Dear Members of the Town Board:
We purchased the property at 2800 Youngs Ave in 1999 and have periodically called
and written regarding this same matter. While we live in NYC the majority of the
time, as I am still employed, we intend to make this our permanent residence within
the next two years. My husband, a retired NYPD detective, already spends much
more time in Southold than I.
The town sump adjoins our property and while a new chain link section was put up
on the Youngs Ave side, the majority of the adjoining side has been removed. Very
surprisingly, there still is no chain link fence up along our border, which was taken
down a couple of cleanings ago and NEVER replaced. It had to be removed as trees
and shrubbery had grown through and into it, resulting in the breaking and
damaging of our wooden fence planks. In other works the sump is enclosed by
chain link fence put up by the town on 3 sides only, leaving OUR side, dangerously
exposed and open, with shrubbery and weed trees completely damaging our fence!
The growth of shrubbery and weed trees in the sump leans on our wooden fence
and has damaged our fence adjoining the two properties. We will soon be replacing
the entire fence. However, we cannot do that side because we will simply be
wasting our money. Therefore, we kindly ask that you please address this issue the
soonest. The weed trees inside the sump, alongside the fence, should be up rooted
as their growth will eventually simply create the same problem again.
Additionally, the sump is:
a breeding ground for mosquitos which we all know carry an array of
diseases such as West Nile virus, where senior citizens and children are
mostly put to risk, such as our family which had both; late afternoon and
evening hours it is impossible for us to sit outdoors.
Founders Village, a senior citizen community is located across from us, Tom
& Dale Gratton next to us, etc….
a playground for rodents, raccoons and snakes
aside from all listed above, MOST importantly, improper drainage during
heavier rainstorms make it a sliding danger for cars. We have witnessed this
with all kinds of cars, even fuel trucks, school buses and emergency vehicles
and, have very often heard the screeching tires as they hydroplane by. The
street gets flooded and although a drain has been put on the opposite side of
Youngs Ave, the water simply backs up!
infested with gypsy moths, just as out trees are, we are having our trees and
shrubbery treated this coming Wednesday the 28
th
Cutting the weeds every other year simply does NOT make a proper or safe sump!
This so called sump is nothing more than an excess water receiving area filled with
weeds and shrubbery! Why has it not been grated and packed at the very least?
There are so many things you can do to stop these conditions, the eroding soil on its
sides and the trees that continuously grow up against our fence are unacceptable.
This must be addressed once and for all as it very problematic. Right now, if we lean
up against many parts of our wooden fence adjoining your chain link free side, our
wooden fence will go right into the sump. In the past, when we vigorously
complained regarding this issue, someone even suggested that we should not have
bought property next door to a sump!! Is this an official answer??
We kindly ask that you PLEASE address this condition the proper way to so that we
do not face this matter in the future again!

Not quite sure whether your question is to your fellow board members or myself, but I would say "a properly
maintained sump" is one that drains properly, clear of trees right on the borderline that cause physical damage
to someone else's fence, namely ours, one where the chain link fence was taken down exactly because of its
bad condition and never replaced, although, the crew said they would soon be back!
I am not the one to give the answer, although, in my way I am offering solutions but I can clearly tell you what
the problem is, as its become OUR problem.

Hi Vinny,
Thank you for your quick response.
However one defines "sump", the sump in question certainly has missed cuttings. Two things must at a
minimum be done:
a) please put the chain link fence up again as it had been in the past, on the side bordering our property. The
town already has 3 sides fenced, on the border side 3/4 of it was taken down with the intent to replace. We
were there when it was done, several years ago, but no one has come back to complete it.
b) along the bordering side, please remove, up root, whatever you want to call it, the shrubbery and trees that
are literally up against and damaging our wooden fence. As we are soon to replace the fence all around, we
cannot do that side because of the problem mentioned above. If the machine cannot get to that part of the
vegetation, then, it should be cut manually. While you are cutting the center and whatever the machine
reaches, you are leaving behind what causes the damage! That side cannot be left without a fence, I have
grandkids that come out with us, nor would I want to look at the sump. At the same time our new fence cannot
go up without the town completing this side of the fence, AND, removing the immediate borderline trees. The
previous fence was taken down about 3/4 along the way as trees had grown I to it and through it, again, no one
ever came back to replace it.
As you state, there are two weeks that as much sump maintenance is done in early summer, please schedule to
do this, and, if you wish, either my husband or I would be happy to meet with you or anyone on your staff and
point out the obvious. If you give us a date during the week, we will gladly be there.
We are merely expressing frustration but most importantly safety concerns as well as wasted financial
expenditure.
It is not our intent to be difficult not unnecessarily complaining -- once this issue is properly assessed and
addressed, surely it can be resolved! We love Southold, had vacationed there way before we bought the house,
will eventually become full time residents, have many friends there and do appreciate your concern.
We look forward to hearing from you and hope for a quick resolution, please!

weeks during the early summer and then in the late fall with our front
attachment brush hog and cut done all the vegetation that the machine can get to
and do as many sump/recharge basins as we can. A rainy season makes it hard to
do
