LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held
Tuesday, June 13, 2017 at 7:00 p.m.

The meeting began at 7:00 p.m. with five LPC members present.
Committee Minutes and Adoption:
Acceptance of LPC meeting minutes from May 16, 2017
MOTION
made by Anne Murray, seconded by Doris McGreevy, to adopt the 5/16/2017 LPC meeting
minutes.
Motion carried: 4/0 (LPC member Lillian Ball could not vote as she was not present for
the May 16, 2017 LPC meeting.)
Land Preservation Applications and Inquiries:
SCTM #1000-100.-2-4 (ROBINSON)
PDR application: Review application
Landowner Roger Robinson met with Land Preservation Coordinator Melissa Spiro on May 22, 2017
at which time he completed an LPC application form for the proposed sale of development rights on
his 34.5 acre farm (SCTM #1000-100.-2-4) on all but two acres around the existing residential home
and accessory structures. LPC reviewed application.
It was suggested that Melissa, along with an LPC member, meet again with Mr. Robinson at his farm
to clarify the proposed easement area and project design prior to ordering an appraisal. Melissa will
provide LPC with an e-mail update of meeting with landowner. In order to move project forward in a
timely fashion, if no significant changes, LPC decided to pre-authorize appraisal and members will
confirm authorization of appraisal upon receipt of Melissa’s e-mail.
MOTION
made by Doris McGreevy, seconded by Anne Murray, to direct Land Preservation
Coordinator Melissa Spiro to commission an appraisal on the Robinson property (SCTM #1000-100.-
2-4) to determine the value of a development rights easement after clarifying the landowner’s
intended project design. Final authorization to proceed will be conducted via e-mail.

SCTM #1000-25.-2-23.2 (ORIENT METHODIST CHUCH)
Peconic Land Trust update
Tim Caufield (PLT) gave update on status of potential purchase of the Orient Methodist Church
building and its property known as Halleluiah Park. PLT’s revolving fund will be used to purchase the
property with repayment potentially coming from private benefactors, local community, Oysterponds
Historical Society, and possibility of State (applied for grant), County and/or Town participation.
Tim to meet with Town Board to discuss possible Town participation with the purchase of a
conservation easement on the open space area known as Halleluiah Park. The easement would
restrict further residential uses and the property would remain open to the public as a park.
Project Status Updates
Land Preservation Coordinator Melissa Spiro gave project status updates on:
Zebroski – 6/6/2017 public hearing held, contract signed, August closing date anticipated

The Roman Catholic Church of the Sacred Heart, at Cutchogue – 6/6/2017 public hearing

Steele – closing date set for Tuesday, June 27, 2017 @ 10am, Land Preservation Dept.

The LPC members entered into
Town Attorney William Duffy provided updates to the Land Preservation Committee regarding items
pertaining to agriculture and preservation.

REVIEW DRAFT GUIDELINES FOR TOWN FARMLAND PRESERVATION PROGRAM
Land Preservation Coordinator Melissa Spiro provided LPC with examples regarding the committee’s
proposed guidelines for ranking farmland applications.
