A meeting of the Southold Town Conservation Advisory Council was held Wed., May 10,
2017 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:35PM by Chairman Peter Young.

REPORTS
Chairman Peter Young suggested taking a closer look at the definition of demolition.
OLD BUSINESS
Peter Meeker and John Stein agreed that the monitoring of erosion of bluffs and banks
should be incorporated into the mission statement, rather than amend the position paper.

APPROVAL OF MINUTES
Moved by John Stein, seconded by Greg Williams, to Approve the Minutes of April 12,
2017.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of ELAINE F. NESIN to remove and replace (in-
place and +/-12" higher) existing +/-108' timber bulkhead and +/-8' westerly return with
vinyl bulkhead and return; construct new +/-12' easterly vinyl return; backfill new bulkhead
with approx. 15' cy. clean sand/loam to be trucked in from an approved upland source and
revegetate disturbed naturally vegetated embankment with native plantings; remove and
replace (in-place) existing 4'X 17' fixed timber catwalk and 3'X 14' ramp to floating dock;
and remove and replace (in-place) existing 6'X 1 00' floating dock with 6'X 80' floating
dock, with permanent removal of most westerly 6'X 20' section of floating dock.

The CAC Supports the application, however, requests justification for raising the bulkhead

RESOLVED to SUPPORT the application of ROBERT OXNAM for the removal of the
existing pilings and plywood sheet pilings due to beach and buckling; replace in same
location and size with new wood pilings and steel sheet pilings. Approx. 110' in length
total and no seaward extension.

RESOLVED to SUPPORT the application of CHARLES & MARILYN SOUTHARD to
construct a 4'X 23' wood catwalk, 3'X 8' ramp and 4'X10' floating dock, and for the
removal of five (5) dead trees.

RESOLVED to SUPPORT the application of MAUREEN & JAMES LEVELIS to install a
20'X 40' in-ground swimming pool with brick paver patio and pool drywell, removal of
existing brick patio and installation of 600 sf. composite deck at grade and outdoor shower
adjacent to residence and trimming of existing phragmites for a width of 2' on each side of
existing catwalk on an as-needed basis.

RESOLVED to SUPPORT the application of ROB & BETH ELLIOTT to construct an 18'X
15' two-story addition and install a 6' high privacy fence.

Moved by Greg Williams, seconded by James Abbott, it was
RESOLVED to SUPPORT the application of KATHY HALBREICH to remove existing
5'5"X 6' wood dock and two (2) pilings. Construct 3'X 8' walkway with Thru-Flow decking.
Construct a two (2) step wood staircase to proposed 6'X8' wood frame dock with Thru-
Flow decking and four (4) 6" dia. pilings. Dock is 48 sf. and staircase is 6 sf.

The CAC Supports the application but recommends the tire is removed from the shoreline.
It was also noted that the existing slope is at risk due to erosion.

RESOLVED to NOT SUPPORT the application of PAUL PAWLOWSKI to construct a
dock with boat lift, 5'X 120' with piles and boat lift will be dock mounted with four (4)
support piles.

The CAC does Not Support the application based on the following:
• The proposed width of the dock of 5' does not conform with Ch. 275;
• The proposed dock will block lateral access along the shoreline;
• Boat lifts are not permitted per Ch. 275-11; and
• The proposed structure is too far out into Peconic Bay.

Moved by Greg Williams, seconded by John Stein, it was
RESOLVED to NOT SUPPORT the application of ALAN A. CARDINALE to construct a
construct a communal dock servicing lots 1, 3, 4 & 5. Wooden ramp to 34' fixed wood
dock on an "L", with two 14' ramps landing on two floating measuring 6'X 20' with 8"
pilings to secure floats and tie-off for boat ropes.

The CAC does Not Support the application and questions the number of docks allowed
and which parcels have the right to use the proposed docking facility.

RESOLVED to SUPPORT the application of PETER PSYLOS for the installation of an in-
ground swimming pool, 20'X 40' with 1,050 sq. patio with fence.

The CAC Supports the application and recommends an updated survey depicting the
actual location of the pool.

PENN duPONT SANGER to remove Rosa Rugosa and store for re-planting. Remove
loose smaller stones from top of existing wall. Store for re-use as chink stones filling voids
between larger stones. Add 40-50 stones (10-20 cft. each) to raise existing wall by 2 . A
total of 65' to be raised. Chink new wall with loose stones stored earlier. No work required
at base of wall. Install 70' of woven wire silt fencing after wall construction and before
grading. Pull back existing topsoil. Place 58 cy. of sandy fill. Push back topsoil, replant
stored Rose Rugosa and mulch, and hydro-seed all disturbed areas.

The CAC did not make an inspection, therefore no recommendation was made.
FISHERS ISLAND FERRY DISTRICT C/O RJ BURNS to replace four (4) existing timber
ferry terminal fender piles waterward of the apparent high water line.
Located: North end of Trumbull Drive along west shore of Silver Eel Cove on FI.

The CAC did not make an inspection, therefore no recommendation was made.
John Stein will attend the next regular meeting of the Board of Trustees scheduled for
Wed., May 17, 2017 at 5:30PM.
The next meeting of the Conservation Advisory Council will be held on Wed., June 14,
2017 at 4:30PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:OOPM.
