HomeMy WebLinkAbout03/13/2017 Southold Transportation Commission Southold Town Hall March 13, 2017 Meeting Called to Order: 10:05 AM by Chairman Neb Brashich. Members Present Councilman William Ruland, Town Engineer Jamie Richter, Frank Field, Jim Baker, Jim Kalin, Greenport Rep Derryl Baumer and Tom Fox. Approval of February 13, 2017 Meeting Minutes A motion to approve the minutes was made and was seconded, Future Meetings There will no meeting in May. The next meetings will be on April 10 and June 19, 2017. EETC Update The next meeting will be on April 12, 2017. LIRR – Meeting The meeting scheduled for March 10 was cancelled due to bad weather and will be rescheduled for a date to be announced. The January 26 meeting with representatives of the LIRR, representatives of the five East End towns and state and local legislators was reviewed. Among the preliminary proposals made by the LIRR reps was the possible change of the status of the current early morning weekday eastbound equipment train to Greenport into a revenue train. That train would be repurposed as the “Fisherman’s Train” and would allow passengers to access charter boats from Greenport. It was suggested that input be sought from the Village of Greenport, the North Fork Promotion Council and other North Fork interests to promote that change. Town-Wide Parking Problems – Review Transportation Commission Draft to Town Board Based on the Commission’s previous discussions and suggested solutions, Neb and Heather prepared a discussion memo for the Town Board’s consideration. Councilman Ruland reported that the Mattituck-Laurel Civic Association had scheduled a meeting at the American Legion in Mattituck on March 27 at 6:00 PM and encouraged Commissioners to attend. Greenport Rep Derryl Baumer reported on parking issues in the Village. The revenue derived from code enforcement of parking regulations has exceeded the cost of that employee. He also advised that the value of each parking space in way of a business is worth about $10,000. Neb suggested that the scheduling of hamlet charrettes throughout the Town could provide for useful exchanges on views on the parking issue. Mattituck Traffic Study Jamie Richter reported that the Town had provided preliminary information to Dunn Engineering, NYSDOT and SCDPW for the impending study. The first meeting on that matter is to be scheduled and it is understood that a federal grant may be available for the study. 1 Greenport Update Derryl Baumer reported that the Village will seek to redevelop the MTA-owned parking lot in way of the LIRR station. A grant will be sought to assist with that project. Seasonal No Parking signage on Wiggin Street covering Memorial Day to Labor Day will be considered Jamie Richter suggested that a plan be developed covering a Main Street/SR 25 rebuilding. He estimated that a study would cost about $25,000 and that a federal grant should be sought. Neb observed that the Village and the Town should work together in attempting to solve parking and traffic problems. Public Requests Route 48 and Chapel Lane Sign Request - Greenport The Supervisor’s Office forwarded an email from a concerned local resident requesting the installation of “Dangerous Curve” signage in the vicinity of that intersection. Jamie observed that the issue may be considered as part of the reworking and repaving of Route 48. The request should be forwarded to SCDPW for review and action. Supervisor, Town Board & Town Trustees Requests Weight Limit on Peconic Bay Boulevard Review Request The Supervisor forwarded a resolution by the Town of Riverhead concerning the imposition of weight limits for motor vehicles of more than 16,000 pounds throughout that roadway in the Town of Riverhead. The matter was tabled until the next meeting, pending input from Chief Flatley. Lavender Farm Update – East Marion Councilman Ruland and Chief Flatley attended a meeting with the East Marion and Orient Fire Departments and with the principals of Lavender Farm and its counsel. Lavender Farm was requested to consider a plan for alternative solutions to the parking issue, including a shuttle bus service from the Greenport Polo Grounds and/or the Greenport School District parking lots. The Farm will reduce some growth acreage to increase on-site parking by about 150 slots. Neb will contact Chief Flatley concerning meeting with the Town Board to discuss action by the Town to alleviate the traffic and parking issues. Public Requests Public Transportation – Increased Usage of the S-92 Bus - North Fork A Southold resident’s memo to the Commission suggested that increased marketing could enhance usage of the S-92 bus by seasonal visitors to help alleviate traffic and parking congestion. He cited the success of Winter Park, a town of 999 residents in Colorado, in using local bus service to help in efficiently moving as many as 20,000 winter seasonal visitors. Neb and Jim Kalin will work on a reply to the resident. Jim Kalin reported that Suffolk County Transit had updated fare boxes on the S-92 to accept $20 bills, with a “cash card” issued to the rider showing the balance available for future fares. Neb advised that the Suffolk County Legislature had passed a resolution on November 22, 2016 for a committee to study improved service on the East End. In that regard, Jim Kalin will attend a closed meeting on March 27, 2017 in Hauppauge and will report on the outcome. One of the issues that may be discussed is splitting S-92 service between the North and South Forks at Riverhead. 2 Planning Board Requests Town Comprehensive Plan Issuance of the Transportation & Infrastructure Chapter has been further delayed to later in 2017. Current Transportation Issues - Updates Southold / Greenport Bus Shelters Neb will seek an update from SCDPW. Old Business None. New Business None.
