The civic discovered misuse or neglect of parking permit rules, he said.For example,some town visitors who puichase.a daily permit park at beaches that aren't covered by those permits, Mr. Betsch said. Some per- mits look too similar,he added. "People tell me if it's a permit,it's a permit,"he said. The civic association also pointed out unclear parking signs at beaches and a lack of enforcement. Councilwoman Jill Doherty said she agreed.with Mr.Betsch's findings. She had also looked into the permits around the time the 2017 budget was being put together,.she said. . "We need to tidy it up,make it con- sistent,"she said."It's convoluted.It's all over the place." Ms.Doherty said-she'd like to pro- pose year-round, as-opposed-to sea- sonal, parking stickers and possibly j find a way to charge for use of boat , ramps. Currently there is no cost to use the ramps, but the town has to maintain them. RECEIVED - f A STUDY OF SOUTHOLD TOWN MAR 1 2017 ;B?! .CH, BOAT RAMP, and ROAD END PARKING & PERMITTING Southold Town Clerk Southold Town Clerk February, 2017 Rationale for the Study: Within the KIMcCBCA (Kenney's/McCabe's Beach Civic Association) area are two of the Town's LI Sound lifeguarded beaches as well as numerous designated 'parking permit required"roads and road ends, which like other areas of the Town, at times have been areas of unnecessary parking violations. • REFERENCE: "The Town of Southold provides bathing beaches and recreational facilities and parking areas adjacent thereto at various locations within the Town for the use and enjoyment of residents of the Town of Southold. The Town also has many road ends which provide access,to the water. The use of such facilities by persons other than residents has increased to such an extent that such facilities have become overcrowded, with the result that residents are denied the use thereof. The Town Board therefore declares it to be the policy of the Town of Southold to restrict and regulate the parking of vehicles in the parking areas adjacent to the bathing beaches, road ends and recreational facilities described in this article in accordance with the provisions hereof." -Town Code: Chapter 189, §-1 Policy • AREAS REQUIRING PERMITS: There are seven (7) beach parking areas: (Norman E. Klipp Marine Park, Southold Town Beach, McCabe's Beach, Kenny's Beach, Goose Creek Beach, Goldsmith's Inlet Beach, and New Suffolk Beach.) OF NOTE: "A Town parking permit shall be required only between Memorial Day and Labor Day of each year in the areas designated by Subsection A"[beaches]. -Town Code: Chapter 189, §-2 Designation of parking areas requiring permits, subsection E There are fifty eight (58) road end areas and thirteen (13) boat ramp areas designated as "Parking by Southold Town Permit"only. OF NOTE: A Town parking permit shall be required at all times for parking in the areas designated by Subsections B and ciroad ends and boat ramps] -Town Code: Chapter 189, §-2 Designation of parking areas requiring permits, subsection D OF NOTE: The Town Code does not explain the differing requirements for beaches and roads and beaches are "open" after Labor Day which presents an issue in places like Gull Pond where non- residents to come into town to launch their boats (e.g. scallop season.) • AUTHORIZED HOURS OF PARKING: OF NOTE: The parking of vehicles is hereby prohibited between the hours of 10:00 p.m: to 6:00 a.m. at all of the parking areas designated in § 189-2. [Beaches,Road Ends and Boat Ramp areas] -Town Code: Chapter 189, §-2 Designation of parking areas requiring permits, subsection G 1 � - •*PERMIT;TYPES (See Attachment 1) ' There are multiple types of permits issued by either the Town Clerks Office or at specific beaches. Some of, these permits are issued - as authorized for only %Tfsgedific P bd and others by Calendar Year . q.Some are issued for a specific day and only a specific beach. It seems that these are sometimes not being used properly. OF NOTE: Some permits are similar in appearance. Some have differing areas of vehicle placement. For appropriate enforcement, the permit, the valid period and the place of authorized use needs to be reviewed and carefully scrutinized. • ISSUED PERMIT GROWTH (See Attachment 2): Information provided by the Town Clerk shows the growth of various types of permits issued. OF NOTE: From 2014-2016, there has been a significant growth (an 83% increase) of Daily Permits issued, which by Code are authorized for use only at Klipp Park, Town Beach or New Suffolk Beach and which apparently are being misused at other beaches. • MUNICIPALITY PERMIT COST COMPARISON (see Attachment 3): Reviewing the attachment, each Town has differing subsets and charges. OF NOTE: Riverhead charges a higher daily permit fee pushing people to come to Southold, who then misuse that permit. • ENFORCEMENT Tickets for violations at the seventy-eight (78) permit required areas can be issued by Traffic Control Officers, Patrolman, Marine Patrol/Bay Constables or Code Enforcement. TCO's, are probably the predominant issuer of tickets but whose usual working hours are 8:30-4:30pm. TCO's also have a variety of other duties. (E.g. special events) Justice Court can assist with information "available to the public" which could from a database of information to include types/trends of offenses, recurring locations, and common day of offense as well as common times of offense. This would help in developing a better enforcement plan; however this is not an easy task to accomplish. • CONCLUSIONS, SUGGESTIONS and RECOMMENDATIONS Based on the information gathered, the following are some ideas, suggestions and recommendations for consideration. The intent is to foster the principles of Town Code Chapter 189,§-1 • Beach Permit Requirement and Enforcement Date Change: Presently Memorial Day Monday to Labor Day- Suggest a specific date or at least the Friday before Memorial Day to the Friday after Labor Day. OF NOTE: Riverhead requires permits April 15-November 15th • Institute a Higher Charge for Daily Permits: Closest Town (Riverhead) charges $35 pushing people to Southold (and who appear to misuse the permit) • Confirm Existence of and the Proper Placement of Designated Parking Required Signage 2,/ and Hours of No Parking at both the Town beaches and roads as noted in Town Code §189-213, C, D & G) Tickets issued are being dismissed for lack of proper signage, a waste of TCO and Court time. • Increase the number of TCO's and Vary Hours of Patrol. The only enforcement officers after 4:30 normally are Police Officers. No Parking after 10pm (beaches, road ends and ramps) cannot be addressed properly, while officers must also address their sector requirements. Increased number of TCO's, as part time employees, should not be a contentious union issue. • Issue a Simple Pocket Guide for TCO and Others Issuing Tickets (See Attachment 4) (Ticket forms are booklets.) The attachment provides an example of what a simple laminated card to fit into that booklet could look like. • Change the Appearance or have a Differing Color for Resident and Guest/Lessee Permits They presently are not easily distinguished without close scrutiny.
