LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held
Tuesday, February 21, 2017 at 7:00 p.m.

Commencement:
The meeting began 7:01 p.m. with four LPC members present.
Committee Minutes and Adoption:
Acceptance of LPC meeting minutes from February 7, 2017
LPC member Doris McGreevy suggested revision to minutes. Minutes not adopted since no quorum.
HOLD - No quorum
Land Preservation Applications and Inquiries:
SCTM #1000-69.-1-8 (ZEBROSKI)
PDR Application – Review status and authorize update to appraisal if applicable
Land Preservation Coordinator discussed LPC condition prohibiting the excluded area from
residential use with potential buyer. Buyer requested that LPC reconsider this condition. LPC
acceptable to removing the condition.
MOTION
made by Anne Murray, seconded by Will Lee, to direct Land Preservation Coordinator
Melissa Spiro to commission an updated appraisal on the Zebroski property (SCTM #1000-69.-1-8) to
reflect the exclusion of a 2± acre area in the southeast corner with restrictions prohibiting subdivision
of the area from the land subject to the easement. There will be no restrictions on the excluded 2±
acre area other than those imposed by Town Code.

SCTM #1000-107.-10-9 (MILL LANE ONE, LLC)
PDR Application: Review status and authorize update to appraisal if applicable
Peconic Land Trust Vice President Tim Caufield presented update on Mill Lane One, LLC project and
proposed negotiations with a potential buyer of the property. LPC members expressed different
potential concerns regarding proposed excluded area and potential for neighbor/farm impacts. LPC
noted that current offer may not be extended after the March 31, 2017 expiration date. LPC
suggested that potential buyer have more detailed discussions with Planning as to their proposed use
of the property before bringing back to LPC for review of conceptual plan.
SCTM #1000-109.-1-10.1 (McCALL inquiry)
PDR Inquiry: Review design proposals
No discussion.
SCTM #1000-51.-6-4 (Inquiry)
Open Space inquiry
The LPC reviewed inquiry pertaining to property for sale identified as SCTM #1000-51.-6-4 for
preservation purposes. Property includes a significant swale and wetland area, and is in close
proximity to Long Creek; however, it is not adjacent to, or in the vicinity of, other preserved lands.
MOTION
made by Anne Murray, seconded by Doris McGreevy, that an open space purchase of
property identified as SCTM #1000-51.-6-4 was not found to be in the best public interest and LPC
does not recommend the Town pursue this property for preservation purposes at the listed price.

SCTM #1000-51.-6-3.8 (Inquiry)
The property identified as SCTM #1000-51.-6-3.8 being approximately 8.6 acres is for sale. A
potential buyer has inquired as to any interest the Town may have in purchasing the development
rights. LPC discussed the property and noted that it is not adjacent to other preserved properties, yet
is adjacent to a significant amount of residential properties. The LPC concluded that this property
would not be recommended as a priority farmland PDR.

Prepare initial recommendations to Town Board
Land Preservation Coordinator Melissa Spiro presented draft chart she prepared for LPC review
relating to draft LPC duties. The initial chart pertains to farmland acquisition stages only. Chart will be
circulated to LPC members for review and continued discussion.
