Re: Stanley and Joan Keatinq;
118-4-14.2
Dear Sir:
The referenced permit was issued on 1/28/93, "grandfathering"
the existing bulkhead, stairs, and platform, and the necessary
repair and reconstruction after the 12/11/92 storm. The
request was submitted by Environment East; it is not clear to
me whether or not all of tbs desired work is covered by the
submission.
The situation before the storm is shown in the attached copy
of a survey by Frank Barylski. In addition, although it did
not exist at the time of the storm, there was at one time a
flight of stairs from the top of the bluff as shown in the Van
Tuy! 8/1/72 survey.
The property shown in the Van Tuyl survey has been subdivided,
and the Keatings purchased Lot No. 70. The Burnside heirs,
owners of Lot No. 69, have denied the Keatings access to the
previously existing walk (Barylski survey). It is necessary,
therefore, that an upper flight of stairs be constructed as
shown in the Environment East Plot Plan, 1/14/93, as annotated
by me on 5/13/93, including the stairs shown to have existed
at the time of the Van Tuyl survey.
This clarification is for your files. I assume that
grandfather provision would cover the upper stairs.
is any problem, please let me know.
