I request that the Subject application be disapproved in it's present form., The plan makes an excessive cut into the toe of the bluff's steep pitch aggravating the integrity of the bluff.This is the result of the excessive 16 foot wide deck causing the deep cut into the bluff's toe. A similar En-Consultants 2nd tier bulkhead design, 100 feet away at 9775 Nassau Point Road, resulted in a catastrophic failure in a less acute bluff situation, i.e. lower bluff and less pitch. Refer to Enclosure 4 photos.This design had a 10 foot wide deck. Refer to Enclosure 9. It may even be questionable if a second tier bulkhead is necessary or practical based upon En- Consultant's nearby design failure.The addition of the second tier bulkhead could result in more problems than it proposes to solve with the disturbance destablization jeopardizing the steep fragile bluff. Any future proposal should limit the deck width to 8 feet or less to reduce the bluff toe cut and locate it further away from the property line to mitigate any potential damage to my property. The area of eroded bluff face to be renourished behind the proposed retaining wall will be planted with Cape American beach grass; and any areas of the bluff face disturbed during construction will also be planted with native vegetation. Using the proposed retaining wall as an additional hard stabilization feature in conjunction with vegetative resource enhancement behind the primary bulkhead will improve the long-term stability and vegetation of the bluff face in a shoreline area demonstrated to be vulnerable to bulkhead overtopping and severe erosion during a significant storm event. As an additional project feature,the existing treated timber deck will be removed and replaced with a larger but untreated deck. Thus, as designed,the project will enhance the protection of the bluff, the property's naturally protective feature, against damage from flooding and erosion without significant adverse impact on the adjacent sandy beach or tidal waters of Peconic Bay.
