HomeMy WebLinkAboutLP-02/07/2017 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, February 7, 2017 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough, Chairman Anne Murray Doris McGreevy Eric Keil Lillian Ball Members Absent: Will Lee John Sepenoski Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Bob Ghosio, Town Board Liaison Tim Caufield, PLT Vice President Commencement:  The meeting began 7:08 p.m. with five LPC members present. Committee Minutes and Adoption:  Acceptance of LPC meeting minutes from January 24, 2017 MOTION made by Eric Keil, seconded by Lillian Ball, to adopt the 1/24/2017 LPC meeting minutes. Motion carried: 4/0/1 (LPC member Anne Murray abstained as she was not present for the 1/24/2017 LPC meeting) Land Preservation Applications and Inquiries:  SCTM #1000-107.-10-9 (MILL LANE ONE, LLC) PDR Application: Purchase offer extension MOTION made by Eric Keil, seconded by Doris McGreevy, to grant an extension until March 31, 2017 to allow time for landowner to respond to the original purchase offer extended to Mill Lane One, LLC as outlined in the July 14, 2016 LPC offer letter or LPC’s alternative offer made when landowners request to have a condition removed from original offer was consented to by the LPC. Motion carried: 5/0 Tim Caufield, Peconic Land Trust, gave update on his discussions with a potential purchaser for the Mill Lane One, LLC property and conceptual design and potential use of the property. LPC discussed conceptual design. Tim and Melissa will continue working with landowners and potential purchaser to facilitate the preservation application.  SCTM #1000-114.-14-17 and 18 Correspondence from Mattituck-Laurel Civic Association Correspondence was received from Mattituck-Laurel Civic Association recommending that Town pursue a purchase of open space properties (SCTM #1000-114.-14-17 & 18) for a village green in Mattituck. Correspondence went to Town Board also and Bob Ghosio said this would be discussed by Town Board. Applications & Inquiries for Uses or Structures on Preserved Property None Stewardship and Management:  DRAFT COMMUNITY PRESERVATION FUND MANAGEMENT AND STEWARDSHIP PLAN 2017 Review/Recommendation to Town Board Land Preservation Coordinator Melissa Spiro presented drafted Community Preservation Fund Management and Stewardship Plan 2017. Melissa will present 2017 Plan to Town Board at its work session on Tuesday, February 14, 2017. General Land Preservation Items:  LAND PRESERVATION COMMITTEE DUTIES Review applicable Code Sections Prepare initial recommendations to Town Board Land Preservation Coordinator Melissa Spiro provided hand-out of applicable Code Sections in regard to Land Preservation Committee duties for LPC review. Discussion will continue at next LPC meeting.  2016 YEAR END 2016 completed projects o Pending project update \[executive session (contract/purchaser offer)\] o Community Preservation Fund and Financial Status o Land Preservation Coordinator Melissa Spiro presented 2016 year end review of completed projects, pending projects, and CPF financial status.  COUNTY LAW TO ENSURE CONTINUITY OF FARMLAND PRESERVATION & AGRICULTURAL PRODUCTION IN SUFFOLK COUNTY Chairman Sam McCullough gave report on County Legislature public hearing meeting that he attended (did not attend representing LPC) earlier this date regarding the proposed County Law.
