POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

II. PUBLIC NOTICES
Department of the Army, New York District, Corps of Engineers, request of Kurt
Freudenburg and Janet Latham to construct a pier assembly at Darby's Branch, Mattituck
Creek, Town of Southold. Written comments by November 22, 2002.
New York State Department of Environmental Conservation Notice of Complete
Application of Budd's Pond Marine to expand their existing marina at Budd's Pond on

Shannon, Suffolk County Department of Public Works, re possible solutions for traffic

V. RESOLUTIONS
Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to
speak on the following resolutions.

714. Authorize and direct Town Clerk Neville to advertise for bids for the supply of playground
equipment for the Oysterponds Playground Project.
715. Accept the bid proposal of Robert Bohn Contracting for the supply and installation of 103
sections of wooden guardrail at Norman Klipp Park.
716. Authorize and direct Supervisor Horton to sign the 2003 Program Application for funding
the Southold Juvenile Aid Bureau Program.

Authorize Planning Board members Caggiano, Orlwoski, Sidor and Senior Environmental
Planner Terry to attend a Planning and Zoning training seminar on October 30, 2002 in
Hauppauge.
718. Authorize and direct Town Clerk Neville to advertise for bids for the purchase of two Flail
Mowers.

719. Promote Valerie Maione to the position of Cook at the Nutrition Center.
720. Authorize modification to the 2002 Community Preservation Fund.
721 Authorize modification to the General Fund Whole Town 2002 budget for tax collecting
processing and postage.
722. Grant permission to Mattituck High School "Mattitrack" to use Town roads on November
28, 2002 for a Thanksgiving Day Turkey Trot Race.

Authorize and direct Supervisor Horton to sign a no cost extension agreement with the New
York State Department of Environmental Conservation for the Duck Pond Point and
Horton Point Erosion Project.
724. Authorize and direct Supervisor Horton to execute a third-party sub-license agreement with
the Suffolk County Water Authority.
725. Accept the bid of Colony Truck Center for the purchase of a single axle dump truck for the
Highway Department.
726. Authorize Det. Beth Dzenkowski to attend the Executive Board meeting of the NYS Police
Juvenile Officers Association on December 5-6, 2002 in Binghamton.

Authorize and direct Supervisor Horton to execute a Third Party Sub-License Agreement,
together with Nelson, Pope & Voorhis, with the County of Suffolk allowing Nelson, Pope
& Voorhis the use of our GIS data relating to the moratorium.

Authorize and direct Supervisor Horton to execute an agreement with the Civil Service
Employee Association to help alleviate the Public Safety Dispatcher shortage the Town is
experiencing.
729. Authorize and direct Supervisor Horton to accept the donation of Barry and Miggie Bryan
of a 1987 Chevrolet Blazer to facilitate the non-toxic mosquito program on Fishers Island.

Authorize and direct Supervisor Horton to accept the donation of Edward and Roberta
Trippe of a 1985 Toyota Pick-up Truck to facilitate the non-toxic mosquito program on
Fishers Island.

Authorize and direct Supervisor Horton to hire the firm of Nelson, Pope & Voorhis to
conduct an evaluation pursuant to the State Environmental Quality Review Act (SEQRA) to
address environmental issues regarding the proposed code changes relating to Public and
Private warehousing.
732. Appoint student intern in Town Clerk's office.
733. Grant permission to the Southold Village Merchants to use Main Road from Tuckers Lane
to Boisseau Avenue, Southold, for their "Holiday Parade" on November 30, 2002.
734. Adopt the 2003 Community Development Block Grant and authorize and direct Supervisor
Horton to sign the Project Description form.
735. Accept the resignation of Ronald Smith from the Human Resource Center.
736. Authorize modification to the General Fund Whole Town 2002 budget for Trustees
equipment.
737. Authorize modification to the General Fund Part Town 2002 budget for Zoning Board
equipment.

Accept the certified check from the North Fork Bank as a performance guaranteed applied
to the revised bond estimate for the completion of roads and improvements at "Baxter
Sound Estates".
739. Appoint Sean M. Gillan, Marianne Allen and Joseph A. Santacroce as full-time Police
Officers in the Southold Town Police Department.

hearing on the application requesting a waiver from the provisions of the temporary

Determine that the purchase of development rights of agricultural lands ofElak, SCTM
#1000-115-8-3.3 is an unlisted action pursuant to SEQRA Rules and Regulations and that
there is no significant negative impact on the environment.
744. Approve the purchase of development rights of agricultural lands of John Elak, SCTM
#1000-115-8-3.3.

Determine that the purchase of development rights of agricultural lands of Dickerson,
SCTM #1000-88-1-310 is an unlisted action pursuant to SEQRA Rules and Regulations and
that there is no significant negative impact on the environment.
746. Approve the purchase of development rights of agricultural lands of Parker and Chester
Dickerson, SCTM #1000-88-1-10.
