Called to Order: 10:04 AM by Chairman Neb Brashich.
Members Present:
Supervisor Scott Russell (partial attendance), Councilman Bill Ruland, Chief Martin Flatley,
Frank Field, Town Engineer Jamie Richter, Planning Dep't Rep Brian Cumming, Jim Baker,

Minutes of April 26, 2014
A motion to approve the minutes was made by Jamie Richter, was seconded by Jim Baker and
was carried.
EETC Update
There was no April meeting. The next meeting will be held in June.
Public Requests
Parking on Route 25 by Lavender Farm—East Marion
Messrs. Baum, the owners of the farm, and their counsel, Ms. Moore, thanked the Commission
for its helpful letter concerning the access and parking issues at that venue. The parking plan
has been approved, subject to resolution of the seasonal parking issue, which runs from about
June 20th for about six weeks thereafter.
Although huge crowds are expected at the venue during that period, no limos or buses will be
allowed. Vehicles attempting to exit the venue onto Route 25 often encounter prolonged waiting
times in making turns onto that roadway. Chief Flatley reported that increased police presence
at that venue during the lavender season was problematic. Ms. Moore and her clients departed
the meeting at 10:18.
Signage on Horton's Lane-Southold
As previously reported, an investigation of the situation found the signage to be adequate. The
concerned local resident will be informed accordingly by Highway Superintendent Orlando.
Direction Siqn Request—Art-Antique Shop-Orient
The owner of the Old Orchard Farm Store on Village Lane has inquired about having a direction
sign placed at the corner of Village Lane and Route 25. He will be advised to consult the Town
Clerk's office concerning the permitting process and costs.
Supervisor&Town Board Requests
Parking Issues—Laurel School Building—Mattituck/Cutchogue School District
Clarification from NYSDOT concerning the Commission's request concerning parking issues
and any permitting requirements is still outstanding.
Annual Activities Report Request for 2014
Councilman Ruland reported that Neb's comprehensive report covering the Commission's
accomplishments for 2014 was well received by the Town Board.

Safety Concern on Peconic Bay Boulevard - Mattituck
In response to a request from a local resident concerning the adequacy of lighting on that
roadway in the vicinity of Mattituck Yacht Club, it was determined that the lighting is adequate in
that there are at least four street lights in that vicinity. Chief Flatley will investigate any recent
reports of motor vehicle accidents and home burglaries.
Pedestrian Safety Concerns- Our Lady of Mercy Regional School— Route 25- Cutchogue—
Under Review by the Town Attorney
Neb's letter of May 19, 2015 to the concerned citizens relayed NYSDOT's requirements
concerning traffic control devices at that location:
• The School administration must submit a written official request along with the required
application to the NYSDOT.
• The Town is willing to assist in the application process by providing maps or other
necessary data which may be required.
• The School administration, however, must understand that the maintenance agreement,
as required by NYSDOT, will be the responsibility of the School and not the Town.
Signage Request- Strong's Water Club & Marina- Mattituck
The Supervisor forwarded a request from Strong's to map a path of Smiley Faces on the
sidewalks from the Water Club to the neighboring Love Lane for their clients to follow. The
Town Board has.suggested that if the Mattituck Chamber of Commerce were to propose a
similar request covering all local businesses, that proposal might be entertained. Neb will write
to the MCC advising that any such proposal should cover Love Lane and the Mattituck
Shopping Plaza.
At 10:35, Supervisor Russell joined the meeting to discuss additional issues, as below.
Bus Stop Safety—Vanston Road -Cutchogue
A local resident has complained about vehicles speeding on that roadway at the school bus stop
at Peconic Bay Road. In that regard, Chief Flatley advised that the SPD was considering the
purchase of mobile electronic devices that would capture the speed of any passing vehicle at
any location where the device would be deployed. It is understood that each device will cost
between $4,000 and $5,000 and the Chief will investigate that matter further. In the meantime,
SPD will investigate the speeding issue. Neb and Jamie Richter will also review the matter.
1 st Street Parking—New Suffolk
The Supervisor commented on the large parking problem posed across from Legends by
construction activities and the parking of empty boat trailers. It was suggested that parallel
parking only may be a solution and Chief Flatley will investigate appropriate signage. The
Supervisor also suggested that construction of another boat launching ramp elsewhere in the
western part of Southold Town would help to alleviate the New Suffolk parking problem.
Signage in Memory of Caitlin Doerr—Route 25 and Pike Street- Mattituck
The original request of February 2015 for signage honoring the late Ms. Doerr, a Mattituck High
School graduate who was killed in a Connecticut auto accident in 2014, has been repeated.
"Caitlin's Way"would be in the form of a double street sign on Pike Street at the high school. At
that time, Councilman Ruland suggested that the signage should be placed on the school's
property and the Commission wrote to MHS in that regard. Nonetheless, Mr. Ruland will
discuss the matter again with a School Board member.
Planning Board Requests
Town Comprehensive Plan
The issuance of the Transportation & Infrastructure Chapter has been delayed until 2016.
Signage & Public Parking Designations and Truck Traffic Restriction —Love Lane - Mattituck
The Supervisor reported that NYSDOT has to date not been responsive to the Town's request
that truck weight warning signage covering Love Lane be installed as appropriate on Route 25.
He also advised that MTA had failed to restripe the parking lot in way of the Mattituck LIRR
station. Therefore, the Town Board is considering having the Town take the appropriate action
in each case. The Supervisor departed the meeting at 10:56.
Councilman Ruland suggested reviewing the current signage concerning through trucks on
Love Lane. He also suggested that truck weight warning signage should be placed on the
eastbound side of Route 25,just west of the Mattituck Presbyterian Church, which would warn
those eastbound through trucks that the next left turn could only be made at the next
intersection —i.e. Wickham Avenue.
Heather Lanza and Jamie Richter will investigate the signage issue for the Commission's review
of this traffic safety issue.
Chief Flatley departed the meeting at 11:05.
Current Transportation Issues
Southold/Greenport Bus Shelters
SCDPW is preparing additional construction details for NYSDOT and the Commission awaits
further advice on that issue.
Orientation/.Interpretive Signage Project—RBA Phase II —Proiect Extension in Process
Neb advised that the previously placed signage had been removed.
Meeting with SCDPW Chief Engineer-April 22nd
CR 48 & Cox Lane Roundabout—Mattituck—.
John Stype of Legislator Krupski's office, SCDPW Chief Engineer Bill Hillman and his
assistant met with Neb and Jamie Richter on that date. Mr. Hillman advised that the
estimated cost of the project was between $4 and $5millon and that no funding was
available for the project.
Lane Reduction- CR 48&Tucker Lane—Southold
At the same meeting, Mr. Hillman advised that, to alleviate the "squeeze" at that
intersection, re-striping is being considered to move the lane reduction a somewhat
further to the west of the intersection.
Roundabout CR 48 & Route 25- Greenport
That project is subject to the receipt of a NYSDOT grant.
Tum Issues—Sound Ave Eastbound on to Old Sound Avenue - Mattituck
Installation of a No Turn on Red signal at that location is under consideration.

Hamlet Meetings—Town of Southold
Councilman Ruland reported on the following issues raised by residents:
Crosswalk on Route 25 at Southold Pharmacy-Southold
As Route 25 is a NYS road that is an issue for the NYSDOT to decide.
Traffic Light at Route 25 at Cross Sound Ferry-Orient
It was suggested that a traffic light regulating exiting traffic(as is the case at CSF's New
London Terminal) might be useful. As Route 25 is a NYS road that is an issue for the
NYSDOT to decide.
New Suffolk Avenue and Route 25 - Mattituck
• Dangerous Crosswalk
Requires NYSDOT investigation and approval.
• Right Turn Lane from Route 25 Eastbound onto New Suffolk Avenue at Handy
'Pantry
Requires NYSDOT investigation and approval.
• Right Turn Lane onto Route 25 Eastbound from New Suffolk Avenue at Handy
Pantry
Jamie Richter will investigate and report on this issue.
LIRR Parkinq Lot- Mattituck
The handicapped parking sign has been knocked down for over a year. As advised
above, the Town will restripe the entire lot. Jamie Richter will follow up with the Highway
Superintendent about both issues.
Bicycle Traffic- Mattituck
To alleviate the problem of random bicycle parking on Love Lane, the MCC should qa
requested to fund the installation of bike racks qp Town right of way.
Business Dumpsters— Love Lane—Mattituck
Business owners should remove their dumpsters onto their own properties.
Pike Street Parkinq Lot- Mattituck
The Town is in the process of acquiring that lot and will address parking issues when the
acquisition is completed.
Signage on Love Lane- Mattituck
The signage is thought to be well-placed but too small in size. The Highway
Superintendent will follow up as necessary.
Next Meeting
The next meeting will take place on June 22, 2015 at 10:00 AM in the conference room at Town
Hall.

Dear Mr. Strong:
This is in response to your April 24, 2015 letter to the Town Board which was
forwarded to the Transportation Commission for action regarding a proposed
sidewalk'mapping project on Love Lane.
The Commission discussed this proposal during our monthly meeting on May
26th. One of our major concerns involved pedestrian crossings on Route 48
without any traffic control in place.
However, there was general agreement that the Town might be willing to
consider such a project should the Mattituck Chamber of Commerce spearhead
the involvement of all businesses on Love Lane and the Mattituck Shopping
Plaza-in this undertaking.

Dear Southold Town Board, TOWN OF SOUTHOLD
I would like to ask for your approval on a project that will enrich Mattituck businesses as well as help to
keep our clients safe. We would like to map a path of smile faces on the sidewalks from Strong's Water
Club to neighboring Love Lane for our clients to follow. Last season we had over 3000 clients join us by
boat from allover Long Island and Connecticut, this year we are expecting more. With all the added foot
traffic we want to make sure our clients have the most direct and safest path to the businesses on Love
Lane and surrounding areas. And it adds a little bit of fun to the walk!
I have already spoken to Vincent Orlando, Superintendent of Highways and he is on board as well as the
Mattituck Chamber of Commerce. The cost of the project would be covered by Strong's Water Club as
well a's_maintaining the smile face appearance in future years.
I feel this would make a lasting impression on our Strong's clients about the North Fork remembering the
fun walk that they had to Love Lane and the rest of Mattituck town.
I have enclosed a map of the route where the smile faces would be located. We would like to have your
approval so we may get this done before the busy season starts.

Dear Mr. Burns:
This is in response to your recent letter to Supervisor Scott Russell which was
forwarded to the Transportation Commission for action regarding safety concerns
on Peconic Bay Boulevard in Mattituck.
It should be noted that the Town has adopted a "dark sky code" policy which calls
for a reduction of street lights throughout the town.
Nevertheless, we discussed the request for additional lighting over the course of
two monthly meetings and visits to the indicated site. It is our conclusion that the
existing lighting in this location —4/5 lights— is presently adequate.

Hello Scott:
I'm writing to get your help with a safety concern here on Peconic Bay Blvd in
Mattituck.
I have spoken to the department responsible for putting lighting on the roadway
and although they understand the problem can't move forward without board
approval.
The concern is that the curve in the road is so poorly lit it has caused many
incidents,one a fatal motorcycle accident,but also 4 or 5 mailbox knock overs but
what has us most concerned is the burglaries to our homes over the years including
a home invasion 2 winters ago which could have been avoided with lighting because
the criminals were trying to empty the house onto the driveway and then get their
car to drive away.
The police responded as best they could but also shared our concern with the dark
blind spots that even they have trouble with.

Dear Ms. Billinghay:
This is in response to your May 6, 2015 letter to Supervisor Scott Russell which
was forwarded to the Transportation Commission for action regarding safety
concerns along Vanston Road.
It should be noted that the Commission, police and highway department were
involved trying to find solutions to the safety concerns (lack of adequate speed
and stop signs) raised at the intersection of Vanston & Nassau Point Roads in
February/March 2011. The Nassau Point Property Owners Association was
requested to adjudicate in favor of signage at this location given that all residents
had to approve this undertaking. However, no agreement on this issue was ever
reached.
Given past history as well as neighbors' confrontantial reactions to any proposal
as indicated in your letter, the Commission has decided to pass the action to the
Town police for surveillance and speed enforcement of the area.

Dear Mr. Russell,
I am a resident and neighbor on Vanston Road in Nassau Point. I welcome you and your
family to the neighborhood, a neighborhood that has so much to offer families.
I am writing to capture your attention on a matter that is extremely close to my heart,
SAFETY. My concern is the safety of my children, all children and any adults who
choose to walk along Vanston Road.
As you know, as;ore drives up Vanston Road and veers right at the island where Little
Peconic Bay Road intersects there is a school bus stop for the Mattituck Cutchogue
school district. Unfortunately this intersection is also a blind spot.
Walking to and from the bus stop is an essential part of my children's lives. Judy
Passiglia, Transportation Department Head for the district evaluated our stop and
concluded the bus in not capable of turning around at any location beyond this point on
Vanston due to the dead end and narrow road. Bus driver Brian agreed to stop at the far
corner of this intersection to help minimize danger while we are waiting for the bus.
However, we still have to walk along the road to get to and from the stop and I fear for
my children's safety.
I must be candid with you, I regularly approach construct vehicles to ask that they drive
slowly and I have called Southold Police which unfortunately resulted with neighbors
who speed becoming highly confrontational.
It is impossible for me to walk to and from the bus stop without living in fear of the cars
and trucks that could potentially fly around the corner at any moment. A freedom of
enjoying a walk in a neighborhood I pay taxes to live should not be jeopardized due to
careless offenders. I witness vehicles traveling well above the speed limit daily and the
problem gets worse in the Spring and Summer when activity in the area increases.

Perhaps we can find a solution, such as speed bumps, a flashing light or a speed camera
to issue electronic tickets...anything to turn around this ridiculous pattern of speeding.
The closest sign"Caution Children at Play" is not catching any attention. I want my
family and others to enjoy the outdoors safely.
I look forward to hearing from your department and welcome any time you may have
available to discuss solutions for our neighborhood.
