LLC is an environmental consulting firm representing Mrs. Virginia Bontje regarding a property located at 805 Island View Lane, Greenport, Suffolk County, New York. The lot is identified as Tax Map Block 1000-57-2-Lot 23. A site plan was approved and extended by the Trustees for the site's re-development as Approval #8943. We have a current request before you for minor changes; those have not changed or been added to in any way. Rather, NYSDEC has requested that we add serval features from the original approval to the site plan(they too are reviewing the same minor,proposed changes). We are providing this more "complete" site plan as a substitute for the originally-submitted "minor modifications"plan: 1. The Thalheimer site plan now shows the tidal wetland boundary,the 10 foot wide buffer area and silt fence as provided in the existing,referenced approval). 2. The seaward patios, driveways and walkways specifically will use Turfstone pavers with gravel fill(i.e.,the attendant notes have been modified). 3. The septic system(as provided in the existing,referenced approval)has been added to the Thalheimer site plan. 4. A revised NYSDEC-based impervious coverage calculation has been added to the Thalheimer site plan. None of these changes have changed the altered the site's compliance with regard to impervious surfaces or setbacks from the wetlands. The survey, dated 10/3/16, has been prepared by the office of Nathan Taft Corwin III, LS and the site plan was prepared by the office of B. Lang Associates, Environmental Consultants. Please consider the following: 1. The LIPA easement as indicated on the survey running along the northerly property line should be verified. If it truly exists, any permanent work within that easement area should be coordinated with and approved by LIPA. The proposed retaining wall may need to be relocated out of the easement area. 2. The Hydro CAD analysis for the site appears to be accurate however the requirements of Chapter 236 must be calculated for the control of a 2" rainfall event without consideration of soil permeability's found at the site. 3. The proposed driveway as noted is not considered to be PERVIOUS. Compacted subgrade materials covered with stone will not recharge stormwater in a satisfactory manner. Drainage for the driveway must be provided. 4. The placement of fill in the road shoulder area is not allowed. This will only serve to push stormwater further down the roadway and may become a problem where there are currently no issues. 5. The new side & rear yard slopes proposed by the new grading & elevation of the site caused by the placement of fill must be controlled in a manner that will prevent stormwater from being directed to adjacent properties and/or the wetlands. Any act of filling or re-grading of the site must be done in such a manner as to prevent stormwater from migrating off site. All new fill must be clean virgin materials from an upland source. It appears that the Tie Line shown along the wetland boundary would be the southerly property line. The Propane Tank indicated along the Northerly Property Line must be relocated entirely out of the right-of-way and/or the LIPA easement area as needed. 9. Erosion controls for the site must be detailed and shown on the site plan in a manner that is surrounding the entire limits of fill or new construction. 10. It is my understanding that the ZBA has already addressed issues related to this project. Encroachments beyond Building envelopes and all other related Disapprovals registered by the Building Department should be shown or indicated on the site plan in a manner that addresses what the ZBA has approved. Changes to the proposed, original Bontje site plan were made as a result of our meeting with the Board's administrator Elizabeth and Trustee (President) John Bredemeyer and chronicled in our February 29, 2016 correspondence. At the Trustees' request, the applicant proceeded to and received approvals from the ZBA for the proposed house dimensions and coverages (October 21, 2016,#6982 enclosed). Trustee (President) John Bredemeyer then had several conversations with the applicant and requested that they proceed to the Town Engineering Department and discuss compliance with the Town's drainage ordinance prior to formally continuing with the Trustees' approval process. The applicant met with Mr. Richter (R.A.) and he issued a BONTJE65 Trustees Cover 3 Nov 20162 November 1 , 2016 correspondence. The applicant made several changes to the site plan with regard to storm water drainage capture and dissipation. Structural changes were largely limited to adding sub-surface drainage. The proposed total roof, walkway and deck surfaces were reduced from 2,050 square feet to 2,042 square feet. The applicant met with Mr. Richter again (November 22, 2016) and the changes were deemed responsive but the site plan was revised to add a few minor, recommended changes following that second meeting (no structural changes). The proposed driveway as noted-is not considered to be PERVIOUS. Compacted subgrade materials covered with stone will not recharge stormwater in a satisfactory manner. It has an existing 1-story residence with 2 bedrooms, aloft sleeping area and 1 bathroom on a block foundation with crawl space, attached wood patio with walkways, outdoor shower, shed and wood boardwalk/dock for boating access. This existing structure will be entirely demolished and replaced (except for the 13 feet closest to the water/wetlands which it to be removed and not replaced). The proposed activity includes constructing a 2nd story over the existing footprint/reconstructed foundation of the one story structure on site and a 2 story addition to the north side of the house (away from the water). This will include the addition of two (2) bedrooms for a total of four(4) bedrooms,the addition of two (2)bathrooms for a total of three (3) bathrooms. The plan will reconfigure the existing wood patio, walkways, outdoor shower, shed and driveway. The addition will be constructed in similar fashion to the existing structure by utilizing a concrete foundation with a first floor elevation set to accommodate FEMA 100 year flood elevations. First floor elevation is proposed at 11 ft. The redeveloped residence will have side yard setbacks of 15 feet and a front yard setback of 30 feet. The proposed driveway will be smaller than that currently on site so that it can reach the residence (which will be closer to the street) at the first floor level. It will be largely pervious gravel but will have a street apron and house "landing" composed of block pavers. The existing driveway drains toward the water. The proposed driveway will drain toward the street. A portion of the house, block landing will be drained to a dry well proposed on the residence's northwestern corner. The redeveloped property will also have added storm water controls. No controls exist currently. Such controls will be in the form of three drywells some 4 to 8 feet in diameter and 2 to 4 feet deep as site conditions allow. Drainage from the redeveloped residence's roof and adjacent impervious surfaces (as much as possible) will be directed to the dry wells for percolation of lesser precipitation events or the initial surge of large events to ground water. All controls will be properly maintained. 'February 2016 BONTJE65 Trustees Project Descnption 2-23-16 MPB2 The existing sanitary system is located some 36 feet from the tidal wetland line (see attached plans). The proposal includes abandoning the existing system and placing new leaching pools at the maximum setback distance possible for this lot,which is a minimum of 81 feet from the tidal wetlands. This will be a 2.25 times increase in the sanitary system's setback from the water. Finally, the new septic system's invert will be elevated some 3 feet above ground water, as opposed to at or near groundwater at present. Existing impervious coverage is 1,414 square feet or 13 percent of the upland adjacent area. The proposed replacement residence and ancillary features will place some 2,271 square feet total"coverage" on the lot or 20.9 percent, impervious coverage. The proposed project was also reviewed by the New York State Department of Environmental Conservation (NYSDEC) under their Tidal Wetland Law. It received an NYSDEC permit #1-4738-01044/00010 on November 22, 2013 (which is valid until 2018, see attached). The project will also be under the review of the Suffolk County Department of Health for the sanitary system improvements. It has an existing 1-story residence with 2 bedrooms, aloft sleeping area and 1 bathroom on a block foundation with crawl space, attached wood patio with walkways, outdoor shower, shed and wood boardwalk/dock for boating access'. This existing structure will be entirely demolished and replaced (except for the 13 feet closest to the water/wetlands which it to be removed and not replaced). ` The proposed activity,- includes constructing a 2nd story over the existing footprint/reconstructed foundation of the one story structure on site and a 2 story addition to the north side of the house (away from the water). This will include the addition of two (2)bedrooms for a total of four(4)bedrooms,the addition of two (2) bathrooms for a total of three (3) bathrooms.. The plan will reconfigure the existing wood patio, walkways, outdoor,shower, shed and driveway-. The addition will be constructed in similar fashion to the existing structure by utilizing a concrete foundation with a first floor elevation set to accommodate FEMA 100 year flood elevations.First floor elevation is proposed at 11 ft. The redeveloped residence will have side yard setbacks of 15 feet and a front yard setback of 30 feet. The proposed driveway will be smaller than that currently on site so that it can reach the residence (which will be closer to the street) at the first floor level. It will be largely pervious gravel but will have a street apron and house "landing" composed of block pavers. The existing driveway drains toward the water. The proposed driveway will drain toward the street. A portion of the house, block landing will be drained to a dry well proposed on the residence's northwestern corner. The redeveloped-property will also have added storm water controls. No controls exist currently. Such controls will be in the form of three drywells some 4 to 8 feet in diameter and 2 to 4 feet deep as site conditions allow. Drainage from the redeveloped residence's roof and adjacent impervious surfaces (as much as possible) will be directed to the dry wells forlpercolation of lesser precipitation events or the initial surge of large events to ground water. The proposal includes abandoning the existing system and placing new leaching pools at the maximum setback distance possible for this lot,which is a minimum of 81 feet from the tidal wetlands. This will be a 2.25 times increase in the sanitary system's setback from the water. Finally, the new septic system's invert will be elevated - some 3 feet above ground water, as opposed to at or near groundwater at present. Existing impervious coverage is 1,414 square feet or 13 percent of the upland adjacent area. The proposed replacement residence and ancillary features will place some 2,271 square feet total"coverage"on the lot or 20.9 percent, impervious coverage. The lot is identified as Tax Map Block 1000-57-2-Lot 23 and totals 10,846.65 square feet. The upland portion of the property is 10,847 square feet (including an undeveloped right-of-way 12,010 square feet of upland occurs. The property ends at the wetland/water line. Island View Lane forms the lot's northern boundary, with single family residences both to the west and east. Tidal wetlands/open water occurs to the south. This site can be identified on New York State Department of Environmental Conservation(NYSDEC) Tidal Wetland Map identified#720-550. Please find enclosed a location aerial and an application to redevelop the site as a residential use. The subject lot has an existing 1-story residence with 2 bedrooms, aloft sleeping area and 1 bathroom on a block foundation with crawl space, attached wood patio with walkways, outdoor shower, shed and wood boardwalk/dock for boating access. Mrs. Bontje is proposing to construct a 2nd story over the one story structure on sites and a 2 story addition to the north side of the house (away from the water). This will include the addition of two (2) bedrooms for a total of four (4) bedrooms, the addition of two (2) bathrooms for a total of three (3)bathrooms. The plan will reconfigure the existing wood patio,walkways, outdoor shower, shed and driveway. The addition will be constructed in similar fashion to the existing structure by utilizing a concrete foundation with a first floor elevation set to accommodate FEMA 100 year flood elevations. Existing impervious coverage 'is 1,414 square feet or 13 percent of the upland adjacent area. The proposed replacement residence and ancillary features will place some 2,424 1 The existing structure will be entirely demolished. The Town Trustees can waive this requirement based on site condition and environmental considerations. Such setbacks should be waived in this case. The house(circa 1954)has been lawfully in existence well prior to the date of the above ordinances' enactment. Further, the proposed plan drops an existing, fully-enclosed room to double the distance to the water by moving the new structure some 13 feet further landward from the wetland line (i.e., increasing the setback for the residence from 13 to 26 feet)'. The redeveloped residence will have side yard setbacks of 15 feet and a front yard setback of 30 feet. The redeveloped property will also have added storm water controls. Such controls will be in the form of three drywells some 4•to 8 feet in diameter and 2 to 4 feet deep as site conditions allow. Drainage from the redeveloped residence's roof and adjacent impervious surfaces (as much as possible) will be directed to the dry wells for 2 The existing driveway surface is entirely pervious,gravel materials. 3 This is equivalent to the 2013/2014,Ruth•Milazo approval(also on Island View Lane). Town Code, Chapter 275-3 indicates that sanitary leaching pools should be 100 feet landward of wetland lines. The Town Trustees can waive this requirement based on site condition and environmental considerations. Such setbacks should be waived in this case. The existing sanitary system is located some 36 feet from the tidal wetland line (see attached plans). The proposal includes abandoning the existing system and placing new leaching pools at the maximum setback distance possible for this lot, which is a minimum of 87 feet from the tidal wetlands. This will be a 2.4 times increase in the sanitary system's setback from the water. Finally, the new septic system's invert will be elevated some 3 feet above ground water, as opposed to at or near groundwater at present. The proposed driveway will be larger than that currently on site so that it can reach the residence. It will be largely pervious gravel but will have a street apron and house "landing" composed of block pavers. The driveway currently drains toward the water. The proposed driveway will drain toward he street. The proposed project was also reviewed by the New York State Department of Environmental Conservation (NYSDEC) under their Tidal Wetland Law. It received an NYSDEC permit #1-4738-01044/00010 on November 22, 2013 (which is valid until 2018, see attached). The project will also be under the 'review of the Suffolk County Department of Health for the sanitary system improvements. No notices have been as yet or will be provided to adjacent property owners until such time as the application is deemed complete and a hearing date is assigned.
