Soil Management (2 Weeks)- Prior to the soil management phase beginning,the Town Engineers will inspect the soil stockpile location.The Contractor shall strip topsoil and stockpile in accordance with the project Soil Management Plan and Air Monitoring Plan. During this phase of work, all testing and mitigation shall be done for impacted material. Stockpiles are to be covered and protected as necessary. No scraping of topsoil or grading can begin until the buffers are fully planted or a sufficient buffer has been left in place, as approved by the Planning Board, to provide dust and noise mitigation to residential neighbors. It is noted that testing relative to air monitoring will be ongoing throughout construction as deemed necessary by the project environmental consultant. 8. Rough Grading and Earthwork (6 Weeks) -The Contractor is to perform rough grading of the area of work. This includes earthwork necessary to achieve approximate grades, excavation for drainage reserve areas, bringing the road bed to approximate subgrade elevation. It is noted that all rough grading shall be done to direct stormwater runoff from the construction area to the drainage system in accordance with the SWPPP. 9. Installation of Drainage Facilities (8 Weeks) -The Contractor is to install the drainage facilities including all catch basins, piping drywells, diffusion wells, etc. within the area of work. The applicant believes it would be most beneficial to the neighborhood for all Phase 1 tree removal and relocation, and clearing be completed prior to June 1. Otherwise, such tree removal and relocation, and associated clearing, will need to be put off until August, the height of the summer season, when neighbors are likely to spend more time out-of-doors; and The Heritage at Cutchogue 2 April 11, 2017 WHEREAS, the Planning Board, in their letter to John Wagner, dated March 15, 2017, detailed the items required to be submitted prior to considering this request; and WHEREAS, at their April 10, 2017 work session, the Planning Board reviewed the required items, including the Construction Phasing Plan "PH-1", and documents submitted, as listed in the April 10, 2017 Planning staff report, and agreed to consider the request to complete steps one through six of Phase 1; therefore be it RESOLVED, that the Planning Board hereby agrees to allow the work as detailed in items one through six under Phase 1 on the plan entitled "Construction Phasing Plan PH-1" prepared by Angelo V. Laino, P.E., dated August 6, 2015 and last revised April 6, 2017, under Phase 1, to be completed prior to final site plan approval with the following conditions: 1. The Town Board must accept the Bond Estimate and the Bond prior to work beginning; and 2. The preconstruction meeting and all inspections must be done according to the Construction Phasing Plan; and 3. Notice to neighbors: A certified letter to all adjacent neighbors notifying them that work will begin at the site, and including this resolution, and a copy of the items one through six of Phase 1 as described above; and 4. Limits of this permission: Permission has been granted to complete work in Phase 1 up through tree cutting, clearing, and grubbing of roots. This does not include moving or piling topsoil, cutting or grading road beds, or any other work; and 5. No moving or removal of topsoil; and 6. No grading or pushing soil into piles; 7. The Planning Board will inspect the site prior to clearing, both to confirm the limits of clearing, and to identify any trees that might be able to be left in place outside the buffer, where feasible and in consultation with the applicant. Construction Stakeout (1 Week) — A Pre—construction meeting-is required with Town Engineers and Planning prior to any work. The contractor shall provide survey stake out of limits of work prior to mobilization. An inspection of the work area by the Planning Board and Town Engineers shall be coordinated after the stakeout is complete. After the inspection, construction fencing shall be installed at the limits of disturbance to avoid any unnecessary clearing and grubbing. 2. Environmental Sweeps (1 Week — Once the limits are work are staked out, the contractor/owner shall coordinate environmental sweeps of the areas to be cleared (See Wildlife Sweep Notes on this plan). If determined that there is wild life in the area, they will be relocated to a portion of the site that will remain undisturbed. Otherwise, construction will commence. 3. Mobilization (1 Week) — The contractor will construct the staging area and mobilize all equipment and materials to the site, install temporary traffic control devices and implement any measures relative to the Community Air Monitoring Plan and Health and.Safety Plan. Prior to work, the contractor shall provide three stop signs and painted stop bars as Temporary traffic control at the intersection of Griffing Street and Schoolhouse Road to be maintained until a time when the off—site improvement work is completed. Access roadways and/or temporary turning areas must be maintained throughout construction to prevent access conflicts with all trades contractors and independent site workers 4. Limited Clearing for ESC Installation: Contractor shall perform limited clearing for installation of Erosion and Sediment control measures as necessary. The locations of the ESC measures shall be marked out and-the Town notified for an inspection by the Town Engineers prior to clearing and installation. 5. Erosion and Sediment Control Measure Installation (2 Weeks I — In accordance with the SWPPP and the Erosion and Sediment Control Plan, the contractor will install all silt fence, inlet protection, tree protection, etc. as required prior to the start of any other work. This task may be done congruently with mobilization. 6. Clearing and Grubbing/Tree Relocation and Buffer Restoration (3 Weeks — The contractor shall clear and grub the area of disturbance as well as relocate the trees identified on the Tree Relocation Plan prepared by VHB. All clearing shall remain within the limits of the work for this specific phase and all vegetation cleared will be removed from the site and properly disposed of as necessary. Trees to be relocated will be done so as to minimize the impact to the buffer areas where they will be relocated to. Clearing and grubbing shall not take place within the natural buffer area. This task shall .also include any buffer restoration and supplemental plantings within the buffer provided weather allows. The Planning Board Shall conduct periodic inspections of the site during clearing.
