A Regular Meeting of the Southold Town Board was held on May 21, 2002, at the Southold High
School, Southold, New York. Supervisor Horton opened the meeting at 1:00 P.M. with the Pledge of
Allegiance to the Flag.

SUPERVISOR HORTON: I want to commend you all first and foremost because when you came
through the door you all walked to the front of the auditorium, I saw nobody go up to the very back
seats, I'm impressed. I think that is standard procedure when we come into an auditorium for an
assembly. So thank-you for coming right up front and I think this is an interesting opportunity, not
only for me and for the Town Board but I hope it will bear fruit and be of interest to you. I know a
number of you are...how many seniors do we have in the room? Are most of you from government
participation class or senior seminar of some sort? All right, great. What I will do at the end of the
agenda after we have run through the resolutions, I'll open the floor to you for questions. One thing I
think that you will find, one thing that was very disappointing for me when I got involved in
government in military service was that things have a procedure, things take time and there is an awful
lot of thought that goes into ideas before they are put into our agenda for example, to be voted on.
There is an awful lot of work that goes into each and every item that is being voted on. So I think that
what you will see here today is a part of that procedure that may at times seem monotonous or arduous
or slow. The thing to keep in mind and hopefully at the end when we open up the Town Board you
will see a bit of what goes into the Town Board dealing with in regard to resolutions that are on the
printed agenda. I hope this will be fruitful for you. If you get bored step to the podium, say your name
let us know and we will see what we can do to make it a little more interesting for you. For the record,
this is the first time I have ever worn a suit and tie in any High School. Could you please rise and join
with me in a pledge to the flag. Thank-you. At any point if any of the Town Board members want to
chime in with something that you feel should be pointed out, please do so. You notice on the printed
agenda we have various reports, public notices and communications. If any of you, any members of
the public would care to access the reports, public notices and communications they are on file at the
Town Clerk's office. You may do so at any time five days a week between 8:00 and 4:00. You'd
better get there by 3:30.

SUPERVISOR HORTON: As well we ask that if members of the community, members of the public
would like to address the Town Board with regard to the printed agenda that are resolutions to be voted
on today, you may do so prior to the reading of the resolutions. I ask that when you do that, you step
to the podium at the front of the auditorium, speak in to the microphone stating your name and your
place of residence. After the dealing with the resolutions, I then open the floor up to the public for any
commentaries and questions to the Town Board in regard to Town related business.

RESOLVED that the following bills be and hereby are ordered paid: General Fund Whole Town bills
in the amount of $130,471.03; General Fund Part Town bills in the amount of $12,048.15; Highway
Fund Whole Town bills in the amount of $5,831.77; Highway Fund Part Town bills in the amount of
$6,636.63; Capital Projects Account bills in the amount of $370.80; Landfill Cap & Closure bills in the
amount of $477.77; Community Preservations Fund (2% Tax) bills in the amount of $3,000.00 and

COUNCILMAN MOORE: Let me just explain real fast, the Town Board gets a bunch of bills and
believe it or not, we have the responsibility of going over a computer printout to approve a payment of
the bills that come in. We can't leave it to someone else just to take care of. So this vote approves a
whole raft of bills that came in the last two weeks.

SUPERVISOR HORTON: If we could hold that for just for a moment, we will offer the floor to the
public and before doing so, forgive my rudeness in not introducing my colleagues. I am Supervisor
Horton, Councilman Craig Richter, Councilman Bill Moore, Justice Louisa Evans from Fishers Island
and Councilman Tom Wickham from Wickham's Fruit Stand. At this point, I offer the floor to the
public in regard to any of the resolutions on the printed agenda. Yes.
ALICE HUSSIE: Alice Hussie, Southold. On #319, designated the Louise Crandall House as a
Southold Town Landmark. How does this differ from a New York State Landmark or National
Landmark? And what restrictions if any, are there?
COUNCILMAN MOORE: Very few. It's a voluntary program and people offer up their home into
that and we have very little currently as a Town regulating historic preservation. So this is the
medallion program. Locally designated and recognized homes.
ALICE HUSSIE: So it is sort of toothless, than? It doesn't mean that you can't do certain things to
this house or the owners of it?
COUNCILMAN MOORE: Correct.
ALICE HUSSIE: It just means you get a medallion to put on it.
COUNCILMAN MOORE: And recognition of it's historic value to the Town. Yes. These people
have obviously taken care of their homes and brought them to a point where the Landmarks Committee
thought they were worthy of their recognition. They are not falling down on themselves.
ALICE HUSSIE: So the Town has nothing to say then about what these people do with the house? So
why do we have a resolution about it?
COUNCILMAN MOORE: We have an advisory committee that which they can chose to abide by.
It's not mandatory. So if they want to make changes they can come in and get an advisory comment
on it.
ALICE HUSSIE: Thank you.
SUPERVISOR HORTON: Would anyone else care to address the Town Board on regard to the
printed agenda?
JOHN SKABRY: My name is John Skabry. I live in Peconic and I would like to thank you very much
for giving me this opportunity. I would like to speak on the hearing to purchase development rights of
agricultural lands, that would be #350.
SUPERVISOR HORTON: Mr. Skabry, the time to come for that will be when we open the Public
Hearing and then you at that point will be able to address the Board.
JOHN SKABRY: Okay, we had it listed on the agenda as a resolution continued on the last page. The
very last page.
JUSTICE EVANS: That won't happen until after the hearing.
JOHN SKABRY: Typographical error?
SUPERVISOR HORTON: The Public Hearing will be prior to that resolution. Thank you, Mr.
Skabry. Would anybody else care to address the Town Board in regard to the printed agenda, the

RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs
Supervisor Joshua Y. Horton to file an application for funds from the New York State
Office of Parks~ Recreation and Historic Preservation in accordance with the provisions of
Title 9 of the Environmental Protection Act of 1993 or Title 3 of the Clean Water/Clean Air
Bond Act of 1996 in an amount to exceed $350,000 and upon approval of said request to
enter into and execute a project agreement with the Sate for such financial assistance to the
Town of Southold.

the applicants~ Mr & Mrs Wiggins~ a $150.00 refund for the withdrawal of the Zoning Board of
Appeals application No. 5106 for an attached garage to existing dwelling.

RESOLVED that the Town Board of the Town of Southold hereby removes Cheryl A. Kaswell from
her position as a part-time clerk in the Tax Receiver's Office~ and be it
Further RESOLVED that Cheryl A. Kaswell be appointed to the position of part-time Clerk
Typist in the Human Resource Center effective June 3, 2002 at a salary of $10.02 per hour.

RESOLVED that the Town Board of the Town of Southold hereby grants permission to the
Southold Village Merchants to use the Main Road beginning at the corner Boisseau Avenue
heading west to Tuckers Lane~ Southold~ New York. for their "Home Town Parade" on Thursday,
July 4~ 2002~ beginning at 11:00 a.m. and ending by 12:00 p.m. noon, provided they file with the
Southold Town Clerk a One Million Dollar Certificate of Liability Insurance naming the Town of
Southold as the additional insured. Lt. Flatley to be contacted at least ten (10) days prior to the event
to coordinate traffic along route.

RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs
Supervisor Joshua Y. Horton to execute a PSAP Agency Agreement between the Suffolk county
Police Department and the Town of Southold for providing Enhanced E911 services to residents
within the county of Suffolk, for the period from January 1, 2002 through December 31, 2002, at a cost
not to exceed $54,000.00, all in accordance with the approval of the Town Attorney.

RESOLVED that the Town Board of the Town of Southold hereby appoints Jill Doherty to the
position of part-time Clerk Typist in the Zoning Board of Appeal. The effective date of employment
for Ms. Doherty is May 22, 2002, with a starting salary of $10.02 per hour.

April 9~ 2002 at the regular Town Board meeting as follows:
RESOLVED that the Town Board of the Town of Southold hereby accepts the letter of intent to retire
of Charles Burgess from the Fishers Island Ferry District effective March 28, 2002, and be it
FURTHER RESOLVED that the Town Board of the Town of Southold hereby appoints Charles
Burgess to the position of part-time ferry captain for the Fishers Island Ferry District at a rate of
$26.00 per hour effective March 28, 2002

RESOLVED that the Town Board of the Town of Southold hereby appoints Jack Broome and
Mathew Sawyer to the position of part-time deck hands for the Fishers Island Ferry District at a
rate of $9.00 and $8.00 per hour respectively, effective May 10, 2002.

COUNCILMAN WICKHAM: Another one, the next resolution has to do with the Fishers Island
Ferry. Many of you have gone on the Shelter Island Ferry from Greenport over to Shelter Island that is
run by a private company. The Fishers Island service to Fishers Island, which is still a part of Southold
Town over near Connecticut, that ferry service we as a Town Board effectively manage. That is why
all of these resolutions about who is being hired and who is let go and whether we can charge by credit
cards, that is why we are taking up all of these resolutions to govern or manage that ferry service.

Comptroller to pay for the accumulated benefits days accrued by Robert P. Knauff and Charles
W. Burgess.

RESOLVED that the Town Clerk be and she is hereby authorized and directed to advertise for bids
for supplying Food for the 2002 Calendar Year to the Nutrition Program of the Southold Town
Human Resource Center.

Fire Department to use the followin~ town roads for a Memorial Day Parade on Monday, May 27,
2002 beginning at 7:30 a.m. at the Orient Fire House and then proceed the different monuments in
Orient Village, provided they file with the Town Clerk a One Million Certificate of Insurance naming
the Town of Southold as an additional insured: Tabor Road, Orchard Street, Navy Street, Village
Lane, Orient, New York.

Moved by Justice Evans, seconded by Councilman Wickham, it was
WHEREAS the Town Board of the Town of Southold has engaged the services of Albrecht, Viggiano,
Zureck & Company, P.C., to conduct an audit of the contract between the Town of Southold and
Cablevision Systems of Long Island Corporation for the two-year period ended December 31, 1999, at
an estimated fee of $10,000.00, and
WHEREAS the actual fee for the audit totals $15,403.75, now, therefore be it
RESOLVED that the Town Board of the Town of Southold hereby authorizes payment of the actual
fee of $15~403.75~ said fee shall be a legal charge to the Part Towm Town Attorney~ Legal
Counsel budget account {B.1420.4.500.200).
COUNCILMAN MOORE: I am going to explain real quick just for the Board's edification. This is a
firm that we hired to look at Cablevisions' billing of this Town. The Town collects certain money
because Cablevision is allowed to use our right-of-ways. We wanted to make sure that we are getting
our fair shake and that Cablevision was properly billing all of the subscribers. So this auditing firm
performed the services for us.
SUPERVISOR HORTON: Actually, adding to that. To Councilman Moore's comments. This one
major function. Leave it to the press. One major function of government and I will speak to that

because I read this in an article by a young man named Bobby Wysocki from Greenport, he is a senior.
One major function of government is to protect the average person, to protect the tax payer and what
this is is, oftentimes you will have large corporations that sometimes that can take actions that can
affect the lives of people in various communities and if it goes unchecked there is the possibility and it
is our job to ensure that that doesn't happen, to take advantage of people when they shouldn't. So this
is us doing our job ensuring that a large corporation is practicing in accordance with the rules.
COUNCILMAN MOORE: I'll make one final observation, interestingly enough, ! don't own stock in
Cablevision, the audit came out fairly well as far as Cablevision not having taken us over the coals. So
we are surprised through our special counsel we have in Florida they have done a pretty good job. At
least the Town gets the money it is supposed to get. It's worth doing the check, as you said, mistakes
happen and bookkeeping errors go unchecked for year after year after year and you wake up and say,
"we were owed $180,000 who was asleep at the switch and let that happen?" So this is periodic
review and it worked out very well.

WHEREAS, the New York Department of Environmental Conservation is in the process of
finalizing a state-wide automated licensing system. (DECALS) for the issuance of sporting licenses
which shall be implemented in July of this year; and
WHEREAS, it is the stated purpose of the Department to connect all those issuing hunting and fishing
licenses to a main database maintained by tile New York State Department of Environmental Control
in order to expedite the processing of such license applications; and
WHEREAS, in furtherance of its goal, the Department of Environmental Conversation has provided
the Southold Town Clerk, as the issuing agent pursuant to New York State Environmental
Conservation Law § 11-0713 (1), with an application and a "License Issuing Agent Agreement" for her
signature; and
WHEREAS, said agreement authorizes the Department to access the bank account maintained by the
Southold Town Clerk in her official capacity for the purpose of electronic transfers of funds (less
commissions) for all licenses sold by the Southold Town Clerk; and
WHEREAS, the Town Board of the Town of Southold is desirous of having direct access to the
NYSDEC database and of accepting certain equipment from the Department to expedite license
applications at no cost to the town; and
WHEREAS, the authorization to execute an application and agreement with the NYSDEC is not an
action as defined by the State Environmental Quality Review Act (SEQRA) and therefore no further
review is required,
NOW THEREFORE BE IT RESOLVED, that the Town Board of the Town of Southold hereby

SUPERVISOR HORTON: I would like to thank you to the Board for supporting me on this and
supporting me on my trip to Washington, D.C. I've spoken about this quite a bit with the Board but
one of the things and this is why I've really wanted to have this meeting in the High School with you is
to get the full understanding that your participation in government, my participation in government, it
matters and it goes somewhere. And it stands to benefit us all. This resolution is supporting an
agreement to access funds that have been allocated by the Federal Government in the Federal Farm
Bill that myself and some other East End supervisors fought very hard for. So just to put that into
perspective, I am proud of this resolution and the work that we have done.

RESOLVED that Supervisor Horton and the Town Board of the Town of Southold hereby directs the
Town Comptroller to obtain recommendations from department heads as to how to achieve a
goal of a 10% reduction in spending for the year 2003.
COUNCILMAN MOORE: A little bit. ! understand the spirit from which it is coming and the only
provision that has me slightly concerned is actually the first whereas. I've got no trouble, and you
guys are working in the dark out there because you don't have copies of it but ! don't want to send the
wrong signal to the department heads and to John Cushman. ! would love to hear from each
department head what the impact would be of a 10% spending cut in a given department. That ! have
no trouble asking for that input from them. ! am not sure that ! am prepared to declare that it is a
spending target that we accomplish that today and ! don't want to say that that is our benchmark. If we
come back and a 10% reduction can be justified by any given department one or all of them, that we
give that serious consideration but ! don't think that we pre-suppose that we have a target spending cut
of 10% less than the 2002 budget without prejudicing that, ! don't think that it is realistic. Having said
that, ! would love to suggest an amendment to the resolution, simply deleting the first whereas clause
and directing the Comptroller to obtain these recommendations. ! don't think there is a big difference
in philosophy or comment but ! offer that as a suggestion.
SUPERVISOR HORTON: Is there any further discussion on the resolution?
COUNCILMAN WICKHAM: Yes, ! would like to say that in my experience in doing budgets, there
is a tendency for each year for budgets to just sort of stay where they were last year plus a little bit for
additional growth or inflation. What this resolution says is that we are not just going to do business as
usual, we are going to examine our budget from top to bottom to see if there are places to make
savings and the target that we are going to put out right in front is a 10% savings. We believe that if
we adopt this resolution it means that we believe we can actually make that savings. It will be tough
and ! have to say that in my experience in Town government it will mean restricting some services that
Town government normally provides. You don't get something for nothing. If we are going to cut
back substantially and 10% is a substantial cut, it is going to mean some kind of restriction or a
reduction in services. That may not be such a bad thing. The point for the Town Board to think about
for those of us up here, is if we are going to make substantial cutbacks it is going to mean that we are
going to have to decide what is going to be cut and what isn't going to be cut and ! regard those
discussions as useful, valuable and important. In fact in preparing a budget every year, a Board should
be having those kind of discussions. So ! support the resolution. Having said that, if we could delete
the first whereas and get the support of the entire Board for this resolution, ! would prefer to do that.
SUPERVISOR HORTON: Is there any further discussion from the Town Board? ! would like to,
well, I'll leave this discussion to the Town Board. The Town Board knows where ! stand and knows
how ! feel. ! feel very strongly about spending our money wisely and in a fashion where we can
deliver a tax cut to the residents of Southold Town. ! am deeply concerned about the increases in taxes
across the board, be it your school taxes, be it your state taxes, be it the Town of Southold taxes it is
getting increasingly more difficult for the average person to make a go of it here in Southold Town. It
is getting increasingly more difficult for senior citizens, some of our grandparents-who live on fixed
incomes, to remain here in town. We are talking about people who watch every single penny that
leaves the house. So ! am asking for the Town Board's cooperation to support me and work with the
department heads who are in charge of their budgets and with the Town Comptroller who is the town
accountant to work to deliver a tightly put together, refined and reduced budget in the upcoming year.
We start putting that budget together in July which is why it is important that we take action now to get
these recommendations because if taxes keep increasing as they have done in the past it is going to be
very difficult, if not impossible for folks like myself, folks like many of you to remain in this
community. ! think that we have to walk forward with this and acknowledge that. ! am comfortable
with deleting that first whereas so however you would like to format that.
COUNCILMAN WICKHAM: You are comfortable? You are willing to?
SUPERVISOR HORTON: ! am over-ruled on this so ! am looking to work with the Town Board in
any way that ! can.
COUNCILMAN MOORE: The idea to watch your spending is very appropriate from your first
allowance right up to Town Board wherever you are spending, especially spending someone else's
money that there is no disagreement. There are many ways to look at the budgeting process and one of
them is to identify the services that you want to provide in your town and you start there, you say
which services do we not need to provide, as opposed to and that is my fear that we appear to be doing
it with a meat cleaver, take 10% off and you'll have people screaming at each other we can't do that,
we can't do that. It is going to require a little more surgical precision and that is why, ! was not taking

exception with the idea of getting recommendations on where these guys can cut rather than we sit
there and pre-suppose a 10% target that we are just going to accomplish. ! am just being careful, !
don't want to undermine a tight budget review process and hold our department heads accountable. If
they come back in and say that they have 10% fat over last year, they are going to have to answer to
me because they came in last year saying we had to have this and we had to have that, I've been on the
Board for a while and I've heard all the different excuses come and go but if we get a change of tune
here ! will have a lot of interesting things to say at that point.
SUPERVISOR HORTON: My concern is not setting a target, ! think that 10% as I've reviewed the
budget and analyzed it very closely that 10% is not unreasonable. ! think that if we don't set a target
than we set ourselves up for accomplishing nothing.

title acquisition of property from the Peconic Land Trust on the 21 st day of May 2002, pursuant to the
provisions of Chapter 6 (Community Preservation Fund) of the Town Code, at which time all
interested parties were given the opportunity to be heard; and
WHEREAS, the approximately 15.53 acre property includes:
SCTM# 1000-31-5-1.2 which is approximately 14.99 acres in area and is located on the north
side of Main Road, approximately 1900' east of the intersection of Stars Road and Main Road,
and
SCTM# 23-1-3.4 and SCTM# 1000-23-1-20, which have been combined due to
change in ownership to form SCTM# 1000-23-1-20.1, which is a beach parcel totaling
approximately 0.54 _+ acres in area, located between Dam Pond and Long Island
Sound; and
WHEREAS, SCTM# 1000-31-5-1.2 includes a 50' right-of-way which provides access to the adjacent
21 acre Dam Pond property purchased under joint partnership by the Town and County in 1999; and
WHEREAS, in addition to being adjacent to the preserved Dam Pond property, the subject property is
adjacent to nearly 100 acres of property to the west on which there is a conservation easement to the
Peconic Land Trust; and
WHEREAS, on the 8th day of November 2001, the Town Board found that the project posed no
significant impact to the environment and declared a negative declaration pursuant to SEQRA Rules
and Regulations; and
WHEREAS, on the 8th day of November 2001, the Town Board held a public hearing and elected to
purchase the property identified as SCTM# 1000-23-1-3.4 & 20 (now known as SCTM# 1000-23-1-
20.1) and SCTM# 1000-31-5-1.2, comprising approximately 15.55 acres of property at the price of
$950,000, in partnership with Suffolk County as tenants in common; and
WHEREAS, due to new considerations, the Town proposes to purchase the 14.99 acre parcel in
partnership with Suffolk County as tenants in common and the beach parcel (which formerly was two
parcels) without Suffolk County partnership; and
WHEREAS, the Town Board deems it in the best public interest that the Town of Southold
purchase the subject property, for open space preservation purposes in conjunction with the
existing Town/County owned land, which may include the establishment of a nature preserve
or passive recreational area, including limited parking for access purposes; now therefore be
it
RESOLVED that the Town Board of the Town of Southold, pursuant to the provisions of Chapter 6 of
the Code of the Town of Southold, hereby elects to purchase the property identified as SCTM# 1000-
31-5-1.2, comprising approximately 14.99 acres of property at the price of $946,000 (nine hundred
forty-six thousand dollars), in partnership with Suffolk County as tenants in common. The purchase

COUNCILMAN RICHTER: Yes, that property-just to frankly put my two cents in on this piece of
property. ! know the property rather well. The part of the reason or the Master Plan was to develop
around hamlets such as Mrs. Hussie mentioned a little while ago, Peconic is hamlet in that area but
along that stretch ! believe on County Road 48 we do have the vistas and the farmland adjacent to it.
The vista is there, it comes down 48, one of the overall aspects was to keep that area open. ! do agree
with the purchase of development rights.

COUNCILMAN WICKHAM: Yes, I would just like to say that this acquisition if we do vote to do it
would be accomplished under Chapter 25 and Chapter 6 of the Town Code. Chapter 6 being the 2%
Community Preservation Fund.
COUNCILMAN MOORE: I do appreciate your comments Mr. Skabry, a lot of the concerns that I
heard from you really reflected the other application before the Zoning Board and ! understand that
concern and the issues that you raised there. ! am happy to hear, ! asked further about that private
conservation partner here. This property is going to remain and will be re-instituted as active
farmland. It is 12 acres and the Blue Ribbon Commission, the Town Board and the town in general is
deeply concerned over the loss of available farmland for those who wish to engage in that pursuit. So
if we have 12 acres here, it serves a dual purpose, as you drive past that gas station, look to the south
you'll see a nice vista that goes back up the vineyards and other things. So it is a worthy thing on the
vistas alone but ! am very happy to here that we have a farmer ready to step in there and put it back
into production. Not withstanding your concerns to the other parcel which ! think have to be addressed
in a separate review perhaps of the Zoning Board actions and what they did there. Because it doesn't
really apply to the 12 acres that we are talking about here.
JOHN SKABRY: Supervisor Horton, since that was addressed to me can I respond?

you to do so. The other thing that ! would like to say is that you should feel free to stop by Town Hall,
stop into my office anytime during the day or call me if you can't get in during the day and you want to
talk to me about various issues in town. ! keep a pretty loose schedule. ! am available on weekends,
evenings, all day long. You input and your participation is of the utmost importance because ! have
always believed as a student and as somebody who grew up in this area that students are the strongest
conduit of information in regards to what is real and what is going on in town to the adult community.

Because you all have your finger on the pulse of this community in many different ways that an awful
lot of adults don't. So ! can't stress to you enough how important it is and how welcome you are to
contact myself or any members of the Town Board to take up various issues and if there is anything
that ! can do or that we can do to further your good experience here in town, that is what we are here
for. So ! appreciate your participation and ! hope that some of you will hang around and ! hope that
you will care to challenge me or the rest of the Town Board later in the day. Thank-you so much. At

JOAN EGAN: ! have a doctor's appointment so you are all getting kind of an easy one out. Mr.
Richter, I'll give you this note. ! left word at Town Hall that ! would help you with your police report.
You have the report now? No. Of course not. Mr. Moore, you received a copy of the letter that ! sent
to Mr. Yakaboski? The answer to that is yes or no. ! had given another note to Mr. Yakaboski. Bye.
SUPERVISOR HORTON: Would anybody else from the public care to address the Town Board?
JEFF DUFF: Jeff Duff of Southold. I don't know if it is irrelevant something concerning me. When
you where talking about no parking on Pike Street in Mattituck. Where is it on priority as far as
whether the people who live in the area are concerned with people parking there or the school not be
able to, even if these are juniors, that do have their full licenses being able to park and not being able to
drive to school because they have no where to park. Where is the priority that comes into play?
SUPERVISOR HORTON: ! think that speaking on my behalf, an awful lot of how ! pursue as one
vote of the Town Board, it is going to be based on largely upon issues of public safety, issues of
quality of life in that neighborhood and ! think most importantly, public input. So, ! urge you and your
peers to keep an eye out for that public hearing and show up and let your voices be heard.
JEFF DUFF: Okay.
COUNCILMAN WICKHAM: Can ! address that? You are asking where is the priority, between the
school, the people who drive to school versus the people who live next door? Is that the question?
JEFF DUFF: Yes, ! don't know where you are basing the problem, why you are addressing this
problem. ! imagine it is because people are complaining, mostly that live in the residence and town.
COUNCILMAN WICKHAM: May ! try to explain. Up until now, it has been a free for all between
the people who live there and the people who come to school. The purpose of this resolution was to
basically ask the people, to deny the people who live there, to be able to park on the road during school
hours so that the kids and teachers who drive to school can have lots of place to park. The fellow who
spoke said look, okay but on weekends, why can't ! park back out on the road. And that is what we are
going to try to do. But the priority that we are trying to give in this resolution is to give more priority
to people who drive to school.
JEFF DUFF: Okay, thank-you.
BETTY CONSTANTINE: Betty Constantine, ! reside in Southold. ! have a question on agricultural
land. If you buy the development rights to a piece of property and a farmer buys land and he is
farming and he needs housing for his farmers, doesn't he have the right to put or does that stop it. It
stops it. So they can't put a migrant camp next to a day-care that we don't need because we have two
already existing day-care's that are not being used to full potential anyway. So it stops it completely.
There is no way that they can put a labor camp or anything on that piece of property?
SUPERVISOR HORTON: If the development rights have been purchased then residential
development cannot occur on that property.
BETTY CONSTANTINE: But if it is needed to be used for...
SUPERVISOR HORTON: The development rights have been stripped from that parcel.
BETTY CONSTANTINE: So they can't put trailers or temporary housing or anything on that piece of
property. Okay. And ! do think that you should buy the whole piece.
SUPERVISOR HORTON: Would anybody else care to address the Town Board?
