HomeMy WebLinkAboutLP-04/04/2017 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, April 4, 2017 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough, Chairman Anne Murray Eric Keil Will Lee Doris McGreevy John Simicich Members Absent: Lillian Ball Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Bob Ghosio, Town Board Liaison Tim Caufield, Peconic Land Trust Benja Schwarz, Observer Welcome:  THE LPC MEMBERS WELCOMEDJOHN SIMICICH as the newest member of the Land Preservation Committee, having been appointed by the Southold Town Board (Resolution 2017-307 adopted March 28, 2017) to serve as a member of the Land Preservation Committee for a term to expire on March 31, 2019. Commencement:  The meeting began 7:00 p.m. with six LPC members present. Thank you:  THE LPC MEMBERS THANKED JOHN SEPENOSKI FOR HIS YEARS OF SERVICE MOTION made by Anne Murry, seconded by Will Lee, to enter into the official minutes of the 4/4/2017 Land Preservation Committee meeting, the following acknowledgement and appreciation to John Sepenoski for his 15 years of dedicated service: John Sepenoski, a most valued member of the Southold Town Land Preservation Committee, has resigned from this position as of March 28, 2017. John has given generously of his time and talents in his faithful service to the Town of Southold residents as a volunteer member of the Land Preservation Committee since July 30, 2002, and served as its Chair for ten years, from February 13, 2007 until January 31, 2017. The members of the Land Preservation Committee wish to express their most sincere appreciation and gratitude to John Sepenoski for his hands-on participation, knowledgeable contributions, and whole-hearted dedication that he has provided over the years towards the preservation of open space and farm lands within the Town of Southold. Motion adopted: 6/0 Committee Minutes and Adoption:  Acceptance of LPC meeting minutes from March 21, 2017 MOTION made by Anne Murray, seconded by Doris McGreevy, to adopted the 3/21/2017 LPC meeting minutes. Motion carried: 4/0/2 (LPC member Eric Keil abstained as he was not present for the 3/21/2017 LPC meeting and new LPC member John Simicich could not vote) Land Preservation Applications and Inquiries:  SCTM #1000-107.-10-9 (MILL LANE ONE, LLC) PDR application: Review landowner’s request for extension Land Preservation Coordinator Melissa Spiro gave a status update on the Mill Lane One, LLC project as to her meeting with the landowners on March 24, 2017 at which time landowner’s requested an extension of time to consider LPC’s offers until July 31, 2017. EXECUTIVE SESSION. The members entered into Details of purchase offers discussed. END OF EXECUTIVE SESSION MOTION made by Sam McCullough, seconded by Eric Keil, to grant the request of Mill Lane One, LLC to extend the time period for considering the purchase offer outlined in offer letters dated July 14, 2016 and February 8, 2017, and the amendment to purchase offer dated March 24, 2017, until July 31, 2017, subject to the availability of funding. Motion carried: 6/0  SCTM #1000-35.-2-1, 11, 12, 17.1 (ISLAND’S END GOLF / KING) PLT appointment regarding project negotiation status \[executive session\] Tim Caufield of Peconic Land Trust gave update on proposed preservation options for Island’s End Golf Club and King properties as PLT has been hired by Island’s End to explore preservation options. EXECUTIVE SESSION. The LPC members entered into Tim Caufield discussed potential for Town purchase of development rights easement. END OF EXECUTIVE SESSION Melissa, Tim & Sam will discuss proposed Town purchase of development rights easement at Town Board executive session. Applications & Inquiries for Uses or Structures on Preserved Property None Stewardship and Management: None General Land Preservation Items:  LAND PRESERVATION COMMITTEE DUTIES Overview and review of LPC process of prioritizing PDR applications HOLD for next LPC meeting as Melissa not fully prepared for presentation.  DISCUSS CURRENT ISSUES FACING FARMLAND PRESERVATION County Chapter 8 – Appeal moving forward on County lawsuit. Zoning Code 280A – Public Hearing set for Tuesday, April 14, 2017 on changing Town Code to include and define “Ag” definitions which came out of the Agricultural Advisory Committee. EXECUTIVE SESSION. The LPC members entered into Attorney/Client privileged and confidential information disclosed.
