HomeMy WebLinkAboutLP-04/18/2017 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, April 18, 2017 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough, Chairman Doris McGreevy John Simicich Anne Murray Will Lee Lillian Ball Eric Keil (7:25 p.m.) Members Absent: none Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Tim Caufield, Peconic Land Trust Commencement:  The meeting began 7:07 p.m. with six LPC members present. Committee Minutes and Adoption:  Acceptance of LPC meeting minutes from April 4, 2017 MOTION made by Anne Murray, seconded by Doris McGreevy, to adopted the 4/4/2017 LPC meeting minutes. Motion carried: 5/0/1 (LPC member Lillian Ball abstained as she was not present for the 4/4/2017 LPC meeting) Land Preservation Applications and Inquiries:  SCTM #1000-108.-2-7.1 (STEELE) PDR application: Phase 1 Environmental Site Assessment Report The Phase I Environmental Site Assessment report prepared by Cashin Technical Services, Inc. noted that due to the visible soil staining under the water pump system on the Steele property (1000- 108.-2-7.1), CTS recommended the removal of affected soils and installation of a concrete slab under the pump system. CTS observed evidence of solid waste dumping in an area in the southeast corner of the property where there was a pile of concrete pieces and tree stumps. LPC directed Land Preservation Coordinator to instruct landowner, David Steele, to remedy the issues found prior to setting a closing date.  SCTM #1000-107.-10-9 (MILL LANE ONE, LLC) PDR application: Review status of acquisition offer \[executive session-proposed property acquisition\] EXECUTIVE SESSION. The members entered into LPC members discussed status of Mill Lane One, LLC acquisition offer. END OF EXECUTIVE SESSION  SCTM #1000-35.-2-1, 11, 12, 17.1 (ISLAND’S END GOLF / KING) Updated regarding project negotiation status \[executive session-proposed property acquisition\] EXECUTIVE SESSION. The LPC members entered into Tim Caufield, PLT, gave update regarding negotiation status and his executive session meeting with the Town Board on Tuesday, April 11, 2017. END OF EXECUTIVE SESSION Applications & Inquiries for Uses or Structures on Preserved Property None Stewardship and Management: None General Land Preservation Items:  REVIEW DRAFT GUIDELINES FOR TOWN FARMLAND PROGRAM: PROIORITY CATEGORIES, APPLICATION RANKING, APPLICATION / FUNDING PROCESS AND LPC RECOMMENDATION PROCESS. Land Preservation Coordinator Melissa Spiro presented draft guidelines for Town Farmland Preservation Program pertaining to Priority Categories, Application Ranking, Application and Funding Process, and LPC Recommendation to Town Board Process. LPC discussed and made some changes. LPC members will review draft and continue discussion. Once recommendations are complete, guidelines will be presented to Town Board with the intent that the Town Board will adopt guidelines for the LPC to follow. Next Regular Meeting:  Tuesday, May 16, 2017 The next regular meeting will be held on . No meeting scheduled for May 2, 2017 due to conflicting schedules.
