HomeMy WebLinkAboutLP-03/21/2017 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, March 21, 2017 at 6:00 – 7:30 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough, Chairman Anne Murray Lillian Ball Will Lee Doris McGreevy Members Absent: Eric Keil John Sepenoski Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Tim Caufield, Peconic Land Trust Commencement:  The meeting began 6:05 p.m. with five LPC members present. Committee Minutes and Adoption:  Acceptance of LPC meeting minutes from February 21, 2017 MOTION made by Will Lee, seconded by Anne Murray, to adopted the 2/21/2017 LPC meeting minutes. Motion carried: 4/0/1 (LPC member Lillian Ball abstained as she was not present for the 2/21/2017 LPC meeting)  Acceptance of LPC meeting minutes from March 7, 2017 MOTION made by Lillian Ball, seconded by Anne Murray, to adopted the 3/7/2017 LPC meeting minutes. Motion carried: 4/0/1 (LPC Chairman Sam McCullough abstained as he was not present for the 3/7/2017 LPC meeting) Land Preservation Applications and Inquiries:  SCTM #1000-69.-1-8 (ZEBROSKI) PDR application: Appraisal review \[executive session\] EXECUTIVE SESSION The LPC members entered into Appraisal reviewed. END OF EXECUTIVE SESSION MOTION made by Sam McCullough, seconded by Lillian Ball, to grant permission to Land Preservation Coordinator Melissa Spiro to share information within the appraisal with landowner, Bill Zebroski, and his attorney. Motion carried: 5/0  SCTM #1000-107.-10-9 (MILL LANE ONE, LLC) PDR application: Review of current purchase offer and request for extension \[executive session\] EXECUTIVE SESSION The LPC members entered into Land Preservation Coordinator Melissa Spiro reviewed pending purchase offers extended to Mill Lane One, LLC and landowners request for extension of time to response to Town’s offer. After a careful and lengthy deliberation, LPC made the following motions. END OF EXECUTIVE SESSION MOTION made by Will Lee, seconded by Lillian Ball, (1) to deny the request of the landowner, Mill Lane One, LLC, to increase the amount of the alternate purchase offer presented to landowner on February 8, 2017. Both the original offer outlined in the July 14, 2016 purchase offer letter and the alternate purchase offer letter of February 8, 2017 are to remain in effect; (2) that the LPC does not support the request of the landowner to change the concept plan to include an area by CR 48 for a farm stand; and (3) that the LPC would support a design change involving a small increase (maximum 1 acre) of the proposed 2± acre Reserve Area that would result in a maximum of a 3-acre Reserve Area and a decrease in the size of the area being offered for the development rights easement. The extended per acre purchase price, and the extended per acre alternate purchase price, and all conditions associated with each purchase offer would remain the same. The only change would be allowing the size of the Reserve Area to increase from 2± acres to a maximum of 3 acres. Motion carried: 5/0 MOTION made by Anne Murray, seconded by Will Lee, to grant an extension until April 30, 2017 to allow time for landowner, Mill Lane One, LLC, to respond to the purchase offer outlined in offer letters dated July 14, 2016 and February 8, 2017. Motion carried: 5/0 Applications & Inquiries for Uses or Structures on Preserved Property None Stewardship and Management: None General Land Preservation Items:  LAND PRESERVATION COMMITTEE DUTIES Overview and review of LPC process of prioritizing PDR applications (If time permits) Not discussed due to time constraints.
