, and the taking of photos/photo points, on which the Town has purchased farmland development rights easements. General Land Preservation Items:  REVIEW DRAFT GUIDELINES FOR TOWN FARMLAND PRESERVATION PROGRAM Land Preservation Coordinator Melissa Spiro presented revised draft of the Committee’s recommended Guidelines for Town Farmland Preservation Program and the chart describing LPC duties pertaining to farmland applications. The next step is to present the recommendations to the Town Board. Guidelines include a recommended process of pursuing and reserving funds for highest priority farmland applications before pursing potential open space applications. LPC member Lillian Ball asked that the minutes reflect that she strongly feels that pursuing open space preservation opportunities are just as important as farmland preservation.
