En-Consultants on behalf of VISHNUDAT SEODAT request a Wetland Permit and a Coastal
Erosion Permit to re-vegetate the existing 35' wide non-turf buffer adjacent to and along the
landward edge of the top of the bluff. Located: 580 Lloyds Lane, Mattituck. SCTM# 1000-99-3-4.2
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the action is CONSISTENT with the below listed Policy Standards and therefore is CONSISTENT
with the LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its si nig 'ficant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town),
If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus, each answer must be explained in detail, listing both supporting and non-
supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and
conditions, it shall not be undertaken.
A copy of the LWRP is available in the following places: online at the Town of Southold's website
(southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local
libraries and the Town Clerk's office.

NATURAL COAST POLICIES

The proposed revegetation of a previously required 35'wide non-turf buffer(Coastal Erosion Management Permit 6360C,5-17-06)will
result in the reestablishment of a vegetated buffer between the maintained lawn and the bluff,which will in turn a)restore the soil
stability and natural erosion control capacity of the area of the property adjacent to the bluff;and b)improve that same areas's ability to
act as a sink for stormwater runoff,thus providing additional erosion protection to the adjacent bluff. The proposed plantings will be
installed by hand without use of heavy equipment or machinery adjacent to bluff. Thus,the project will not cause an increase in erosion
to the proposed or adjacent sites and will help to prevent adverse impacts on the adjacent natural protective features and their functions
and protective values,consistent with Chapter 111 of the Town Code and with Policy 4.
