I am the owner of both properties to the west of his home as well as the Mattituck Airport properties to the north. Collectively, these represent all of the surrounding lots within the extension of Park Ave. I have seen first-hand the fine work that Mr. Pawlowski does with all of his construction projects, including the development of his residence at 100 Park Avenue, which is absolutely stunning. I have also contracted with Mr. Pawlowski for renovation and cleanup work at the Mattituck Airport, the result of which is a significant enhancement to the property and visual appeal for surrounding neighbors. I am confident that a dock installed by Mr. Pawlowski would be constructed with the upmost care and concern for the waterfront properties nearby. As there are other docks, jetties, and bulkheads in the vicinity of the proposed dock, I also believe it would be consistent with the character of the surrounding waterfront community. Please do not hesitate to contact me at 917-572-4957 if you have any questions or if you would like to discuss the proposed dock installation. Sincerel , Stephen Marsh Michael J. Our office received comments via an email from your office dated April 28, 2017. Enclosed herewith for your review, please find (1) original and (3) copies of the following: 1. Revised Dock Plan Set with hydrographical topography performed on April 291h 2. Transactional Disclosure Forms completed by Paul Pawlowski and by L.K. McLean Associates PC. 3. A revised project-description. 4. An aerial showing the project plan dimensioning the various components of the proposed dock project including the nearby dock. (4) Cc: Paul Pawlowski, w/enc. LKMA File Copy w/enc. • Founded in 1950 • L11AA L. K. McLean Associates, P.C. PROJECT DESCRIPTION: The applicant is proposing to construct 124.5 long by 10' wide timber dock structure (single vessel) into the Peconic Bay at 100 Park Avenue in Mattituck,NY(SCTM# 1000-123-07-03). A similar permitted dock exists on the property directly to the west of the applicant's property. The proposed single dock structure would be constructed at a finished elevation (timber decking) of 4.00 that would extend from the existing shore (el 4.00) and extend seaward 124.5 linear feet. No catwalks or ramps are being proposed with this application. All excess material from the installation of the pilings would be removed. The height of all piles are to be flush or level with the decking. All hydrographic topography and landward features are shown on the plan as obtained by.survey on April 29, 2017. There are existing stairs that are situated in the shallow bluff that is supported by beach grass vegetation. No treated wood would be used in the construction of the dock. No disturbance to vegetated area or to the beach area will be required for the construction of this dock structure. The dock will also contain a platform for a proposed boatlift system if allowed by the Board of Trustees. EEIE !"1 M Ay - 1 2017 f Sau001d Tann Board o`Trus e I Cantrell, Elizabeth From: Cantrell, Elizabeth Sent: Friday,April 28, 2017 12:24 PM To: Paul Pawlowski (pawlowskibiz@gmail.com) Cc: DiSalvo, Diane Subject: Missing information from application at 100 Park Ave., Mattituck Paul, As discussed on the phone, there is just too much necessary information missing from your proposed dock application to proceed with it for May's meeting. All of the following is required by Monday, May 1, 2017 in order to be considered for the May 17, 2017 public hearings. What is absolutely necessary in order for this to be considered complete enough for the Board of Trustees is: Transactional Disclosure Form to be completed by you as owner, and one by L.K. McLean Assoc. as your agent. The project description in the application is insufficient. The proposed dock must be described as length by width for each piece of the proposed structure (e.g. proposed LxW lanward ramp leading to a LxW fixed dock...) This updated project description can be done via a cover page. The project plans need to contain a side elevation view containing AHW from most landward end out_passed the end of proposed dock,ALW from landward end out passed the end of proposed dock,; length and width of each piece of dock(landward ramp, fixed dock, boat lift),the entire length of the proposed structure, beach area, and where the beach grass/vegetation begins on beach. A hydrographical survey is required for the look-down view for the average low water levels around the vicinity of the entire proposed dock. The look-down view of the project plan is missing the length and width of each piece of the proposed dock project,AHW line,ALW line, beach area, and existing beach vegetation. Also,we have an aerial depicting various docks within the town, but one of the requirements is showing a look-down view of the proposed dock and any docks next to the proposed (eg.the existing dock to the west). As there is a dock nearby please have a look-down/aerial done showing the proposed dock and the existing dock. Also, I just need to advise you that according to Ch. 275-11C(c) [i]—residential boatlifts, floating for fixed, are prohibited, except in privately owned basins on private property at the discretion of the Board of Trustees. With the submission of the above, your application should be sufficient enough to be able to continue on May's public hearing agenda. Please be advised that the Board has the right to request further information during the application process. Dwyer TITLE Associate DATE 4/12/17 Property : 100 Park Avenue Mattituck Date: 4/13/17 Subject : Proposed fixed Dock Dear Board Members I am submitting this application for the proposed dock mainly to see if it is possible to do and to have an open discussion about this proposed dock. I am aware that this board'is concerned about docks in high energy environments so I respect your thoughts comments;and understanding with this proposal. The reason I would like an open discussion about it is that there is roughly 30 plus docks most of which are residential from'Mattituck to Greenport that are directly into the bay in a high energy enovirment that were approved by Southold town trustees over the years. My neighbor two properties to the West was approved for a fixed dock with a boat lift with many permits along the years to repair and replace as well. I am wondering what they proposed to get their approval and what I may be able to do and come to a compromise with you in order to potentially get this permit. As for high energy areas I understand the concern for the dock to be strong enough , we would build-it strong enough even while using the most environmentally friendly materials that are available, the proposed boat lift would also help environmentally as the boat would not be sitting on the bottom in low tide etc. If the boat lift is not allowed I can still have it so the boat is secure enough. One question I have is isn't a dock into the bay less of an impact then in a creek because the ground is constantly changing anyways? Again I look forward to an open discussion with the proposal Regards Paul Pawlowski APR 3 2011 Sou#'7cic!Tt,t°.n • 1 LKAA L. K.
