Project Phasing Plan
This report was prepared to accompany the project Phasing Plan and provide a
general sequence relative to each specific phase and construction task as required
by the Town of Southold. It is noted that all work shall be done in accordance
with the project phasing plan and this report.
The developer's intent is to complete this project in four phases to occur in four
phases over the course of approximately four years,with each phase estimated to
be approximately one year in duration. The following sections provide a
detailed outline with approximate time frames for each task. It is noted that
there may be alterations to the overall phasing plan within each phase due to
weather constraints, constructability, or other obstacles unknown at this time.
Prior to the start of each phase,the construction manager is required to provide a
schedule of work for review and approval by the Owner's Engineer where they
are to outline any variations to this plan.
Below is a per phase description of the work to be performed.
Phase 1
Phase 1 will consist of construction of 34 residential units and the Clubhouse as
shown on the Phasing Plan. The approximate area to be developed is 22.3 acres.
The work will also include construction of the proposed roadway and parking
lots up to the asphalt binder course, and installation of the drainage and utilities
within the limits of work. Work sequencing will be generally as follows:
1. Construction Stakeout(1 Week)-The contractor shall provide survey stake
out of limits of work prior to mobilization. Construction fencing shall be
installed at the limits of disturbance to avoid any unnecessary clearing and
grubbing.
2. Environmental Sweeps(l Week)-Once the limits are work are staked out,
the contractor/owner shall coordinate environmental sweeps of the areas to
be cleared. If determined that there is wild life in the area,they will be
relocated to a portion of the site that will remain undisturbed. Otherwise,
construction will commence.
3. Mobilization(1 Week)- The contractor will construct the staging area and
mobilize all equipment and materials to the site, install temporary traffic
control devices and implement any measures relative to the Community Air
Monitoring Plan and Health and Safety Plan.
4. Erosion and Sediment Control Measure Installation(2 Weeks)-In
accordance with the SWPPP and the Erosion and Sediment Control Plan,the
contractor will install all silt fence, inlet protection,tree protection,etc. as
required prior to the start of any other work.This task may be done
congruently with mobilization.

5. Clearing and Grubbing/Tree Relocation(3 Weeks)—The contractor shall
clear and grub as well as relocate the trees identified on the Tree Relocation
Plan prepared by VHB. All clearing shall remain within the limits of the
work for this specific phase and all vegetation cleared will be removed from
the site and properly disposed of as necessary. Trees to be relocated will be
done so as to minimize the impact to the buffer areas where they will be
relocated to.
6. Soil Management(2 Weeks)—The Contractor shall strip topsoil and stockpile
in accordance with the project Soil Management Plan and Air Monitoring
Plan. During this phase of work, all testing and mitigation shall be done for
impacted material. Stockpiles are to be covered and protected as necessary.
It is noted that testing relative to air monitoring will be ongoing throughout
construction as deemed necessar):b�:the project environmental consultant.
7. Rough Grading and Earthwork(6 Weeks —The Contractor is to perform
rough grading of the area of work. This includes earthwork necessary to
achieve approximate grades, excavation for drainage reserve areas,bringing
the road bed to approximate subgrade elevation. It is noted that all rough
grading shall be done to direct stormwater runoff from the construction area
to the drainage system in accordance with the SWPPP.
Under this phase of work,the Contractor may start excavation for and
construction of foundations for the units.
8. Installation of Drainage Facilities(8 Weeks)—The Contractor is to install the
drainage facilities including all catch basins,piping drywells, diffusion wells,
etc.within the area of work.
9. Installation of Water and Sanitary facilities(12 Weeks)—In conjunction with
the drainage work, the Contractor shall install the proposed water and sewer
facilities. Water main stub outs shall be installed just past the curb lines in
order to allow for future connection of all units.
10. Foundation Construction(32 Weeks)—The Contractor will construct the
foundations for all units within this phase. It is noted that this task will be
completed simultaneously with the site work listed above.
11. Unit Construction(40 Weeks)—As foundations are constructed,the
Contractor will begin constructing the units and club house structures and
interiors. It is noted that this task will be on going throughout the duration
of the work as foundations are constructed.
12. Installation of Gas and Electric Utilities(4 weeks)—once all of the utilities are
installed within the road way,the Contractor will coordinate with PSE&G
and National Grid to have the electric and gas lines installed. All work will

be done in accordance with the respective utility specifications. As units are
constructed connections to these utilities will be installed. Utility stub outs
shall be installed just past the curb lines in order to allow for future
connection of all units.
13. Installation of Curbing and Sidewalk(5 Weeks)—Contractor shall construct
all curbing and concrete sidewalks within the site.
14. Fine Grading/Topsoil ,3 Weeks)—The Contractor shall grade and place
topsoil to meet grades indicated on the plans.
15. Installation of Road Lighting(2 Weeks)—The contractor shall install all the
bases. Lights are to be installed after paving operations are completed(see
below).
16. Placement of Road Subbase and Paving of Binder Course(8 Weeks)—Once
all of the utilities are installed within the road way.
17. Off-Site Development ,3 Weeks)—Contractor to complete work in
accordance with the off site plan,including curbing, sidewalk, paving,
drainage,etc. Work will also include extension of the existing water main in
accordance with the Suffolk County Water Authority
18. Landscaping/Seeding(4 Weeks)—All landscaping including foundation
plantings,trees,buffer restoration, seeding,mulching to be completed.
Permanent and temporary irrigation systems will also be installed,including
the required irrigation wells.
Upon completion of the landscaping task,the Contractor will clean the Phase
1 work area and prepare for the next phase of work.
Phase 2
Phase 2 will consist of construction of 24 residential units and all related
infrastructure as shown on the Phasing Plan. The approximate area of
development in this phase is 6.7 acres. Work sequencing will be generally as
follows:
1. Construction Stakeout(1 Week)—The contractor shall provide survey stake
out of limits of work prior to mobilization. Construction fencing shall be
installed at the limits of disturbance to avoid any unnecessary clearing and
grubbing.

15. Paving Top Course(,2 Weeks —Upon completion of work the contractor will
repair any damaged asphalt binder course if necessary and apply the top
course of asphalt to the development. Any pavement markings and
permanent traffic signage are to be applied.
16. Punch List and Cleanup (4 Weeks)-Upon completion of the above work,the
Contractor will complete any punch list items,ensure that the site is clean and will
demobilize all equipment.
As mentioned above,the above phasing is subject to change based on the
Contractor's proposed schedule,weather, site constraints,etc. The time frames
given are estimates and may also vary depending on actual work required. It is
noted that within each phase there will be tasks being performed concurrently in
order to minimize the duration of construction.
The Contractor is required to perform all work in accordance with the project
plans, and the Town of Southold requirements.
