A meeting of the Southold Town Conservation Advisory Council was held Wed., February
8, 2017 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:30PM by Acting-Chairman Greg Williams.
PLEDGE OF ALLEGIANCE
REPORTS
John Stein and Caroline Burghardt attended the Board of Trustees regular meeting on
Wed., January 18th. Michael Domino is now the President of the Board of Trustees and
John Bredemeyer is the Vice-President. The meeting was a good learning experience and
overall business as usual. Greg Williams added that one particular application had two
existing docks on one property.
OLD BUSINESS
Peter Meeker is continuing to gather information for a position paper. He will have a draft
prepared for the March meeting.

Greg Williams will follow-up on the Cornell living shoreline project and report back in
March.
NEW BUSINESS
Peter Meeker suggested the CAC include money in the 2017 budget to advertise in the
Suffolk Times Green Guide.
John Stein attended a meeting at the Suffolk County Community College with the North
Fork Environmental Council and Cornell regarding a proposal for a man-made island in
Mattituck Creek. The purpose of the project is an effort to bring back spartina grasses and
aquatic wildlife. The Board of Trustees suggested the CAC participate in this project.

2017.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Peter Meeker, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of LISA GILLOOLY for the existing split level
frame dwelling; four season sunroom; existing waterside deck w/waterside steps to grade;
landward side deck; westerly paver walk; easterly wood walk and steps; existing in-ground
swimming pool with pool equipment on concrete slab; existing propone tanks; westerly
wood retaining wall; easterly wood retaining wall; existing at grade patio; and existing
gravel driveway. Construct a new garage with storage above; proposed patio on grade;
proposed retaining wall 120 If.; proposed gravel driveway; install four (4) drywells to
capture and recharge stormwater generated from dwelling; install two (2) drywells for pool
backwash; reline and elevate existing pool; and deposit 1000 cy. of clean fill to achieve
required elevation for future septic system.

RESOLVED to SUPPORT the application of STEPHEN & CHARLOTTE WAGNER to
construct an elevated, fixed timber dock, consisting of a 4'X 49' fixed timber catwalk with a
seasonal 4'X 12' access ramp at its landward end; a TX 14' hinged ramp; a 6'X 20'

floating dock secured by (2) 2-pile dolphins (10" dia.); and two (2) 10" dia. tie-off pilings
located approx. 16' to the north of the float.

RESOLVED to SUPPORT the application of JOHN & MARGARET KREPP & RICHARD
& DOROTHY ROM for the removal of the existing deteriorated 4'X 30' w/1 O'X 8' wood pier
and replacement with new 4'X 28' w/10'X 12' fixed pier in same location as existing. New
pier to have flow-thru decking on 4'X 28' section of existing wetlands.

RESOLVED to SUPPORT the application of CHRISTIAN BAIZ to repair the existing
concrete seawall; install a proposed bulkhead return back to the secondary retaining wall
within the southeastern corner of the property; install a bulkhead return off the northern
terminus of the existing seawall within the northeastern corner of the property; install a
secondary bulkhead/retaining wall located 15' landward of existing concrete seawall
comprised of vinyl sheathing; deposit 700 cy. of clean fill obtained from an upland source
between the concrete seawall and proposed secondary bulkhead, grade and groom
same, and plant with native plantings; and relocate the existing shed situated within the
northeastern section of the property to the southwest to a minimum distance of 100' from
the concrete seawall.

RESOLVED to SUPPORT the application of BEXSTOREN, LLC to construct a 14'X 16'
screened porch addition to existing one-story dwelling with 5'X 6' landing and 6' wide
steps to grade; demolish and remove existing upper and lower attached decks and steps,
reconstruct-143 sf. portion of lower deck situated seaward of existing swimming pool, and
construct new, reconfigured lower and upper decks connected by 12'X 12' landing and
steps; remove existing pool house and roofed over deck, and construct new 8'X 12' pool

house with attached 4'X 8' outdoor shower and 8'X 16' roofed over deck; remove existing
pool house leaching pool and install a new, upgraded sanitary system for proposed pool
house and existing dwelling. Install new pool equipment, pool enclosure fencing and pool
drywell; install drainage system of leaders, gutters and drywells; remove 30 If. of existing
wood retaining wall, reconstruct existing wood retaining wall; construct 40 If. of new 18"
high stone retaining wall; remove existing brick walkway and step and construct 84 sf. on-
grade masonry walk with wood steps; remove existing on-grade walkway and steps and
construct portion of proposed 646 sf. on-grade masonry walkway; replace existing
masonry walk and steps to existing dock with 4.5' wide dry laid masonry slab steps; and
establish a 10' wide non-turf buffer adjacent to the tidal wetlands boundary.

RESOLVED to NOT SUPPORT the application of THE ESTATE OF GRACE LEWIS to
construct one 45' low-profile jetty and one 60' low-profile jetty.

The CAC does Not Support the application based on the following:
• No new jetties in accordance with Ch. 275;
• Requires a littoral drift analysis;
• Requires a coastal maintenance and erosion plan to see where sand will be
encapsulated;
• Requirement of four drywells at the top of Rogers Road with two additional overflow
drywells; and
• Stormwater run-off draining from garage gutters onto driveway and into the street
off of the Latham property, should be addressed.

RESOLVED to SUPPORT the application of PARADISE POINT ASSOCIATION c/o
Douglas Ciampa to construct a bulkhead extension to prevent further erosion to the
immediate shoreline, which threatens the existing Road utilized by the Paradise Point
Assoc. to access the shoreline. The proposed bulkhead is to measure 42' in overall length
and comprised of vinyl sheathing, two sets of timber walers, two sets of timber clamps,
timber pilings, deadmen and tie-rods. The eroded area landward of the proposed
bulkhead extension is to be backfilled (40 cy.) with clean sand obtained from and upland
source, graded and groomed.

RESOLVED to SUPPORT the application of TODD FREED & EDITH WEBSTER-FREED
to construct an 18'X 37' swimming pool, 10'X 37' on-grade masonry pool patio, and 464 sf
of on-grade masonry terrace on waterside of existing dwelling; remove seven (7) existing
trees from vicinity of proposed swimming pool, including one oak tree to be relocated and
replaced in new location; install a drainage system of drywells to collect swimming pool
discharge and surface water run-off from proposed patio surfaces; install pool enclosure
fencing with gates; remove existing flagpole from area of natural vegetation; abandon
existing path to beach and establish new 4' wide path through natural vegetation to beach;
and install various landscape design features, including 18" high landscape wall, stepping
stone walkways, planting beds, and hedgerows.

The CAC Supports the application, however, questions the setbacks of the pool and the
close proximity to Great Peconic Bay.

RESOLVED to SUPPORT the application of RANDI & FRED SILBER to replace the
existing foundation inkind/inplace in front yard and construct second floor addition; new
windows, siding and doors. Construct 5'X 15' covered porch, 5'X 13.2' storage addition,
13'4"X 13'11" master bathroom addition, new pervious brick on sand patio and walkways
around house, and a 10' non-disturbance buffer adjacent to the bulkhead and install new
water and electric lines to the existing dock.

RESOLVED to SUPPORT the application of IOANNIS ZOUMAS to construct a docking
facility consisting of a 4'X 46' open grate catwalk with stair access on the landward side;
3'X 15' ramp and a 6'X 20' floating dock. Catwalk to be supported by (12) 12" dia. piles
and elevated a minimum of 2.5' over grade/MHW. The float is proposed to be supported
by (2) 12" dia. piles and chocked 18" off the bottom of the creek.

The CAC Supports the application with the Condition of a non-turf buffer and the total
length of the docking facility is shortened. The proposed docking facility exceeds 1/3
across the width of creek and will impede navigation.

RESOLVED to SUPPORT the application of CAROLYN AMEEN to remove existing fixed
dock, ramp, float and piles and to construct a 4'X 88' fixed dock with the first 25' landward
end constructed utilizing Thru-Flow" decking, 2.5'X 12' ramp and 6'X 20' float.

RESOLVED to SUPPORT the application of PETER HAACK to construct a two-story
dwelling and attached garage with a footprint of 1,369 sf. and a 94 sf. deck with steps to
grade. Install a pervious driveway, sanitary system, and two (2) drywells.

Greg Williams will attend the next regular meeting of the Board of Trustees scheduled for
Wed., February 15, 2017 at 5:30PM.
The next meeting of the Conservation Advisory Council will be held on Wed., March 15,
2017 at 4:30PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 5:40PM.
