II.Roll call Louisa Hargrave, Nancy Torchio, Joann Maynard, Frank Purita, Ian VanBourgondien, Denis Noncarrow, Supervisor Russell, Nancy Foote Guest speaker: Mike Verity Also attending: Adam Suprenant, Pat Moore, Chris Baiz, Ali Tuthill III.Discussion Frank asked for thoughts of the previous meeting. All agreed an agenda needs to be set prior to each meeting. Lousia suggested coming in with three constructive ideas. There is a need for more information. There are many different zones, Ag districts, wine zones. Codes are confusing. Scott Russell asked Mike Verity to explain basic parameters of the codes. Zoning basics were discussed: AC Zone 10 acres required (+ 2 acres for residence) for a winery, not specific to grapes. Frank added, Farm Winery is different from license based on volume, tasting room and Chris said that volume wise & source of product, ie: grapes, juice, wine; needs to come from NYS; cap 250,000 gallons. State licenses of farm winery, brewery, et al does not confer zoning rights to holder of license. Town code determines zoning rights. DRS is the same. Land for wine or other agriculture. 10 plus acres, in production for DRS or specifically state other. Adam said a production facility is allowed. Mike Verity added that it will work toward yield. R rate 2 acre zoning basically the same. Winery specifics R-80 or AC zoning with additional criteria Louisa added Halo zone around villages, some are agricultural but still separate. Wineries criteria 10 acres of continuous assumes. R-40 has 1 acre zoing, all agriculture except wineries HD is not permitted, smaller plots RR Resort Residential LB Limited Business, wineries and retail sales on site, does not require 10+ acres, there is no known winery that is LB. There are special exceptions, multiple zones depending on property size. AC 10 acre zone, grapes or agriculture HB Hamlet Business, no production, just selling product, retail store ie: wine bar; retail component, no processing, this zone is more limited GB General Business does not require 10 acres LI Light Industrial 1 acre requirement L10 District does not require 10 acres, 3 acres as a use (winery is a use), some 2 acres pieces are permitted Lot coverage on LI & L10 is generally 40%, restricted by Health Dept and parking requirements, parking will have to be on lots Marine I and Marine II Zones - special exception, restaurant. Allows marine agriculture what a winery is and what they want to see in the code and administer it. The group is trying to manage an industry and promote agri-production. Mike asked what zones do you want wineries in? Louisa thought farm & production. Side by side makes sense. Production outside or away does not make sense. Quality based premise. Estate winery grow and production. Focus on higher quality instead of bringing grapes in from elsewhere. Ag districts state program, Ag zoning Town generated Needs to be Ag district, focus on AC & RA Mark Terry will bring the updated map to the next meeting. Commercial winery Chris explained that these facilities buy and sell grapes, juice or wine. Import wine. Can make unlimited quantities. Premium Wine is a process and sell only facility Adam suggested that the committee take a tour of a winery. Ali Tuttle offered to set up a tour for the group. Scott Russell suggested the committee decide on a definition of a winery and then decide where you want it in the code. Define wineries as Ag or commercial or manufacturer. Frank asked group to give some thought on a definition for next meeting. JoAnn thought the group should consider ingredients for financially successful vineyard/winery as well. The committee will invite Chief Flatley to a meeting to discuss impact analysis and DOT studies. This is not to solve issue but define and to look at certain properties that have problems.
